HomeMy WebLinkAbout1918_08_08 Town Board Minutes Meeting of the Joint Town Board held on 8th day of August, 1918 at 10:05 P.M. Supervisor Burton called the meeting to order. The Clerk reported the following present: Supervisor Burton, Justices Collins, Boyd, Dudley and Shafer, John Hickey, Superintendent of Highways, J.C. Fairchild, Town Clerk, R.A. Gamble, Counsel. On motion duly made, seconded and carried, the reading of the minutes of previous meetings not yet approved, was dispensed with. The Superintendent of Highways submitted his report for the month of July, which was received and ordered placed on file, and is as follows: Office of SUPERINTENDENT OF HIGHWAYS Town of Mamaroneck, New York. Post office Box 460 Larchmont, N.Y. August 8th, 1918 . Hon. Town Board of Mamaroneck, Mamaroneck, N.Y. Gentlemen: I hereby report the following work on Highways, since the last regular Joint Meeting, cleaned gutters and grubbed shoulders on the following highways; Murray Avenue, Edgewood Road, Edgewood Place, Maplewood St., Glen Road, Chatsworth Avenue, Rockingstone Ave. Forest Ave., Premium River Road, Woodland Avenue, Edgewater Place, Locust Terrace, Moran and Chester Place, Lakeside Drive, Brookside Drive, Palmer Lane, Fernwood Road, Myrtle Ave., Howell Ave., from Weaver St. to Chestnut St.; applied 1200 gals of tarvice B. on Palmer Lane, covered same with 1/4 inch stone. Respectfully submitted., Supt. of Highways . Upon motion, August 17th was fixed as the day on which the Town Board and Superintendent of Highways should inspect the Highways of the Town of Mamaroneck. Superintendent Hickey submitted several bids for the painting of the Town fences and recommended that Thomas F. Manning be awarded the contract to paint the Town Fences at the following prices: New fences, 2 coats of paint at 4-1/2 cents per running foot , and old fences at 2-1/2 cents per funning foot. Upon motion of Supt. Hickey seconded by Justice Dudley it was RESOLVED, that whereas bids have been called for by the Superintendent of Highways for the painting of the fences of the Town of Mamaroneck; and WHEREAS several bids have been received by the Superintendent of Highways for said painting; and WHEREAS it appears that the bid of Thomas F. Manning dated July 29, 1918 is the lowest bid submitted; and WHEREAS the Superintendent of Highways has recommended the work be awarded to the lowest bidder: THEREFORE BE IT RRESOLVED, that the bid for the painting of the fences of the Town of Mamaroneck be awarded to Thomas F. Manning at a price of 4-1/2 cents per lineal foot of fence for giving all new fences two (2) coats of paint, and at a price of 2-1/2 cents per lineal foott of fence for giving old fences one coat of paint; and BE IT FURTHER RESOLVED that the Supt. of Highways be and he hereby is authorized and directed to award the contract for the painting of the said fences to the said Thomas F. Manning, and to see that said work is properly done according to contract. Superintendent Hickey reported the completion of all of the work to his satisfaction on the sidewalks within the Town in the Woods of Larchmont, in accordance with the proposition of the Town Board made in connection with the tasking over of certain streets and highways in the Woods of Larchmont; and he further reported that the sum of $2500.00 provided for in the aforesaid agreement for taking over the streets was on deposit with the Larchmont National Bank and would be turned over to the Town of Mamaroneck upon reciept of a certified, copy of a resolution of this Board, formally accepting said streets in accordance with the former resolution . Upon motion of Supt. Hickey seconded by Justice Boyd, it was RESOLVED, that the Town Counsel be authorized and directed, to prepare a proper resolution to be adopted by the Joint Town Board to formally conclude the taking over of the Streets and highways under the aforesaid resolution. Mr. Lloyd Maxey, representing Warren Brothers was heard regarding a contract for the maintenance of the Boston Post Road paving. Matter was referred to Counsel upon reccomendation of Supt . Hickey with direction to take matter up with State Superintendent of Highways on question of maintenance. Mr. McKinley, Counsel for the Westchester Street Railway Co. was present and spoke regarding the fare situation, and requested the Board to pass a resolution temporarily modifying the railroad's franchise and allowing it to charge a rate of fare of 7¢ to September 30, 1918, by which time he expected the report of Mr. Barnes would be completed. The following resolution was duly offered by Justice Dudley seconded by Justice Collins, RESOLVED that Counsel prepare a formal resolution temporar- ily modifying the franchise and allowing the Westchester Street Railroad Company to charge a 7¢ fare to and including September 30, 1918. A vote being taken the following voted in the affirmative , Supervisor Burton, Justices Collins, Boyd, Dudley; Clerk Fairchild, in the negative, Justice Shafer. The supervisor declared the resolution adopted. Upon motion the Board adjourned at 10:45 P.M. to on August 15th, 1918. Town Clerk.
