HomeMy WebLinkAbout2007_09_07 Town Board Minutes September 7, 2007 MINUTES OF THE SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD ON SEPTEMBER 7, 2007 AT 3:00 PM IN THE COURT ROOM OF THE TOWN, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Valerie M. O'Keeffe Councilwoman Phyllis Wittner Councilman David J. Fishman Councilwoman Nancy Seligson Councilman Ernest C. Odierna ABSENT: Councilman David J. Fishman ALSO PRESENT: Christina Battalia, Town Clerk Stephen V. Altieri, Town Administrator William Maker, Jr., Town Attorney The Special Meeting of the Town Board was called to order by Supervisor O'Keeffe at 3:15 PM. She then pointed out the location of exits. The Board discussed an Inter Municipal Agreement (IMA) between the Village of Larchmont and the Town of Mamaroneck, specifically regarding the new turf field as part of the renovations at Flint Park. The reason for this Special Meeting is the Village of Larchmont's Legacy Grant approval, which will be up for Public Hearing by the County Board of Legislator's on Monday, September 10th. As part of that application process all IMA's must be finalized. William Maker received a draft IMA from Village Attorney James Staudt, on September 6th. Mr. Maker reviewed the document after modifications and discussions with Mr. Staudt and the final document is now before the Board for review. Mr. Maker specified that the final draft before the Board does not include EXHIBIT A (Field and Easement Area) or EXHIBIT B (Design Plan). The Board noted that the survey received from the Village was not a stamped survey. The Board reviewed a stamped Town survey which upon inspection was identical to the Village survey. Mayor Feld was asked by phone to join the meeting. Upon arrival Mayor Feld reviewed with the Town Board the County approval process for October 10th She emphasized the need to have on October 10th, a fully executed IMA in order for the County to move forward with bonding of funds for the Legacy Project. The Board discussed the fact that the survey shows that the proposed placement of the new turf field encroaches on Town property much less than originally thought. On motion of Councilwoman Seligson, seconded by Councilwoman Wittner, it was unanimously RESOLVED, that the Mamaroneck Town Board does hereby approve the Inter Municipal Agreement between the Village of Larchmont and the Town of Mamaroneck, and BE IT, FURTHER RESOLVED, that the Mamaroneck Town Board does herby authorize the Town Administrator to execute said Agreement on behalf of the Town. 1 September 7, 2007 ADJOURNMENT On motion of Councilwoman Wittner, seconded by Councilman Odierna, the meeting was unanimously adjourned at 4:30 PM.
