HomeMy WebLinkAbout1919_11_28 Town Board Minutes Minutes of a Meeting of the Joint Town Board, Town of Mamaroneck, held November 28, 1919. The meeting was called to order by Supervisor Burton at 8:55 P.M. PRESENT: Supervisor Burton, Justices Collins, Boyd, Dudley and Shafer, J. C. Fairchild, Town Clerk, Ralph A. Gamble, Counsel. Upon motion, it was VOTED, that the regular order of business be suspended and that President Miller, Mr. McKinley, Counsel, and Superintendent Smith of the New York, Westchester Street Railway Company, who were present, be heard. President Miller spoke at length concerning the financial condition of the Westchester Street Railroad Company, and stated that despite the increase in fares through the zoning system, they were still losing money. He submitted certain reports showing the loss at which the Company was running, and stated that it was practically im- possible for the road to go on under present conditions and asked the consent of the Board to further modify the franchise in such a way that they be permitted to discontinue service on the Boston Post Road from the corner of the Post Road and Chatsworth Avenue, Larchmont, to the corner of the Boston Post Road and Mamaroneck Avenue in Mamaroneck, and that the service between Mamaroneck and White Plains be reduced to a half-hourly service during the rush hours in the morning and afternoon, and hourly service at all other times. He stated that this would curtail considerably the expenses, and that he hoped through this means the road might continue. He stated that unless this was granted, it would be necessary for the Railroad to apply to the Public Service Commission and ask for an abandonment of the entire line between Larch- mont and White Plains. He stated that he would appear be- fore the Mamaroneck Village Board on next Monday evening. On motion duly made, it was VOTED, that the Board defer action until after the officials' appearance before the Village Board. The minutes of June 13th, July 23rd, August 11th, August 15th, August 29th, August 30th, October 8th, October 22nd and November 6th were all read, and upon motion duly approved. The Clerk read a letter from County Superintendent of Highways McDonald, stating that the Winfield Avenue Bridge had been completed to his satisfaction, in accordance with the plans and specifications and contract, and recommending that it be aece-pted by the Town of tlamaxoneck. Upon motion, the letter was ordered filed with the Supervisor. Upon motion duly seconded, and upon roll call, it was unanimously VOTED, that the Supervisor be and he hereby is authorized and directed to pay, upon the necessary certification and acceptance by the Superintendent of Highways of the Town of Mamaroneck and Harrison and satisfactory evidence by them that the contract had been completed, the balance due the Wulff Engin- eering Company on the contract for the con- struction of the Winfield Avenue Bridge. Upon motion duly seconded, it was VOTED, that in accordance with Section 107 of the Highway lav, the Twn Clerk cause to be published a certified copy of the Highway, Bridge & Miscellaneous report for the fiscal year ending October 31st, 1919, and it was further VOTED, that The Mamaroneck Paragraph be and it is hereby designated to pubIish said report and that the cost thereof, not to exceed $10.00, be made a proper Town charge. Upon motion, the meeting adjourned at 11:30 P.M. Town Clerk.
