HomeMy WebLinkAbout2011_01_26 Town Board Minutes January 26, 2011 MINUTES OF THE WORK SESSION OF THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD ON JANUARY 26, 2011, BEGINNING AT S:OOPM IN CONFERENCE ROOM A AND CONTINUING AT 8:00 PM IN THE COURT ROOM OF THE TOWN,740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Valerie M.O'Keeffe Councilwoman Phyllis Wittner Councilwoman Nancy Seligson Councilman David J. Fishman ALSO PRESENT: Christina Battalia,Town Clerk Stephen V.Altieri,Town Administrator William Maker,Jr.,Town Attorney ABSENT: Councilman Ernest C.Odierna TELEPHONICALLY: Phyllis Wittner It is noted for the record that due to inclement weather the Regular Town Board Meeting was cancelled and only a Work Session was held. CALL TO ORDER-WORK SESSION On motion of Supervisor O'Keeffe,seconded by Councilwoman Seligson,the Work Session was unanimously opened at S:OOPM. Dog Shelter Agreement The Board reviewed a memo from Christina Battalia regarding Dog Shelters and the Town's requirement under New York State Law to have a Shelter Agreement. The Board asked Ms. Battalia and Mr. Altieri to do more investigating as to options for the Town.The Town Clerk will also call New York State Agriculture and Markets to clarify the Law. Springdale Road Water Supply The Town reviewed a memo prepared by Mr.Altieri regarding water pressure for homes on Springdale Road.The Westchester Joint Water Works(WJWW) has been notified by the Westchester County Department of Health (WCHD)that as by regulations,this problem must be resolved. The Board reviewed four(4)options provided by the WJWW. The cost of correcting this problem will be borne by the entire WJWW as a joint project.The Town Board is awaiting a final decision from the WJWW as to how they will proceed. Town of Greenburg Resolution—Re: Binding Arbitration The Town Board reviewed a letter to Governor Andrew Cuomo, prepared by the Supervisor of the Town of Greenburg, regarding the elimination of arbitration panels. Mr. Feiner's letter states that if New York State is considering imposing a property tax cap,then they should also change the Law to eliminate arbitration panels. The Board asked Supervisor O'Keeffe to write a similar letter on behalf of the Town Board. 1 January 26, 2011 Report of Bids—Sanitation Facility Project Mr.Altieri prepared a memo for the Town Board outlining the bids that were received,as well as recommendations for financing the project and a bid tabulation report prepared by Calgi Construction Management. Although the bids came in lower than the original cost of the project,the Town would like to add an additional contingency to the project to cover the costs of project management,engineering and design,a property survey and evaluation of hazardous material. The Town Board will need to ratify the plan so that the bid can be awarded.This will be an item for the February 2,Town Board Meeting. Town Fees—Building Department, Highway Department and Town Clerk The Town Board reviewed Department Head's recommendations for increases to a number of Town Fees. Specifically,the Board discussed all of the Building Department Fees,Street Opening Permits,as well as Alarm Fees and Parking Fees. The Board discussed increasing fees in areas that are the most labor intensive. Mr.Altieri will address with the Mr. Carpaneto the feed comments from the Town Board.The Town Board will discuss these further at the Town Board Meeting on February 2,2011. Opti Wire Mr. Maker noted that he has spoken (again)with representatives of Opti Wire. Opti Wire is currently in negotiations with certain utilities to piggyback their wires with fiber optics. Although there is no obligation for compensation to the Town,Opti Wire is suggestion same. Mr. Maker will keep the Board abreast of any further conversations.
