HomeMy WebLinkAbout1918_06_10 Town Board Minutes (2) Special Meeting of the Town Board, Town of Mamaroneck, held June 10th 1918 at 8:30 P.M. Supervisor Burton called the meeting to order. The Clerk reported the following present: Supervisor Burton, Justices Collins, Boyd, Dudley and Sharer, John C. Fairchild, Town Clerk and Ralph A. Gamble , Counsel . Upon notion duly made , seconded and carried, the call of the meeting was approved . Upon motion duly made, seconded and carried, it was RESOLVED that the regular order of business be suspended and that the Board proceed to open the bids for the sale of the issue of Ten Thousand Dollar Fire Apparatus Coupon Bonds, to be issued under authority of and in pursuance of Section 313 and 313-A of Article 14 of the Town Law. The bids were opened and read separately and upon motion duly made, seconded and carried, were ordered placed on file and were as follows: H . A. Kahler & Co. 100.385 for bonds bearing 5%. J. W. Sherrill Co. 100.05 for bonds bearing 5%. This bid was made with the understanding, however, that Sherrill & Co - be allowed a rebate of $143 . to cover the costs of attorney 's fees, printing bonds, etc . Geo. B. Gibbons & Co. 100.06 for bonds bearing 5%. Each bid was acconpanied by certified check for X250 . After due deliberation, the following resolution offered by Justice Shafer, seconded by Justice Boyd was by a vote of all members, unanimously adopted: "WHEREAS: By a Resolution of the Town Board of the Town of Mamaroneck, Westchester Country, New York, passed December 6th, 1917, a bond issue in the sum of $10,000.00 was duly voted to be raised upon the credit of the said Town in accordance with a propo- sition duly adopted by the qualified electors in Fire, Lighting and Water Supply District No. 1 of the Town of Mamaroneck, N. Y. at the biennial town meeting held in said Town on the 6th day of November, 1917, Section 313 and 313A of Article 14 of the Town Law. AND WHEREAS, the aforesaid resolution of the Town Board provided before the bonds authorized by said Resolution were issued, the Supervisor of the Town of Mamaroneck should advertise for sealed proposals for the amounts of part thereof, of said bonds so authorized to be issued but in amount of not less than Two thousand ($2000) Dollars each, such advertisement to be published for two consecutive weeks prior to such issue , in two newspapers published in the State of New York, at least one of which shall be published in the County of Westchester and WHEREAS said Resolution further provided that said bonds shall be sold at public auction at not less than their par value, to the highest bidder at a rate of interest not exceeding six per cent 16%) per annum, and WHEREAS, in pursuance of said Resolution the Supervisor of the Town of Mamaroneck has duly advertised for sealed proposals for the sale of all or part of Ten thousand ($10,000) Dollars par value coupon Town of Mamaroneck Bonds, in accordance with the provisions of said Resolution by having the said avertisement published for two consecutive weeks in The Larchmonter Times a newspaper published in Larchmont within the County of Westchester, State of New York and in the Journal of Commerce and Commercial Bulletin, a newspaper published in the City and State of New York, on the let and 8th day of June, 1918, as appears from the affidavits of puhlieation hereto annexed and made a part herecf,and WHEREAS said Bids were received by said Supervisor at the office of the Torn Clerk, Ho . 6 Elm Street , Eanaroneck, H.Y . up to 8:30 R. M. June 10th , 1918 as set forth in said advertisement , and WHEREAS a number of bids were duly received from various bidders and were duly opened and read at a meeting of the Board regularly called and held, a majority of said Town Board being present and WHEREAS H. A. KAHLER & Company, submitted a bid of $100.385 per cent and accrued interest to date of delivery, for each par value of bands bearing 5% interest for the said whole issue of $10,000. Bonds with a certified check for $250. which bid was the highest bid submitted and WHEREAS the acceptance of said Bid of H. A. Kahler & Company is deemed to be for the interest of the Town of Mamaroneck, therefore, be it RESOLVED: That the Bid of H . A. Eahler and Company of 100.386 per cent and accrued interest to date of delivery for each $100. par value of bonds bearing 5% interest for said issue of $10, 000 par value coupon Town of Mamaroneck Bonds , be accepted and that the said bonds be awarded to said H. A. Kahler & Company at aforesaid price above named and be it FURTHER RESOLVED: That the certified checks submitted by the other bidders be forthwith returned to the said respective bidders. Mr. Gade of Kahler & Co. appeared before the Board and offered to print the bonds for $39 Upon motion of Justice Dudley, seconded by Justice Shafer, it was RESOLVED that the Supervisor and Counsel be authorized and empowered to enter a contract for the printing of the bonds and that the cost of printing be a proper Town charge. The following resolution was offered by Justice Boyd and seconded by Justice Shafer. THEREAS, May C. Wilcox has made application for a liquor tax certificate for a summer hotel within the Town of Mamaroneck, therefore be it RESOLVED That the Town Board approve the application sub- ject to the provisions of the liquortax law and that the Clerk be authorized and empowered to certify that a resolution recommending the issuance of such license has been adopted. A vote having been taken the same was declared unanimously adopted. There being no further business, upon motion duly made , seconded and carried, the meeting adjourned. Town Clerk.
