of the Town of Mamaroneck held July 23rd, 1919.
Supervisor Burton called the meeting to order at
8:45 P.M.
The Clerk reported the following present:
Supervisor Burton, Justices Collins, Boyd, Dudley and Shafer,
John Hickey, Superintendent of Highways, John C. Fairchild,
Clerk, County Engineer MacDonald, Ralph A. Gamble, Counsel.
Minutes of the meeting of July 3, 1919, were read
and upon motion approve.
Mr. McKinley, Counsel of the Westchester Street Rail-
road Company, and of the New York and Stamford Railway Com-
pany, appeared before the Board. He spoke concerning the
acceptance by the Railroad of the recent modification of the
franchise passed by this Board, and stated that before ac-
ceptance of same formally by the Railroad he desired to bring
certain matters to the attention of the Board. Upon motion
the matter of making any changes or corrections in the resolu-
tion modifying the franchise was referred to Counsel to take
up with Mr. McKinley and report back to the Board.
Mr. McKinley, also spoke in regard to the paving of
Palmer Avenue, and both orally and by letter addressed and
delivered to the Supervisor and the Superintendent of High-
ways acknowledged receipt of the formal notice of July 18,
1919, sent by the Joint Town Board to the New York and Stam-
ford Railway Company directing them to do the necessary paving
work ordered by this Board on Palmer Avenue. Mr. McKinley
stated that the Railroad was at the present time not in funds
to do the paving work and requested that the same be done by
the Town, the cost of same to be charged to the Railroad.
He further asked that the matter be referred to Counsel, so
that he might be enabled to confer with the idea of drafting
some sort of an agreement covering the matter.
County Engineer MacDonald spoke at some length regard-
ing the proposed improvement and exhibited maps of the same.
Upon the reccomendation of Superintendent of Highways Hickey,
and upon motion, it was
RESOLVED, that the necessary steps be taken adver-
tised for bids for the improvement of Palmer Avenue from the
westerly boundary line of the Village of Mamaroneck and the
easterly line of the Town of Mamaroneck westerly on Palmer
Avenue to Weaver Street, and that bids be submitted on August
11, 1919, at 8:15 P.M., and that the said advertisements
state that certified checks accompany the bed for five per cent
of the proposal.
IT WAS FURTHER RESOLVED that the matter of advertising
be left in the hands of the Supervisor.
Superintendent Hickey reported progress on the culvert
on Edgewood Road at the Weaver Street Firehouse property.
Superintendent Hickey presented a bid submitted by M.
Decicco for concrete work and stone wall along the culvert on
Edgewood Road at a price of $8.50 per cubic yard. The Super-
intendent recommended the acceptance of said bid by the Board.
Upon motion it was
RESOLVED, that the contract for building the necessary
wall and furnishing materials be awarded to M. Decicco at a
price of $8.50 per cubic yard.
Upon motion it was
RESOLVED, that the Supervisor be and he hereby is author-
ized to pay to Michael Decicco the sum of $400.00 on account
of work already performed in connection with the drainage of
Edgewood Road contract, and be it further
RESOLVED, that the Supervisor be and he hereby is further
authorized and empowered to pay such additional sum in connec-
tion with the said contract as the Town Superintendent of High-
ways may recommend upon the Engineer's estimate or final certi-
ficate.
Counsel Gamble reported progress on the examination of
the title to Forest Avenue in Subdivision 2, map of Colonial
Park, and stated that he had made.an examination of the title
and had prepared a deed which he had forwarded to Mr. Lorenzen
for the signature of his wife. Counsel reported that he had
prepared the necessary contracts for the construction of the
Winfield Avenue Bridge, which had been executed by the Wulff
Engineering Company, in the Town.of Mamaroneck, and that they
were now in the hands of the Town of Harrison for execution.
He also reported that the bond submitted by the Wulff Engineer-
ing Company was unsatisfactory and had been returned for cor-
rection, which the Suret Company had agreed to make. Upon
receipt of same he stated that he would return the certified
check of the Wulff Engineering Company.
On motion the meeting adjourned at 11:15 P.M.
