HomeMy WebLinkAbout1922_03_15 Town Board Minutes (2) Meeting of the Joint Town Board TOWN OF MAMARONECK, held, March 15th, 1922. The meeting was called to order by Justice Boyd at 9.30 P.M. PRESENT: Justices Boyd, Collins, Dudley and Shafer Town Clerk Sherman. Counsellor Gamble, Supt. of Highways, Anthes. The minutes of the meeting of March 1st, 1922, were read and upon motion approved. The following resolution was offered by Justice Boyd and seconded by Justice Collins: Upon the reccomendation of the Supt. of Highways, RESOLVED, that the New York Inter Urbam Water Company be and it hereby is re- quested and required and directed to extend its water mains in and along Beech Street westerly from Myrtle Avenue a distance of 350 feet and to install one fire hydrant at the westerly end of said extension on the northerly side of Beech Street. The question being taken upon the foregoing resolution, same was upon ROLL CALL ananimously adopted. The following communication to the New York Inter Urban Water Co was read by the Cerk, which was approved and ordered spread upon the minutes. March 16th, 1922. New York Inter Urban Water Co. 110 North Broad Street, Philadelphia Pa. Gentlemen: Under date of December 21st, 1921, I received from you a letter acknowledging receipt of a certified copy of a resolu- tion of our Town Board requesting an extension of your mains in Beech Street. You then took the position that you would not make this extension except upon the terms stated in your letter of December 21st, 1921. Our Town Board will not comply with those terms and takes the position that it is your duty to install this extension. I enclose you herewith a certified copy of a second resolution passed our Board on March 15th, 1922, in which they order the hydrant referred to by you, and I am directed to ask you to say whether you will install at once this extension and hydrant or not as our Board feels compelled to take immediate steps to secure fire protection as well as a water supply for the houses in that section. Upon motion by Justice Collins, seconded by Justice Boyd, and upon the recommendation of the Supt. of Highways, RESOLVED, that the New York Inter Urban Water Company be and it hereby is re- quested, required and directed to extend its water mains in and along Edgewood Avenue westerly from Murray Avenue a distance of 400 feet in Edgewood Avenue and to install one fire hydrant at the westerly and of said extension on the northerly side of Edgewood Avenue. The question being taken upon the foregoing resolution, same was upon ROLL CALL, unanimously adopted. The Clerk was instructed to send the following comm- unication to the New York Inter Urban Water Co, which was ordered approved and spread upon the minutes. March 16th, 1922. New York Inter Urban Water Co. 110 North Broad Street, Philadelphia Pa. Gentlemen: Enclosed please find certified copy of a resolution directing an extension of your water mains in Edgewood Avenue a distance of 400 feet and calling for the installation of a hydrant. I am directed by the Town Board to ask an immediate reply from you whether or not you will make this extension. Our situation requires prompt action. Two new houses are nearly completed and there is considerable activity in this section anticipating the rapid development of the property along this street. The Town Board feels that it is the duty immediately to give fire protection to these new houses and also to provide the means for the development along this street in conformity with the general Chatsworth Heights section which adjoins. Another reason makes immediate action urgent. This street will have to be improved in some manner and these pipes should be laid before the surface of the street is improved. Therefore, because of the needs of the town government and became of the needs of the owners of the new houses, the Board feels compelled to ask you for an immediate reply as to whether or not you will make the extension. In this connection I am directed to say that the previous propositions heretofore made by you, in connection with other extensions, are not attractive to the Town Board, which feels that it has no right on the one hard to finance your company in the matter of needed extensions, and on the other hand, not to insist upon these extensions because you say that you cannot fulfill your duty towards this community unless fin- ances are provided for you. Therefore, you will please understand that this is a request for you to make this extension at your own cost and ex- pense. Very truly yours, Sgnd, Frederick M. Sherman. Town Clerk. The following resolution was offered by Justice Dudley and seconded by Justice Shafer. Upon the reccomendation of the Supt. of Highways, RESOLVED, that the New York Inter Urban Water Co. be and it hereby is requested, required and directed to extend its water mains in and along Boulder Road from Forest Avenue to Villa Road and thence westerly in and along Villa Road a further distance of approximately eighty (80) feet and to install one fire hydrant at or near the southwesterly corner of Boulder Road and Villa Road. The question being taken upon the foregoing resolution, same was upon ROLL CALL, unanimously adopted. The Clerk was instructed to send the following comm- unication to the New York Inter Urban Water Co., which was app- roved and ordered spread upon the minutes. March 16th, 1922. New York Inter Urban Water Co. 110 North Borad Street, Philadelphia, Pa. Gentlemen: Enclosed I send you by direction of the Town Board a second resolution requesting and directing the extension of your water mains in Boulder Road from Forest Avenue to Villa Road a distance of approximately 80 feet westerly in Villa Road and also directing the installation of a fire hydrant. Referring to your previous correspondence upon this subject in which you ask the Town to finance such an extension I am directed to inform you that the Town Board does not feel that it can accept any such terms. It feels on the one hand that it is your plain duty to make such needed extensions and on the other hand that it would be highly improper, if not illegal, for the Town Board to make any such arrangements as you request. Therefore you will please understand that this resolu- tion calls for you to make this extension at your own expense. In connection with this extension I call to your attention the fact that Boulder Road has already twice been torn up for private service pipes and will have to be torn up third time to accomodate Mr. Dahn, if he is to be connected at all. At the present time he maintains that he is entitled to a main near the front of his premises and he is unwilling, and feels it is unfair to him, to ask him to lay a private service main the en- tire length of Villa Road and Boulder Road in order to secure a house connection. Besides this frequent injury to the pavement in the street the Town Board feels that they should have a fire hydrant located as directed in order to give proper fire protection to these three new houses. Awaiting your early reply, I am, Very truly yours, Sgnd, Frederick M. Sherman Town Clerk. The following resolution was offered by Justice Shafer and seconded by Justice Dudley. Upon the recommendation of the Supt. of Highways, RESOLVED, that the New York Inter Urban Water Co., be and it hereby is requested required and directed to extend its water mains in and along Forest Avenue from Weaver street northerly to Rockland Avenue, and to install five fire hydrants as follows: One (1) fire hydrant at or near the corner of Rockland Avenue on the north easterly side of Forest Avenue. One (1) fire hydrant at the turn in Forest Avenue distant about 425 feet from Rock- land Avenue on the north easterly side of Rockland Avenue. Three (3) fire hydrants at approximately equal distances from each other, and from the turn in Forest Avenye so that the hydrant nearest to Weaver Street shall be about opposite Sheldrake Avenue, said last three hydrants all to be located on the easterly side of Forest Avenue. The question being taken upon the foregoing resolution same was upon ROLL CALL, unanimously adopted. The Clerk was instructed to send the following comm- unication to the New York Inter Urban Water Co., which was approved and ordered spread upon the minutes. March 16th, 1922. The Supt. of Highways requested the transfer of $150.00 from the reserve fund to the general fund and upon motion, duly seconded, it was RESOLVED, that the request of release of $150.00 from the reserve fund to the general fund be and same hereby is auth- orized and it is further RESOLVED, that the Supervisor be and he hereby is authorized to make such transfer on his books accordingly. The question being taken upon the foregoing resolution, same was upon ROLL CALL, unanimously adopted. The Town Board took up the matter of the agreement for for the Expenditure of highway monies for the year 1922. The agreement was presented and read and upon the recommendation of the Supt. of Highways, it was RESOLVED, that the agreement for the expenditure of highway monies for the year 1922 as presented and read be approved by this Board and it was further RESOLVED, that the Clerk be and he hereby is instructed to forward the copies of same to the County Supt. of Highways. The question being taken upon the foregoing resolution, same was upon ROLL CALL, unanimously adopted. Upon motion, the meeting adjourned at 10.20 P.M. Frederick M. Sherman Town Clerk.
