Purpose: At a Public Hearing on May 16, 1990, the Town Board of the TO. Wn of Mamaroneck duly passed Local law No. 3 entitled Limited -Development Moratorium which set forth in Section Two thereof the purpose and intent of that law. Since the adoption of that law, the 'Town has undertaken an extensive - study of the properties affected by that local law including planning, -- traffic, hydrological engineering, etc. and has contracted to expend a total of approximately $150,000.00 to date for the purposes of carrying out those studies. _ As a result of those studies the Town's planning consultants have prepared a Draft Generic Environmental mrpact statement analyzing the potential impacts of various alternative zoning amendments for the affected properties. As the result of the preparation of the Draft Generic EFlviroamental Impact Statement, the 'lawn, pursuant to State regulations, has scheduled a Public Hearing on the Draft Generic Environmental Iq3act Statement for June 17, 1991. state regulations and local law require that the Town cannot take an action until it has ccu pleted a full enviro mental review of the proposed action; and after said environmental review, it is necessary for the Town to hold further public hearings on any proposed amendment to the zoning of -the properties. it is, therefore, the determination of this Board that the failure to renew or extend the moratorium which expires on or about May 25, 1991, could result in pature land development which would prejudice the integrity and objectives of the extensive studies or result in the establishment of land use patterns which might be inconsistent with and violate the intent and findings of such study and the implementation of re=m x dations resulting frcin such study. 2. Local law #3 of 1990 is hereby extended for a period of six (6) months ending on Nevember 25, 1991. . 3. Effective date This local law shall take effect immediately. i
