MINUTES OF THE REGULAR MEETING AND WORK SESSION OF THE
TOWN BOARD OF THE TOWN OF MAMARONECK HELD ON MAY 20,
2009, BEGINNING AT 6:00 PM IN CONFERENCE ROOM A AND
CONTINUING AT 8:15 PM IN THE COURT ROOM OF THE TOWN, 740
W. BOSTON POST ROAD, MAMARONECK, NEW YORK

WORK SESSION
Housing Authority
The Board reviewed the resume of Phyllis Karno and a letter from Robert Kirby, a
Housing Authority Member recommending Ms. Karno fill the vacancy on the Housing
Authority Board. The Board will ask Ms. Karno to meet with them at their work session
on June 3rd
Safe Rides
The Board asked Mr. Maker to follow up with Mr. Altieri regarding the protocol that
should be established for Safe Ride's use of the Kiosk.
I.C.L.E.I. Update
Councilwoman Seligson reported on her attendance at the I.C.L.E.I. Northeast Regional
Conference in White Plains. She would like to see the Town continue with the work
they began in accessing the Town's carbon footprint. She emphasized the need to take
the next step in creating and implementing a reduction plan; she recommends initiating
a grassroots group. The Board spoke about County initiatives and grants as well as
what the next steps would be in forming an environmental task force.
Proposed Zoning Amendment
Mr. Maker received correspondence from the Planning Board's Attorney Kevin Ryan.
Mr. Maker is waiting for formal comments from Mr. Ryan and is therefore,
recommending the Public Hearing this evening be adjourned.
Co-Op Camp
Supervisor O'Keeffe reported on her(follow up) conversation with representatives from
Co-Op Camp. They are actively fundraising to bridge the funding gap in order to open
camps this summer. They have raised all but $5,000.00. The Board discussed offering
to fund any continued shortfall up to $2,000.00 once the fundraising is complete. This
item will be added to this evening's regular agenda.

Proposal for Cellular Antenna- T- Mobile
The Town has been contacted by T-Mobile with a proposal for a cellular tower in the
area of Weaver Street near the New York State Thruway. The site of the VAC as a
possible location was discussed. Although there are quite a number of issues to
discuss, the Board would like to have T-Mobile bring a crane to the sight so that they
can evaluate what an antenna might look like at this site.
Memorial Park Master Plan
Councilwoman Seligson has received a proposal from an alternative Landscape
Architect. She will distribute them to the Board for further discussion at the next Work
Session.
Special Meeting Notices
The Board discussed sending out Special Meeting Notices to the entire agenda e-mail
list. Although this is not required by law, the Town Board would like the Town Clerk to
follow this protocol.
Update — Consolidation/Shared Services
The Board discussed ways to move forward regarding shared services among the three
municipalities. The Board would like to move forward with a moderated forum.
Closed Session
The Board met in closed session to receive advice of Counsel.

The regular meeting of the Town Board was called to order by Supervisor O'Keeffe at
8:30PM she then pointed out the location of exits.
PUBLIC HEARINGS - Repeal of Off-Street Parking in Residential Districts
The following notice of Public Hearing was entered into the record:
NOTICE OF PUBLIC HEARING
May 6, 2009
PLEASE TAKE NOTICE, that a Public Hearing will be held by the Town Board of the
Town of Mamaroneck on May 6, 2009, at 8:15 PM or as soon thereafter as is possible in
the Court Room of the Town Center, 740 W. Boston Post Road, Mamaroneck, New York
to consider the adoption of a local law entitled "Repeal of the Off Street Parking in
Residential Districts" Law.
Purpose:
Section 240-79 (B) of the Zoning Ordinance provides restrictions on off-street parking
which have become anachronistic. The law was enacted at a time when it was less
common for households to have more than one automobile so that parking the family
car either in a garage or more than 25 feet from the home's front lot line was feasible.
Now it is the norm for each household to have two or three cars making it impossible to
park all of them in a garage or more than 25 feet from the home's front lot line.
In addition there were no SUVs or other extra large motor vehicles when the law was
passed. Garages that were built prior to 1960 cannot accommodate some of today's
vehicles. Hence such vehicles are parked in driveways.

For these reasons, the Town Board finds that it is appropriate to repeal section 240-79
(B) of the Zoning Ordinance.
The full text of this Local law may be examined and copies obtained at the Town Clerk's
office during regular hours (Monday through Friday, 8:30 AM to 4:30 PM, or until 4:00 PM
during June, July and August) at 740 W. Boston Post Road Mamaroneck, New York
PLEASE TAKE FURTHER NOTICE that at the Public Hearing all persons interested will
be given an opportunity to be heard and that all persons are invited to submit written
comments at or prior thereto.

On motion of Councilwoman Wittner, seconded by Councilman Fishman, the Public
Hearing was unanimously adjourned until June 3, 2009.
BOARD OF FIRE COMMISSIONERS
The meeting was called to order by Commissioner O'Keeffe and on motion of
Commissioner Seligson, seconded by Commissioner Wittner, the Board of Fire
Commissioners was unanimously declared open.

Commissioner Wittner noted the Fire Department will be marching in the Village of
Larchmont Memorial Parade on May 21St
There being no further business to come before the Commission, on motion of
Commissioner Wittner, seconded by Commissioner Fishman, the Commission
unanimously adjourned and the Town Board reconvened.

On motion of Councilman Odierna, seconded by Councilwoman Wittner, it was

5. Co-Op Camp Funding
Supervisor O'Keeffe explained that as discussed at the Town Boards previous Work
Session, cutbacks have reduced the amount of funding the Co-Op Camp is receiving,
leaving a shortfall of$12,000.00. The Hispanic Resource Center has been actively
involved in a fund raising campaign, in order to raise enough funds to open this
summers' camps.
On motion of Councilman Fishman, seconded by Councilwoman Wittner, the following
was approved:
WHEREAS, the Town Board believes the Co-Op Camp Program is an important
and worthwhile program that has served the youth of our community for many
years, and
Acknowledging the tremendous outpouring of community support for this
program, the Town Board felt compelled to bridge the gap in funding, while still
encouraging continued fundraising.
NOW, THEREFORE, BE IT

RESOLVED, that the Mamaroneck Town Board does hereby authorize payment
of up to $2,000.00 to the Co-Op Camp Program, and
BE IT, FURTHER
RESOLVED, that the Mamaroneck Town Board does hereby authorize the Town
Comptroller to transfer$2,000 from the unreserved balance of the Townwide
funds to Fund A, Department 7310—Youth Programs Account# 4171.0.

APPROVAL OF MINUTES - April 21, 2009
On motion of Councilman Odierna, seconded by Councilwoman Wittner, it was
unanimously
RESOLVED, that the Mamaroneck Town Board does
hereby approve the Board Minutes from the meeting of,
April 21, 2009.
ORAL COMMUNICATIONS
Town resident, Irving Scharff, addressed the Board with his comments regarding
revaluation in the Town. He stressed the need for Albany to change the laws with
respect to assessment.
Abby Katz, Larchmont Gardens' Civic Association, asked whether the sign stating the
Rockland Ave Bridge opening on May 27th is accurate. She asked for updates on the
swales along the Brook, the correcting of the sidewalks and the Duck Pond project.
She also asked the Board to look at the pavement edge that runs along the water side
of the Brook, it is breaking apart.
Supervisor O'Keeffe responded with an overview of where the project stands today.
Ms. Katz asked for continued updates as information becomes available. She noted,
again, the Annual Meeting of the Larchmont Gardens' Civic Association, on June 8th

SUPERVISOR'S REPORT
The Supervisor spoke of the wonderful presentation given by At Home on the Sound, at
the last Summit meeting. At the recent Supervisor's Association, she learned of the
many layoffs taking place in other communities.

REPORT OF COUNCIL
Councilman Odierna, noted the great turn out at the Mother's Day Luncheon at the
Senior Center. He attended the Recreation Meeting at which Rob Lunde, the Ice Rink
Manager, addressed the Commission regarding the Ice Rink, noting how well the Ice
Rink is running. Councilman Odierna stated that at the Westchester Municipal Officials'
Meeting, the topic of discussion was consolidation of services.
Councilwoman Wittner, noted the wonderful Village of Mamaroneck Harbor Fest; a
great turn out, even though the weather was poor.
Councilwoman Seligson, noted she read in the newspaper of Councilwoman Wittner's
husband, Dr. Murray Wittner, who has been helping Mount Vernon sixth graders
prepare for their trip to Kenya.
She was recently in Washington DC, working with the National Wildlife Federation to
secure funding for natural resources in the Waxman- Markey Bill, the federal legislation
on climate change. Councilwoman Seligson attended a joint meeting of Westchester
County and I.C.L.E.I. to encourage municipalities to apply for environmental shared
services grants through Federal Stimulus Funding and Department of Energy Funding.
She attended the I.C.L.E.I. Northeast Regional Workshop, in White Plains, with
representatives from many municipalities working on reducing greenhouse gases.
This workshop underscored the need for the Town to move forward with a
sustainability plan. Finally, she was in Washington DC, working with Pete Grannis,
Commissioner of the NYS Department of Environmental Conservation and the Clean
Water Coalition to request increased funding for New York waters, especially Long
Island Sound.
Councilman Fishman reported that a press release has been issued by the Housing
Authority announcing that they will be presenting a check to the Town of Mamaroneck,
as payment against the Town's initial investment. This is the second payment of
$40,000 in three years, clearly demonstrating the sound fiscal stewardship of this
Authority. The Traffic Committee Meeting was cancelled, they will meet again in June.
He congratulated LMC-TV for the opening of their new Studio 2.
