MINUTES OF THE REGULAR MEETING AND WORK SESSION OF THE TOWN BOARD OF
THE TOWN OF MAMARONECK HELD ON JUNE 20,2012, BEGINNING AT 5:30PM AT THE
VETERANS OF FOREIGN WARS POST 1156, 1288 BOSTON POST ROAD, MAMARONECK

CALL TO ORDER-WORK SESSION
On motion of Councilwoman Katz,seconded by Councilwoman Elkind Eney,the Work Session was
unanimously opened at 5:30PM.
The Town Board discussed a few items they would like to discuss with the Zoning Board this evening.
Specifically,Councilman Odierna feels the Town should look at ways to make it legal to convert one family
homes to two family homes,and Councilwoman Katz noted whether a 'tear-down'could be a trigger for a
site—plan review.
Supervisor Seligson noted the importance of addressing these concerns with the Zoning Board this evening.
Supervisor Seligson asked Councilwoman Elkind Eney for an update on Grievance Day,as Councilwoman
Elkind Eney is the Liaison to the Board of Assessment Review.Councilwoman Elkind Eney reported that
although no official count has been done,it would appear that a significantly smaller number of grievances
were filed.
Councilman Odierna stated that the Board should look at amending the law regarding putting organics out
at the curb,adding it is a hindrance for residents who do their yard work over the weekend and cannot put
it out at the curb that same day.
Supervisor Seligson reported that Rick Cherry recently looked at the Town Center to see whether installing
solar panels would be cost effective. It appears that it would not but Mr.Cherry advised the Town to
contact NYPA for energy efficiency.
Meeting with the Zoning Board of Appeals
Additionally Present:
Members of the Zoning Board of Appeals,Arthur Wexler, Fred Baron and Irene O'Neill
Supervisor Seligson welcomed the Members of the Zoning Board and stated that the Town Board has been
meeting with the various Boards and Commissions,as well as,the Town Department Heads to discuss
policy and to generally open up a dialogue.Supervisor Seligson stated that the Board wants them to feel
empowered to uphold the laws of the Town,and also wants to hear from the Zoning Board on changes
they feel the Town should take.

Arthur Wexler stated that there are a number of Zoning Laws that the Town should consider amending(1)
Lot coverage as defined by the Zoning and by the Erosion Control Law(2) The term 'Required Yard' needs
to be defined in the Law(3)The Law should define"shaped lots"(4) Parking Law 240.79 effectively outlaws
backing out of one's driveway and should be amended (5)The Board should consider a Residential Board of
Architectural Review(6) Currently there is no leeway in the Sign Law requirement for neighbor notification,
adding there have been instances of vandalism which effectively sabotages the application (7)The Board
should consider a 'ridge line' limitation as part of the Floor Area Ratio(FAR) Law (8)The Town should
consider dropping the Tree Law from one half acre to one quarter acre.
The Board discussed in more detail the concept of a Residential Board of Architectural Review,the pros and
cons were considered.
Councilman Odierna stated that the Town is actively working on ways to encourage fair and affordable
housing,adding that the Board is asking them to consider ways for possible one family to two family
conversions.
Meeting with Traffic Committee
Additionally present:
Traffic Committee Members, Doris Block,Camille Odierna,Steve Bartell, Nancy Angiulo
Supervisor Seligson welcomed the Traffic Committee stating that the Town Board has been meeting with
the various Committees and Departments in order to discuss policy and direction for the Town.
Camille Odierna began by stating that the Committee recommends the Town bring back the speed
indicator devise,adding that speeding is a problem. More and more the residents are requesting one way
streets as a way to alleviate speeders and traffic.
Supervisor Seligson stated that it is a known fact that one way streets are bad for urban planning,in fact
they actually create faster driving.
Doris Block,Chair of the Committee stated that what the Traffic Committee has been told by the Police,is
that most drivers are actually doing the speed limit adding it is often a perceived sense that people are
speeding. Residents continually ask for stop signs,speed bumps and the like.
Councilman Odierna asked if the Traffic Committee should be involved in a more proactive way.
Specifically,they should be involved in traffic detour discussions having to do with the bridge closures.
The Committee agreed that they could and should have some involvement in this.
The Town Board and the Traffic Committee discussed traffic issues along Boston Post Road,specifically
issues at the entrance and exit at Trader Joe's.
Nancy Angiulo stated the importance of getting interested parties involved from the beginning of potential
issues,adding how beneficial the residents were along Murray Avenue.
Mr. Bartell stated that the Town should look at creating more left turn lanes.
The Committee noted their difficulty in locating houses when they need to go look at an area,adding so
many homes have no visible house numbers. The Board stated that this is an issue,especially with the Fire
Department;the Town is discussing ways to address this.
CALL TO ORDER
The Regular Meeting of the Town Board was called to order by Supervisor Seligson at
8:00 PM, she then pointed out the location of the exits.

SUPERVISOR'S SUMMARY REPORT
Supervisor Seligson was happy to report that her attendance at the Westchester Municipal Planning
Federation'Award Dinner,at which Alan Mason received the Citizen Planner Award. Mr. Mason was a
previous Member of the Town's Planning Board and currently sits on the Town's Coastal Zone Management
Commission. Supervisor Seligson stated what a wonderful and committed resident who has helped the
Town so much. The Westchester Joint Water Works,in response to the Federal Consent Order,to move
forward with the UVA Plant and not the Filtration Plant as was originally discussed. Supervisor Seligson
stated that as discussed by the Town Board at their last meeting,an Environmental Committee is being
formed. Initially this Committee will look at the Town's Buildings.Supervisor Seligson noted the absence
of Steve Altieri,adding he is currently on vacation. Due to the incredible heat the Senior Center at the VFW
will be open late.
BOARD OF FIRE COMMISSIONERS
The Meeting was called to order by Commissioner Seligson then on motion of Commissioner Wittner,
seconded by Commissioner Elkind Eney,the Board of Fire Commissioners was unanimously declared open.

2. Other Fire Department Business
The Commission noted the upcoming Fireman's Parade on July 28`". Commissioner Seligson noted that
with all the news of fires out west, she is thankful that our Firemen haven't been subjected to that.
Commissioner Seligson reminded residents of the ongoing problem with house numbers either missing or
not properly displayed. Residents were reminded that there is a Town Law that your house number be
properly displayed.Commissioner Wittner stressed the importance for emergency situations of having
numbers visible.
There being no further business to come before the Commission,on motion of Commissioner Odierna,
seconded by Commissioner Elkind Eney,the Commission unanimously adjourned and the Town Board
reconvened.
AFFAIRS OF THE TOWN
1. Resolution-Retirement Reporting
Christina Battalia explained that as required by the New York State Retirement System, Elected and
Appointed Officials who are not part of the Town's time keeping system must complete a three month log
of activities with the start of a new term. Those individuals who are starting a new term but have
previously completed a log of activities may certify to the Town Board that their log is still reflective of
their activities.
On motion of Councilwoman Wittner,seconded by Councilwoman Katz,the following was unanimously
RESOLVED, that the Mamaroneck Town Board hereby establishes the following as standard work
days for elected and appointed officials and reports the following days worked to the New York
State and Local Employees' Retirement System based on the record of activities maintained and
submitted by these officials,and recertified where applicable,to the Town Clerk of this body:

APPROVAL OF MINUTES
On motion of Councilwoman Wittner,seconded by Councilwoman Elkind Eney,it was
unanimously
RESOLVED,that the Mamaroneck Town Board does hereby approve
the Board Minutes from the meeting of June 6,2012.
WRITTEN COMMUNICATIONS
None
REPORT OF COUNCIL
Councilwoman Elkind Eney attended the Recreation Commission Meeting,adding all summer programs are
well under way. Congratulations,goes to Bob Greason on receiving an award from Westchester County for
his outstanding community commitment.Councilwoman Elkind Eney announced the addition of email
updates from the Recreation Department. The Memorial Park Concerts will begin on July 2,and the
outdoor movie,the Muppet Movie will be shown on July 27. Councilwoman Elkind Eney noted the
wonderful Senior Citizens'Wedding Day'. Councilwoman Elkind Eney attended the Board of Architectural
Review Meeting,adding they continue to discuss the Walgreens,Winged Foot and Carlton House
applications.Councilwoman Elkind Eney gave an update on the Library, noting that they received "The Best
of award from Westchester Magazines,for the Burchell Children's Room.The Library Facade Project is
completed and they are currently working on the garden and landscaping.Councilwoman Elkind Eney
noted that the offering of a young adult reading competition—details are on the web.Councilwoman
Elkind Eney attended the Human Rights Committee Meeting, noting that this year the martin Luther King
Celebration will be a Film Forum. The Committee is in the process of film selection and actively seeking
suggestions.
Councilwoman Katz attended the Planning Board Meeting,adding it appears that an approval is
forthcoming for the Trader Joe's expansion.The Planning Board is currently weighing in on the Winged
Foot, Porsche Dealership and Durham Road Applications.Councilwoman Katz along with Steve Altieri and
Tony Siligato attended a seminar offered by the Town's Accounting Firm regarding the Tax Cap.
Councilwoman Katz noted it was attended by over 100 people. Councilwoman Katz stated that the general
feeling is that it will be very hard to stay within the cap without mandate relief,adding more and more
municipalities will"blow through"the cap.Councilwoman Katz congratulated all the recent graduates of
Mamaroneck High School.
Supervisor Seligson noted that Safe Routes to School will be working with Complete Streets on ways to
make our community more pedestrian friendly. The hope for the Town is this partnership could formulate
goals and plans that the Town could incorporate into long term capital plans.

Councilwoman Wittner noted that Coastal Zone Management Commission will meet next week,as for Fire
Council that was previously reported this evening during Fire Commission.
Councilman Odierna attended the Summit Meeting,at which they discussed housing in our community
and ways for improvement. Councilman Odierna stated that we need to find more places for our residents
to live. On June 6,the Mamaroneck Chamber of Commerce met,adding they are preparing for upcoming
sidewalk sales. Councilman Odierna reported that he will be teaching a course to seniors called Knooks and
Grannies,adding he is looking forward to this very much.

6. Set Date for August 2012 Town Board Meeting
On motion of Councilwoman Elkind Eney,seconded by Councilwoman Katz,it was unanimously
RESOLVED,that the Mamaroneck Town Board does hereby set the August 2012
Town Board meeting for August 8,2012 beginning at S:OOPM.
Bill Maker informed the Town Board of the death of Barbara Strom,City Manager,Chuck Strome's mother.
Sympathies go out to Mr.Strome's family
Councilwoman Elkind Eney thanked the Board of Assessment Review for their hard work during Grievance
Day.
ADJOURNMENT
On motion of Councilwoman Wittner,seconded by Councilwoman Katz the meeting was unanimously
adjourned at 9:10 PM
