HomeMy WebLinkAbout1920_07_21 Town Board Minutes Minutes of a meeting of the Town Board Town of Mamaroneck held July 21st, 1920 The meeting was called to order by Supervisor Burton at 9.00 P.M. PRESENT: SUPervisor Burton, Justices, Boyd, Collins, Dudley and Shafer Deputy Clerk Sherman. The minutes of the meeting of June 16th, 1920 were read and upon motion approved. A communication from the Constables doing traffic duty on the Boston Post Road, was received and read asking for an in- crease in wages from 50 cents an hour to 75 cents per hour; after discussion in reference to authority it was decided that the same for eight hours of service would cause the amount to be illegal. Justice Boyd withdrew his proffered resolution relating to above. \ Petitions pertaining to new hook and ladder truck for Fire District No.One were presented from the following Associations; Chatsworth Fire Co. 3, from Chatsworth Association, (in amended form,) Neighborhood Improvement Association (amended form), also from Larchmont Gardens Associations and individuals (also amended form.) After hearing from Messrs. Moore, Townsley, Harlach, Palmer and Brewer in relation to petitions, the Board moved that the Supervisor app- oint a Commitee to meet, review the entire matter and report back to the Town Board. Upon vote being taken this action was adopted and the following gentlemen were named to act on such Committee; ie; Justices Shafer, Dudley, and Collins. Messrs, Moore, Townsley, Harlach, Palmer, Nichols, Marshall, Connolly and Brewer. Upon motion the hearing on petitions closed. RESOLVED, that pursuant to Section 74 of the Election Law, the following are designated as polling places for the Official Fall Primary to be held on September 14th, 1920 and the Primary Districts are accordingly divided as follows: 1st Primary District to comprise to comprise the 1st Election district and the polling place shall be the headquarters of the Volunteer Hose Co. #3, Mamaroneck Avenue, Mamaroneck N.Y. All parties 2nd Primary District to comprise the 2nd and 3rd Election Districts and the polling places are designated as follows: Democratic Partym Coles' Garage, West Boston Post Road, Mamaroneck NY Republican and all other parties, Town Hall, Prospect Avenue, Mamaroneck, N.Y. 4th Primary. District to comprise the 4th Election District, Weaver Street Fire House, Edgewood Road, Larchmont, N.Y. All parties. 5th Primary District to comprise the 5th Election District, Larchmont Athletic Club, Post Road, Larchmont, N.Y. All Parties. 6th Primary District to comprise the 6th Election District, polling place northerly side of Post Road, Larchmont Park, Larchmont, N.Y. all Parties. Upon ROLL CALL all members present voted in the affirmative and the Supervisor declared the resolution adopted. Supervisor Burton reports, that in accordance with cert- ain resolutions adopted at a meeting of this Board, held on May 17th, 1920, he has taken up with the representative of the Automatic Registering Machine Corp. of Jamestown N.Y. the matter of purchasing voting machines for the Town of Mamaroneck, that he has made arrangements with reference to their delivery and the method of financing the obligation incurred thereby. Thereupon the following resolution was offered by Justice Shafer and, seconded by Justice Dudley. RESOLVED, that in order to provide funds for the purchase of eight voting machines, there be issued and sold by this Board, upon the faith and credit of the Town of Mamaroneck, the following negotiable bonds of said Town, aggregating Seven Thousand Three Hundred Sixty ($7,360.00) Dollars, to be dated August 1, 1920, and to bear interest from the first day of September, 1920, at the rate of six per cent. (6%) per annum, payable semi-annually on the first day of June and the first day of December in each And be it further :v:... RESOLVED that said bonds shall be signed by the Super visor and attested by the Town Clerk, that the corporate seal of the Town shall be affixed thereto, and that the interest coupons shall be signed by the Supervisor; and such bonds and couons shall be in substantially the following form:- UNITED STATES OF AMERICA $360.00 STATE OF NEW YORK COUNTY OF WEST,CHESTER :. TOWN OF MAMARONECK VOTING MACHINE BOND KNOW ALL MEN BY THESE PRESENTS, that the Town o f Mamaro- :. neck in the County of Westchester and State of New York, is justly indebted and for value received hereby promises to pau to the bearer or if this bond be registered, to the registered holder thereof, on the first day of June, 1921, the principal sum of THREE HUNDRED SIXTY DOLLARS with interest thereon from September 1, 1920 at the rate of sex (6%) per centum per annum, payable December 1, 1920, and semi- annually thereafter, upon the presentation and surrender of the the annexed interest coupons as they severally become due. Both principal and interest of this bond payable at the First National Bank, in the Village of Mamaroneck and State of New York, with New York Exchange at the current rate. For the promt payment thereof, both principal and interest as the same become due, the full faith, credit and resources of said Town are hereby irrev- This bond is one of an issue of like date, except as to date of maturity, aggregating Seven Thousand Three Hundred Sixty ($7,360 00) Dollars, and is issued for the purpose of providing for the payment of voting machines under the authority of and in full compliance with Section 396 of the Election Law of New York, and other Iaws of said State, and pursuant to a resolution duly adopted by the Town Board thereof. It is hereby certified and recited that all act, conditions and things required to exist or to be done precedent to and in the issuance of this bond by the laws and constitution of said State exist and have been per- formedl that provision has been made for the levy and collection ion of direct annual tax upon all the taxable property within said :. Town sufficient to pay the interest and principal of this bond as the same shall become duel and that the total indebtedness of said Town, including this bond, does not exceed any constitution or statutory limitation. IN WITNESS WHEREOF, said Town of Mamaroneck has caused this bond to be signed by its Supervisor and attested by its Town Clerk under its corporate seal, and the interest coupons ; of which is to paid to the registered owner, his legal rep- resantatives, successors or assigns. . And be it further RESOLVED, that the Town Clerk shall cause a notice to be published in the Mamaroneck Paragraph, a weekly newspaper published in said Town, at least ten days before August 20th 1920, and at the same time to post a copy of said notice in each of five public places within said Town, calling for sealed bids for said bonds to be received at 8:30 P.M. on August 20th, 1920, the form of which notice shall be substantially as follows: $7,360.00 TOWN OF MAMARONECK, NEW YORK. VOTING MACHINE BONDS Notice is hereby given that George W. Burton, Supervisor of the Town of Mamaroneck, Westchester County, New York, will receive sealed bids until 8.30 P.M. August 20th, 1920, at the office of the Town Clerk, Town of Mamaroneck, office in Mamaro- neck, 6 Elm Street, for the purchase of $7,360.00 par value coupon Town of Mamaroneck, N.Y., voting machine bonds, bonds dated August 1, 1920, interest six (6%) per cent, from September 1, 1920 payable December 1, 1920 and semi-annually thereafter (J and D1) denomination $360. one bond, and the balance in denominations And be it further RESOLVED, that in each year while any of the bonds are outstanding, a district annual tax shall be levied upon all the taxable property within the Town of Mamaroneck sufficient to meet the payment of the principal and interest of said bonds as they shall become due, and be it further RESOLVED, that a meeting the Town Board i' s hereby ordered to be held at the accostomed place, and at the time given in the. above advertisement for the receipt of bids for bonds, at which meeting the said bids shall be considered. The Resolution being put to a vote was adopted by the following: AYES: Mr. .Burton, and Messrs. Boyd, Collins, Shafer, Dudley and Sherman. NOES: None The following resolution was offered by Justice Boyd, and seconded by Justice Collins. WHEREAS, the Automatic Registering Machine Corp. has notified the Supervisor through its agent Mr. Denton, that the voting mach- ines purchased of said Company are now ready for shipment, and WHEREAS, one of the conditions in the agree- ment of sale is to the effect that the Town of Mamaroneck shall have discretion as to the means of transportation from the factory to destination, and WHEREAS, the said Automatic Registering Mach- ine Corp., are about to make shipment of a carload of similar machines to White Plains New York, and the machines for this Town can be shipped in this same car to White Plains, New York, therefore be it RESOLVED, that the Supervisor be authorized and empowered to direct that the said voting machines be shipped to White Plains, N.Y. in car before mentioned, be it understood however, that the date of shipment be not later than August 10th, next, and be it further RESOLVED, that the Supervisor be authorized and empowered to engage the necessary means of transportation and incur the necessary expense in connection with the transportation of Machines from White Plains, New York, to destination in the Town of Mamaroneck, N.Y. Upon vote being taken, the designation of William C. Nichols, was declared adopted. The following resolution was offered by Justice Shafer and seconded by Justice Collins; WHEREAS, this Town Board has heretofore authorized and directed the purchase of Voting Machines for the use of the Town of Mamaroneck; authozied and directed the method of payment thereof, therefore be it RESOLVED, that this Town Board meet at the office of the Town Clerk, Elm St, Mamaroneck, New York, at 8.30 P.M. on Friday August 20th, 1920 for the pur- pose of receiving and opening bids to be presented at the aforesaid time and place: and be it further RESOLVED, that the Supervisor authorized and empowered to cause to be published any advertising i connection with the aforesaid sale of bonds and further that the meeting be held for any other purpose that may regularly come before such Town Board meeting. The Supervisor thereupon declared the resolution adopted The matter of installing a fire hydrant on Murray Ave near the intersection of Forest Avenue, was brought to the attention of the Board, which resulted in the following action being taken: RESOLED, that Superintendent of Highways Anthes be authorized and directed to take the necessary steps to direct the New York Inter Urban Water Company to install one fire hydrant at or near the intersection of Forest and Murray Avenues. Upon ROLL CALL all members present voted in the affirm- ative. No further business the meeting adjourned at 11.30 P.M. Town Clerk
