Washington Square Parking Plan As a result of comments made at the April 1, 2009 Town Board meeting, the Town Board met to consider possible amendments to the original parking plan presented in a memorandum from the Town Administrator to the Town Board dated March 13, 2009. Potential changes to the plan would be as follows: ♦ The fee schedule for Lot#3 would be increased over three years and a 20% senior citizen discount would be added back to the fee schedule. The revised fee schedule would be as follow: Lot#3 Parking Fees 2009 2010 2011 24 Hour Permit $600 $750 $875 Sr. Citizen Discount $480 $600 $700 With respect to the Senior Citizen Discount, it will be offered to those 65 years of age and older. Also there was discussion of having the senior discount based upon age and income using the Section 8 housing income levels as a threshold. There were no final decisions on these items. There was also discussion regarding the issuance of the on street resident permits. One issue is the policy question on whether a Lot#3 Permit holder would be permitted to also hold an on street residential permit for the same vehicle. Also related to the on street residential permits is the question of how best to manage those spaces on the street which must be left available to the general public. One option was to use parking meters however there was a concern over their appearance. The Town Administrator will investigate alternatives including a pay machine or decorative parking meter. However since the legislation has yet to pass the New York State Senate, the final decision on the management of the on street resident permits is deferred for now. Lastly, was the discussion of management of handicapped parking spaces if they are installed in the deck or on Vine St. Because the permits for the spaces will be for a period of 24 hours the problem of warehousing can occur. Therefore the Town Board asked that we investigate whether some form of time limit can be imposed on the handicapped spaces to provide transition of cars to offer the space to multiple users. Several residents did appear at the meeting and commented on the fee schedule and on street resident permit system. The next regular meeting of the Town Board will be Tuesday, April 21, 2009 when the parking plan will be on the agenda for discussion. There being no further business the meeting was adjourned at 2:OOpm.
