Call to Order
On motion of Councilwoman Wittner,seconded by Councilwoman Seligson the Work Session was
unanimously opened at S:OOPM.
WORK SESSION
On motion of Supervisor O'Keeffe,seconded by Councilman Fishman,the Board unanimously agreed to
enter into Executive Session to discuss Acquisition of Land.

On motion of Councilman Fishman,seconded by Supervisor O'Keeffe,the Board unanimously agreed to
resume Work Session.
Review of Organizational Meeting
The Board reviewed the resolutions prepared for this evening's Organizational Meeting.

The Board members discussed switching their appointments to the various Boards and Commissions.

Recreation fees/subsidies
The Board discussed the fact that the Town sets Recreation expenditures,while the Recreation Commission
sets fees. For the 2010 Budget the Town subsidies have been reduced. The Recreation Commission does
not endorse these reductions. The Town Board has emphasized that if there is a shortfall in revenues
expenditures will need to be reduced.

Councilman Odierna gave an update on the upcoming event,scheduled for January 13,2010 at the Emelin
Theatre.

Supervisor O'Keeffe welcomed and introduced Senator Charles Schumer,Congresswoman Nita Lowey and
State Senator Suzi Oppenheimer. Each distinguished guest addressed the Board with words of
congratulations and praise for the fine work the Town of Mamaroneck continues to accomplish. .

GOOD EVENING EVERYONE AND HAPPY NEW YEAR TO ALL OF YOU. AS WE BEGIN THE NEW YEAR 1 WANT
TO TAKER FEW MOMENTS TO TALKABOUT THE TOWN'S CURRENT FINANCCAL CONDITION, OUR
ACCOMPLISHMENTS IN 2009,AND WHAT CAN BE EXPECTED AS WE ENTER THE NEW DECADE. OVER THE
LAST YEAR GOVERNMENTS AT ALL LEVELS HAVE HAD TO FACE THE REALITY THAT A DIFFICULT ECONOMIC
ENVIRONMENT WOULD DRIVE THE NEED FOR DIFFICULT DECISIONS REGARDING THE FUTURE. IT WAS
INEVITABLE THAT THE TOWN OF MAMARONECK WOULD FACE THESE SAME CHALLENGES.
2008—2009 FINANCIAL CONDITIONS
ONE YEAR AGO WHEN 1 PRESENTED MY STATE OF THE TOWN MESSAGE 1 SPOKE OF THE FACT THAT 2008
HAD BEEN A YEAR OF GREAT CHANGE AND A YEAR THAT SOME WOULD RATHER FORGET. WE FACED
SEVERE UNCERTAINTY WITHIN OUR ECONOMY AT THE LOCAL,STATE AND NATIONAL LEVEL. THE
CHALLENGES FOR THE TOWN GOVERNMENT BECAME EVEN GREATER AS WE WEIGHED MAINTAINING OUR
HIGH LEVEL OF SERVICE WITH THE GROWING CONCERN OVER PROPERTY TAXES. WHILE THERE WAS CAUSE
FOR CAUTIOUS OPTIMISM IT WAS SHORT LIVED. AS 2009 BEGAN THE ECONOMY CONTINUED TO SLIDE AND
THE CHALLENGES FOR THE TOWN AND ALL LOCAL GOVERNMENTS BECAME EVEN GREATER. THE TOWN,
HOWEVER, CONTINUED TO TACKLE THE PROBLEMS AND DEVISE WAYS TO WEATHER THE ECONOMIC
STORM. OUR FINANCIAL CONDITION BECAME OUR PRIMARY CONCERN.
THE GOAL WAS TO CONTINUE TO OPERATE THE GOVERNMENT IN A WAY THAT WOULD PROVIDE STABILITY
FOR THE RESIDENTS OF THE COMMUNITY. OUR STABILITY WOULD BE DEFINED BY OUR ABILITY TO
PROVIDE MUNICIPAL SERVICES AT A REASONABLE COST. I BELIEVE WE HAVE ACCOMPLISHED THIS GOAL.
IN 2009 AND AGAIN IN 2010 ALL MUNICIPAL SERVICES OFFERED BY THE TOWN GOVERNMENT REMAINED
INTACT WITH VERY MINOR CHANGES. TO DO THIS, HOWEVER,TAX INCREASES WERE NECESSARY.
CONSIDERING THE IMPACT OF THE ECONOMY THE TOWN BOARD IN 2009 AND 2010 ADOPTED BUDGETS
REQUIRING TAX INCREASES OF JUST 2.5% EACH YEAR. FOR 2010 THE TOWN'S TAX INCREASE WAS THE
SECOND LOWEST IN WESTCHESTER COUNTY FOR FULL SERVICE COMMUNITIES. DURING OUR BUDGET
HEARING WE ENUMERATED THE MANY SERVICES THAT RESIDENTS RECEIVE FROM THE TOWN,SERVICES
THAT RESIDENTS CAN SEE EACH DAY; SERVICES THAT IMPACT THE DAILY QUALITY OF LIFE FOR EACH OF US.
CERTAINLY IT WOULD BE TERRIFIC IF TAX INCREASES COULD BE AVOIDED BUT THERE IS THE REALITY OF
PROVIDING SERVICES IN AN ENVIRONMENT IN WHICH THE PUBLIC HAS BECOME ACCUSTOMED TO HIGH
LEVELS OF SERVICE. THEREFORE, THE TOWN HAS TRIED TO ADOPT A POLICY OF SLOW AND STEADY WINS
THE RACE. RATHER THAN DRASTIC FLUCTATIONS FROM YEAR TO YEAR IN OUR TAX RATES, WE HAVE
PROPOSED MODEST TAX INCREASES TO KEEP PACE WITH OUR OPERATING NEEDS.
2010—FINANCIAL CONDITIONS
AS WE ENTER 2010 OUR FINANCIAL CONDITION IS STRONG UNLIKE MANY GOVERNMENTS. HOWEVER, THE
DIFFERENCE IS THAT DURING ECONOMIC CONDITIONS LIKE THOSE WE ARE EXPERIENCING NOW, FINANCIAL
CONDITIONS CAN CHANGE QUICKLY. VIGILANCE AND RESTRAINT WILL BE THE TESTS APPLIED TO
MONITORING OF FINANCES OVER THE NEXT YEAR.
DURING THE PAST TWO YEARS THE TOWN HAS LOST CLOSE TO$1 MILLION DOLLARS IN NON-TAX REVENUE
DUE TO THE DECLINE IN THE REAL ESTATE MARKET AND ECONOMY. IT IS QUESTIONABLE WHETHER THIS
REVENUE CAN BE MADE UP IN THE FORSEEABLE FUTURE. AS 1'M SURE YOU ARE AWARE, THE CURRENT
CONDITION OF THE NEW YORK STATE GOVERNMENT DOES NOT BODE WELL FOR LOCAL GOVERNMENTS IN
2010. THE STATE'S FINANCIAL CONDITION COULD TRANSLATE INTO EVEN FURTHER REVENUE LOSSES FOR
THE TOWN SHOULD THE STATE CUT AID TO LOCAL GOVERNMENTS. UNFORTUNATELY, NO ONE HAS A
CRYSTAL BALL THAT CAN TELL US FOR SURE WHAT CONDITIONS WILL BE LIKE IN ANOTHER YEAR. SO WHILE
WE HAVE BEEN ABLE TO MAINTAIN SERVICE LEVELS UP UNTIL NOW THERE IS NO GUARANTEE THAT IN 2011
CHANGES WILL NOT BE NECESSARY IF WE ARE TO CONTROL PROPERTY TAX COSTS IN THE COMMUNITY.
PROPERTY REVALUATION
AS WE CONSIDER THE QUESTION OF PROPERTY TAXES, ONE OF THE OVERRIDING ISSUES IS THAT OF
PROPERTY TAX FAIRNESS. THIS IS THE ISSUE OF PROPERTY REVALUATION. ASIDE FROM THE QUESTION OF
TAX FAIRNESS, THERE IS THE IMPACT OF OUTDATED ASSESSMENT DATA UPON THE TOWN BUDGET. ONE OF
THE FASTEST GROWING EXPENSES IN OUR BUDGET HAS BEEN THE COST OF DEFENDING TAX APPEALS AND
REFUNDING TAXES. CERTAINLY IT WAS NOT UNEXPECTED IN A DOWN REAL ESTATE MARKET THAT THE

NUMBER OF TAX APPEALS FILED WITH THE TOWN WOULD INCREASE DRAMA TICALY. THIS PAST YEAR OVER
800 TAX APPEALS WERE FILED WITH THE TOWN. THE YEAR BEFORE THERE WERE APPROXIMATELY 300.
RECENTLY THE LEAGUE OF WOMAN VOTERS AND THE LOCAL SUMMIT HOSTED A PANEL DISCUSSION ON
THE ISSUE OF PROPERY ASSESSMENT. THE TOWN ALONG WITH REPRESENTATIVES OF THE SCHOOL DISTRICT
AND THE NEW YORK STATE OFFICE OF REAL PROPERTY SERVICES SAT ON THE PANEL AND PRESENTED THE
CASE FOR PROPERTY REVALUATION. WHILE THE TOPIC IS SENSITIVE AND THERE IS APPREHENSION OVER
THE RESULTS OF A REVALUATION THERE APPEARS TO BE NEAR(VERY STRONG)UNANIMOUS AGREEMENT
THAT THE TIME HAS COME TO REVALUE PROPERTIES IN THE TOWN.
SO IN 2010 WE WILL SEEK PROPOSALS TO MOVE FORWARD WITH PROPERTY REVALUATION. WE HAVE
MOVED SLOWLY AND DELIBERATELY ON THIS ISSUE. EVALUATION STUDIES BY BOTH A CITIZENS
COMMITTEE AND AN OUTSIDE CONSULTANT HAVE HELPED US TO UNDERSTAND THE PROCESS AND OBTAIN
THE WIDEST RANGE OF OPINIONS ON THE SUBJECT. THE SEPARATE STUDIES HAVE ALSO DRAWN THE SAME
CONCLUSION,AND THAT IS THAT THE SYSTEM IN ITS CURRENT FORM IS BROKEN AND IN NEED OF REPAIR.
PROPERTY ASSESSMENT DATA MUST BE UPDATED. DURING 2010 YOU WILL HEAR A GOOD DEAL OF
INFORMATION ON THIS TOPIC AS WE INTEND TO CONDUCT A COMPREHENSIVE EDUCATIONAL PROCESS ON
HOW REVALUATION WILL BE DONE IN THE TOWN.
1 WOULD LIKE TO MOVE ON NOW TO OTHER HIGHLIGHTS OF THE PAST YEAR. ALTHOUGH THE ECONOMY
AND OUR FINANCES WERE A MAJOR FOCUS FOR 2009, THE TOWN MANAGED TO FOLLOW THROUGH ON
SEVERAL INITIATIVES TO IMPROVE FUTURE QUALITY OF LIFE IN OUR COMMUNITY.
NEW PARKING DECK
THIS PAST SUMMER THE TOWN OFFICIALLY OPENED THE NEW PARKING DECK ON MYRTLE BOULEVARD.
THE DECK WAS CONSTRUCTED BY A PRIVATE DEVELOPER WITHOUT ANY MUNICIPAL FUNDING AND
PROVIDES ADDITIONAL PARKING FOR THOSE IN THE WASHINGTON SQUARE NEIGHBORHOOD WHERE
PARKING HAS BEEN A SIGNIFICANT PROBLEM.
ON-STREET PARKING LEGISLATION
ALSO IN 2009 THE NEW YORK STATE LEGISLATURE FINALLY ADOPTED LEGISLATION GIVING THE TOWN
DISCRETION TO ESTABLISH RESIDENT ONLY PARKING ON CERTAIN STREETS IN THE WASHINGTON SQUARE
AREA AND OFF 5TH AVENUE.
PARKING METERS
TONIGHT WE WILL HOLD A PUBLIC HEARING ON ANOTHER COMPONENT OF THE WASHINGTON SQUARE
PARKING PLAN;THE INSTALLATION OF PARKING METERS ON MYRTLE BOULEVARD AND MADISON AVE TO
IMPROVE PARKING AVAILABILITY FOR THE LOCAL BUSINESSES IN THE NEIGBORHOOD.
ALL OF THESE PARKING IMPROVEMENTS;THE DECK, THE RESIDENT PARKING LEGISLATION, WERE THE
RESULT OF A MUTUAL EFFORT BY THE TOWN GOVERNMENT, THE RESIDENTS AND BUSINESSES IN THIS
NEIGHBORHOOD TO DEVELOP PARKING SOLUTIONS FOR WASHINGTON SQUARE. THE EXERCISE WAS A
GREAT EXAMPLE OF HOW LOCAL GOVERNMENT CAN COLLABORATE WITH THE COMMUNITY TO SOLVE
PROBLEMS. MANY THANKS, TO THE MEMBERS OF THE WASHINGTON SQUARE PARKING COMMITTEE FOR
THEIR TIME AND EFFORT ON THIS MATTER.
FLOODING INITIATIVES—GARDENS LAKE
ONE OF THE BASIC MISSIONS OF THE TOWN GOVERNMENT IS TO PROVIDE PUBLIC SAFETYAND PROTECT
PROPERTY. THIS PAST YEAR WE MADE GAINS IN THAT AREA RELATING TO FLOOD PROTECTION. THE TOWN
OF MAMARONECK, IN 2009, WAS AWARDED A$1 MILLION GRANT BY WESTCHESTER COUNTY TO IMPROVE
THE FUNCTION OF THE GARDENS LAKE TO CREATE MORE FLOOD WATER RETENTION CAPABILITY IN THE
LAKE AND CONTROL FLOOD WATER LEVELS IN THE LOWER REACHES OF THE SHELDRAKE RIVER IN THE
VILLAGE OF MAMARONECK. TONIGHT THE TOWN BOARD HAS ON ITS AGENDA AN AGREEMENT WITH
WESTCHESTER COUNTY TO FINALIZE THE GRANT AND ALLOW THE GARDENS LAKE PROJECT TO PROCEED.
CONSTRUCTION IS SCHEDULED TO BEGIN IN THE NEXT SEVERAL MONTHS.

BONNIE WAY—CABOT ROAD
IN 2010 WE ALSO HOPE TO MOVE FORWARD WITH FLOOD CONTROL PROJECTS TO REDUCE FLOODING IN
THE BONNIE WAYAND CABOT ROAD SECTIONS OF THE TOWN. DURING 2009 THE TOWN SECURED
FUNDING FOR BOTH OF THESE PROJECTS THROUGH THE ISSUANCE OF GENERAL OBLIGATION BONDS.
SHARED SERVICES/CONSOLIDATED SERVICES
IN RECENT YEARS WITH THE CONCERN OVER PROPERTY TAXES CONSOLIDATION OF SERVICES BETWEEN
COMMUNITIES HAS BECOME A VERY POPULAR CONCEPT. NOT EVERYONE KNOWS, HOWEVER, THAT FOR
THE TOWN OF MAMARONECKAND THE VILLAGES OF MAMARONECKAND LARCHMONT CONSOLIDATION
AND SHARED SERVICES HAS NOT BEEN A CONCEPT BUT RATHER A PRACTICE. IT BEGAN WITH THE TOWN
AND VILLAGE OF LARCHMONT CREATING A JOINT GARBAGE DISPOSAL COMMISSION IN 1939, THE
DEVELOPMENT OF A JOINT OPERATING AGREEMENT FOR THE LARCHMONT LIBRARY IN THE 1940'S, THE
CREATION OF THE TRI-MUNICIPAL JOINT AMBULANCE DISTRICT IN 1993 AND IN JANUARY OF 2009 THE
TOWN COMPLETED WORK WITH THE VILLAGE OF MAMARONECK TO CONSOLIDATE ALL SENIOR SERVICES,
COMMUNITY SERVICES AND SECTION 8 HOUSING ADMINISTRATION INTO ONE SINGLE DEPARTMENT IN THE
TOWN GOVERNMENT. PRIOR TO THE CONSOLIDATION WITH THE VILLAGE OF MAMARONECK, THE TOWN
AND VILLAGE OF LARCHMONT OPERATED A JOINT SENIOR CITIZENS PROGRAM. NOW, HOWEVER, THERE IS
ONE DEPARTMENT RESPONSIBLE FOR DELIVERING THESE SERVICES TO THE ENTIRE TOWN. IN CONNECTION
WITH THIS MOST RECENT CONSOLIDATION THE TOWN, IN 2009, ENTERED INTO A LONG-TERM LEASE
AGREEMENT WITH THE DAVID POTTS CHAPTER OF THE VETERANS OF FOREIGN WARS ON THE BOSTON POST
ROAD. THE VFW BUILDING HAS PROVIDED US WITH AN EXCELLENT FACILITY FROM WHICH WE OPERATE A
TOWNWIDE NUTRITION SITE AND SENIOR CENTER.
VFW RENOVATIONS
IN 2009 WE WERE INFORMED THAT THROUGH WESTCHESTER COUNTY AND THE COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM THE TOWN WAS AWARDED A$150,000 GRANT TO ASSIST WITH
RENOVATIONS TO THE VFW BUILDING. THE RENOVATIONS WILL BEGIN IN 2010 AND FURTHER IMPROVE
OUR ABILITY TO PROVIDE SENIOR PROGRAMMING. THE CONSOLIDATED SENIOR CENTER AND NUTRITION
PROGRAM HAVE BEEN AN ENORMOUS SUCCESS AS HAS ALL OF THE CONSOLIDATION AND SHARED SERVICE
INITIATIVES IMPLEMENTED BY THE TOWN AND TWO VILLAGES. THEY HAVE RESULTED IN BETTER SERVICE
TO THE COMMUNITY AT LOWER COSTS. MY SINCERE THANKS GO TO THE VILLAGE MAYORS AND TRUSTEES
THAT HAVE COLLABORATED WITH THE TOWN ON THESE EFFORTS. OUR WORK ON SHARING SERVICES DOES
NOT STOP HERE, HOWEVER. DURING 2009 THE TOWN AND TWO VILLAGES CREATED A JOINT SERVICES
COMMITTEE TO CONTINUE TO LOOK AT ALTERNATIVES FOR SHARING SERVICES AND CONSOLIDATION.
CHAIRED BY WILLIAM DENTZER,A FORMER CHAIRMAN OF THE LARCHMONT LIBRARY BOARD. THE
COMMITTEE, MADE UP OF PRIVATE CITIZENS AND ELECTED OFFICIALS OF ALL THREE COMMUNITIES, HAS
GATHERED INFORMATION ON MUNICIPAL OPERATIONS IN EACH COMMUNITY IN ORDER TO DEVELOP IDEAS
FOR FURTHER SHARING. COUNCILMAN DAVID FISHMAN HAS BEEN THE TOWN'S REPRESENTATIVE TO THIS
COMMITTEE. WE ALL LOOK FORWARD TO THE COMMITTEE'S RECOMMENDATIONS WHICH ARE EXPECTED
THIS YEAR.
ENVIRONMENT
FOR THE TOWN, PRESERVATION OF THE ENVIRONMENT HAS ALWAYS BEEN HIGH PRIORITY AND IN 2009 WE
CONTINUED OUR PURSUIT OF DEVELOPING PRACTICES AND POLICIES TO IMPROVE OUR LOCAL
ENVIRONMENT. IN 2009 WE CREATED OUR SECOND VEGGIE GARBAGE TRUCK WHICH RUNS ON VEGETABLE
OIL. THE TWO VEGETABLE OIL FUELED TRUCKS WILL REDUCE OUR USE OF DIESEL FUEL CONSUMPTION BY
UP TO 5,000 GALLONS A YEAR AND PRODUCE FAR FEWER HARMFUL CARBON EMISSIONS.
IN CONNECTION WITH THE GREENING OF OUR VEHICLE FLEET WE ARE A WAITING WORD ON A GRANT
APPLICATOIN THROUGH THE FEDERAL STIMULUS PROGRAM FOR FUNDS TO ADD HYBRID VEHICLES TO OUR
FLEET OF HIGHWAY DEPARTMENT TRUCKS. WE ARE ALSO EXPLORING THE USE OF WIND POWER FOR THE
NEW SANITATION COMMISSION BUILDING WHICH IS SCHEDULED FOR CONSTRUCTION IN 2010.
RECREATION
RECREATION HAS ALWAYS BEEN AN IMPORTANT PART OF THE FABRIC OF THE TOWN BUT RECREATION IS
NOT ALWAYS DEFINED THROUGH ACTIVE SPORTS AND ACTIVITIES. PASSIVE RECREATION IS ALSO
IMPORTANT IN THE TOWN OF MAMARONECK. IN JUST THE LAST SEVERAL WEEKS A LONG-AWAITED LINK
BETWEEN THE FLINT PARK WATERSIDE PATHWAY AND THE HOMMOCKS CONSERVATION AREA WAS
COMPLETED BY THE TOWN. THE LINK OF THE TWO CONSERVATION AREAS CREATES A SUPERB PASSIVE

RECREATIONAL WALKING PATH THAT OFFERS BEAUTIFUL VIEWS OF THE MARSH AND THE LITTLE HARBOR
SOUND.
2009 WAS ALSO ANOTHER BUSY YEAR FOR OUR RECREATION DEPARTMENT AS WE SERVED OVER 1,000
CHILDREN IN OUR SUMMER PROGRAMS ALONE. A PROJECT THAT WAS DELAYED THIS PAST YEAR BUT WILL
GET BACK ON TRACK IN 20101S THE EVALUATION OF THE HOMMOCKS ICE RINK. WE WILL TAKE A LOOK AT
THIS NOW 20-YEAR OLD FACILITY TO DETERMINE HOW BEST TO CONTINUE ITS MISSION OF PROVIDING
YEAR-ROUND RECREATIONAL OPPORTUNITIES FOR THE TOWN.
INFRASTRUCTURE—ROADS& UNDERGROUND UTILITIES
DURING DIFFICULT ECONOMIC TIMES THERE IS A TENDENCY TO IGNORE OUR VERY IMPORTANT
INFRASTRUCTURE SUCH AS ROADS AND UNDERGROUND UTILITIES. THE CONSEQUENCES OF THIS,

This Local Law shall be known as the "Parking Meters on Myrtle Boulevard and Madison Avenue"
Law.
BE IT ENACTED by the Town Board of the Town of Mamaroneck
Section 1—Purpose:

Section 2—Creation of a new article and a new section of the Code of the Town of Mamaroneck:
The Code of the Town of Mamaroneck hereby is amended to add the following article and section:
ARTICLE III
Parking Meters
§219-3. Parking Meters on Madison Avenue and a section of Myrtle Boulevard.
A. Parking meters shall be installed on both sides of Myrtle Boulevard between the intersection of
Myrtle Boulevard with North Chatsworth Avenue and the terminus of Myrtle Boulevard at Madison Avenue

and on both sides of Madison Avenue between the intersection of Madison Avenue and Fifth Avenue and
the terminus of Madison Avenue at Myrtle Boulevard.
B. Motor vehicles may be parked on Madison Avenue or the aforementioned section of Myrtle
Boulevard on Monday, Tuesday, Wednesday, Thursday, Friday and Saturday of each week between the
hours of 8:00 AM (prevailing time) and 6:00 PM (prevailing time) only if the required fee for parking is
deposited into the meter that is assigned to the parking space in which such motor vehicle is parked. This
law shall not apply on holidays.
C. No motor vehicle can be parked in the locations specified in, and on the days and at the times
specified in section 219-3 B. for more than three (3) continuous hours on any day specified in section 219-3
B.
Section 3—Sign(s)to be Erected and Painting to be Done:
An appropriate sign or signs shall be erected on and/or above, and/or striping shall be painted on
the surface of Myrtle Boulevard and Madison Avenue indicating where and when the parking meters are in
effect.
Section 4—Amendment of a section of the Code of the Town of Mamaroneck:
The Code of the Town of Mamaroneck hereby is amended by adding the following language to section
A250-1.
The schedule of fees and deposits for permits, licenses,applications and services shall be as follows:

Section 6—Effective Date:
This Local Law shall become effective upon filing with the Secretary of State.

AFFAIRS OF THE TOWN
2. InterMunicipal Agreement—Westchester County Flood Mitigation Program
The issue of an environmental impact study was asked by Mr. Maker. Mr.Altieri responded that the Town
is already in possession of one.
On motion of Councilwoman Wittner,seconded by Councilman Odierna,the following was approved:
WHEREAS,through the Westchester County Flood Mitigation
Program,the Town of Mamaroneck will be restoring the Larchmont
Gardens' Lake,and
WHEREAS,the total cost of$1.6 million dollars for this project,is
being funded in part by Westchester County in an amount not to
exceed $1 million.
NOW THEREFORE, BE IT
RESOLVED,that the Mamaroneck Town Board does hereby approve
the Agreement between the County of Westchester and the Town of
Mamaroneck for the Larchmont Gardens' Lake project.

POLICE DEPARTMENT
On motion of Councilman Fishman,seconded by Supervisor O'Keeffe,it was
RESOLVED,that the Town Board does hereby authorize the
appointment of William Rakas to the position of Probationary Police
Office at an annual Salary of$48,915 effective January 14,2010.

REPORT OF COUNCIL
Councilman Odierna stated it was most gratifying to have such an audience turnout this evening,adding
there was an ecumenical feeling in the room this evening. He hopes the spirit of cooperation in the room
this evening will runoff on all elected officials,adding cooperation will be very important among our
municipalities for our challenges moving forward.Councilman Odierna noted the Dr. Martin Luther King Jr.
Celebration on January 13. Honorees will be Mother Jackson, Mamaroneck High School's Kids for World
Health. The guest speaker will be State Senator Andrea Stewart-Cousins.
Councilwoman Wittner noted the Coastal Zone Management Committee(CZMC)will hold a Regular, but
Special Meeting,on January 26th,at 7:45PM. There has been discussion regarding the need to create an
Environmental Committee—consensus being the CZMC would be the most effective way to operate such a
Committee. There has been notification from the Department of State that they are working on broader
issues such as sea level rise,global warming,with a tie-in to the local waterfront revitalization program.
Therefore officials from the Department of State will be at the January 26`" meeting.Councilwoman Wittner
noted that individuals who have already demonstrated an interest in being a part of this Committee will be
in attendance,adding that if anyone was interested to please attend.
Councilwoman Seligson noted the changes to the Councilmember's Liaison Appointments to the Boards and
Commissions(see full listing listed in the Minutes above).She further explained the importance of these
roles the Councilmember's play in attending these meetings,further adding they are not there to
participate in the proceedings, but rather as advisory roles to the Boards and Commissions and to report
back issues to the Town Board.
Councilwoman Wittner spoke of the passing of Wallace(Wally) Irwin. He was a very special member of the
Village of Larchmont and a tremendous environmentalist. He was a key writer and participant in the
creation of the Local Revitalization Program. He was ninety one years old and lived a fulfilling life.
Throughout the years he continued to be an advocate for the Larchmont Reservoir. Councilwoman Seligson
added she had the privilege of presenting him with the honor he received from Save the Sound in
recognition of his work and dedication on the environment. The Board sent their condolences to his son.

On motion of Councilwoman Wittner,seconded by Supervisor O'Keeffe the meeting was unanimously
adjourned at 11:00 PM.
