MINUTES OF THE REGULAR MEETING OF THE TOWN BOARD OF THE TOWN OF
MAMARONECK HELD ON SEPTEMBER 3, 2008, AT 8:15 PM IN THE COURT ROOM
OF THE TOWN, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK

WORK SESSION
Community Emergency Response Team (CERT)
Mike Liverzani, Ambulance District Administrator, gave the Board an update on the
proposal for a CERT program in the Town. Mr. Liverzani noted that although previously
hesitant about such a team, he now feels it could provide many benefits to the Town.
Mr. Liverzani provided some examples of CERT utilization. He will be initiating training
sessions, creating an advisory Board and beginning an awareness campaign.
Human Rights Commission
With the passing of April Farber, Chair of the Human Rights Commission, the Board
discussed the future of the Commission. There had been previous discussion with Ms.
Farber about how the Commission should proceed. With the establishment of a County
Commission there is a feeling that residents could be better served by bringing an
issue to the County. The Commission does play an important role in community
outreach and that the Board would like to see continue. Supervisor O'Keeffe will speak
with the other Human Rights Commission Board Members and get their thoughts on
how the Commission should proceed. Further discussion with the Town Board will
take place.
Correspondence from Larchmont Mayor Liz Feld
The Village Board of Trustees at a meeting to be held September 4th will discuss the
Village Assessment role; they will report back to the Town Board immediately following.
Property Revaluation
Representatives from Frey Consulting Services were not able to be present. Mr. Altieri
stated that he, the Supervisor and Councilman Fishman met with Tom Frey. They
discussed the how and when to proceed. Mr. Frey was asked to prepare background
information that would be presented to the public. After resident input, a determination
will be made as to whether the Town will move forward. If so, the process for
preparing, sending out, receiving and analyzing an RFP, would be about eight months.
The proposal by Frey Consulting Services will be received next week and will be on the
agenda for the September 17th Town Board Meeting.

Request of Frank DeCabia re: Lot#1
Mr. and Mrs. DeCabia and their attorney Paul Bergins addressed the Board. The
DeCabia's have purchased the adjacent property on Cabot Road with the intent of
building an additional home as a way of financing flood mitigation to their property.
They are asking the Town Board to consider allowing an extension to Cabot Road by
encroaching onto Lot# 1 in order to provide access to the new home on the adjacent
property. This would reduce the number of required variances from five to two or three.
The Town is concerned about reducing any parking spaces in Lot# 1 as the Town
cannot meet the current demand for parking spaces. Since this is already a flood zone
they are concerned about additional construction to the area.
The DeCabia's were asked to provide the Town with conceptual construction drawings
in order to determine the exact extent of encroachment into Lot#1.
On motion of Councilman Fishman, seconded by Councilwoman Wittner, the
Board unanimously agreed to enter into Executive Session to discuss the
Appointment of an Individual, Sale of Land and Litigation.

CALL TO ORDER
The regular meeting of the Town Board was called to order by Supervisor O'Keeffe at
8:50 PM; she then pointed out the location of exits.

The meeting was called to order by Commissioner O'Keeffe and on motion of
Commissioner Wittner, seconded by Commissioner Fishman, the Board of Fire
Commissioners was unanimously declared open.

Commissioner Odierna, seconded by Commissioner Wittner, the Commission
unanimously adjourned.
AFFAIRS OF THE TOWN
1. Renewal of License Agreement Sheldrake Environmental Center
On motion of Councilwoman Wittner, seconded by Councilwoman Seligson, it
was
RESOLVED, that the Town Board does hereby authorize the
agreement with Michael and Karen Orchanian ("Licensees")
whereas, the Licensor desires to grant a license to the
Licensees to inhabit the living quarters on the second floor of
the building on the premises of 685 Weaver Street,
Larchmont, NY 10538, for a monthly fee and for the provision
of certain services by the Licensees with respect to the
maintenance of the Premises; and
BE IT FURTHER,
RESOLVED, that the Town Administrator is hereby authorized
to execute said agreement on behalf of the town, and
BE IT FURTHER,
RESOLVED, that this agreement is subject to Permissive
Referendum

Supervisor O'Keeffe noted she received written correspondence praising Mr. Orchanian
which Councilwoman Wittner read as follows:
Dear Valerie, I hope that you enjoyed this beautiful summer. In learning that
a topic of this evening's Town Council meeting is the renewal of the caretaker
agreement with Mike Orchanian, I couldn't let the opportunity pass without
speaking on behalf of Mike, his family and the work he does here at 685 Weaver
St. Please share this note with the Town Council.
This is an old building that demands a lot of attention and maintenance.
Mike not only keeps up with the building's demands but is always on the look out
for ways to improve and enhance the property. As for the busiest time of the
year, summer recreation camp, Mike works diligently months in advance and
throughout the summer to ensure the safety of the facilities and daily once the
camp is in session so that the campers, counselors and directors arrive each
morning to clean recreation areas.
Mike, his wife Karen and children Nicholas, Matthew and Kate are a
wonderful family who embrace the best as well as the demands of living so close
to a nature preserve; outdoor family picnics come at the cost of nocturnal
animals scurrying in the attic causing sleepless nights for the family!

2. Set Public Hearing —Amendment Parking Ordinance New Jefferson Street
On motion of Councilman Fishman, seconded by Councilwoman Wittner, it was
unanimously
RESOLVED, that the Town Board does hereby set the date
for a Public Hearing on the Amendment to Parking
Regulations — New Jefferson Street for September 17,
2008.
BE IT FURTHER,
RESOLVED, that the Town Clerk is hereby authorized to
publish the notice of said hearing in a newspaper
appointed as an official newspaper, and that said notice
be posted.

On motion of Councilwoman Wittner, seconded by Councilman Fishman, it was

2008 at a per diem rate of$69.00 a day.

5. Appointment— Board of Assessment Review
On motion of Supervisor O'Keeffe, seconded by Councilman Fishman, the
following was approved:
Whereas, Janet DeMasi's term as Member A of the
Board of Assessment Review expires on September
30, 2008.
NOW THEREFORE, BE IT
RESOLVED, that Janet DeMasi is reappointed to the
position of Member A of the Board of Assessment
Review; and
BE IT FURTHER,
RESOLVED, that the foregoing appointment shall be
effective immediately upon the appointee taking and
subscribing the oath mandated by section 25 of the
New York Town Law and shall expire on September 30,
2013.

Mr. Altieri read a letter from the New York Power Authority regarding increased pricing.
SUPERVISOR'S REPORT
Supervisor O'Keeffe read a flyer from the Sheldrake Environmental Center; they are
looking for volunteers as Environmentalists.
REPORT OF COUNCIL
Councilwoman Seligson announced the Grand Opening of the Greenway Trail on
September 28. A half marathon called the `Paine to Pain' is scheduled and will begin at
the Thomas Paine house in New Rochelle.
Councilman Odierna noted the success of the many summer activities offered by the
Recreation Department. The seniors are going to the Yonkers Raceway on September
9th He reminded residents of the important Public Hearing on September 17th regarding
the intersection at Myrtle Blvd. and N. Chatsworth.
Councilwoman Wittner noted many Boards had not met during August; she will have
more to report in September.
Councilman Fishman clarified for residents what appears to be misinformation about
public access television. Cablevision customers can receive LMC-TV by receiving a free

Councilman Odierna asked for an update on the train station stairwell. Mr. Altieri
responded that the stairwell was fully fabricated, less treads and would be ready for
delivery tomorrow. The stairwell should be open by the end of September.
ADJOURNMENT
On motion of Supervisor O'Keeffe, seconded by Councilwoman Wittner the meeting
was unanimously adjourned at 9:40PM in memory of Daniel Vize, whose sad passing
has been felt throughout the Police Community. He was the nephew of our Town
Officer Alfred Vize; his wake will be held tomorrow.
