MINUTES OF THE SPECIAL MEETING OF THE TOWN BOARD OF
THE TOWN OF MAMARONECK HELD ON SEPTEMBER 5, 2007 AT
2:15 PM IN THE COURT ROOM OF THE TOWN, 740 W. BOSTON

The Special Meeting of the Town Board was called to order by Supervisor
O'Keeffe at 2:1013M. She then pointed out the location of exits.
The reason for this Special Meeting was to review with the Village of Larchmont
their desire to move forward with options to solve the flooding issues in the Pine
Brook area. They asked representatives from the firm they have contracted, Dvirka
and Bartilucci Consulting Engineers, to present to the Town Board their findings
and options for mitigating the flooding issues at Pine Brook area.
Mayor Feld explained that previous studies, particularly the Dolf Rotfeld Study,
were not acceptable or desirable due to the very high cost. The Village Board
wanted to look at the Pine Brook area with a clean set of eyes, with the mission of a
doable, reasonable and affordable project. The goal is an assessment of design
solution and cost.
Jason Tonne gave an overview of the hydrology studies, highlighting that more
water is flowing into the Pine Brook culvert than previously estimated. That culvert
begins at Beechmont Lake in New Rochelle and ends at the Premium River. Mr.
Tonne presented to the Board a number of potential solutions. These range from
increasing the capacity of Beechmont Lake, diverting water away from the culvert
and or increasing the size of the culvert, to replacing the existing pipe that runs
from Kilmer Road to the Premium River. The pipe replacement is recommended by
Dvirka and Bartilucci Consulting Engineers, at an estimated cost of 4 million
dollars.
There was discussion involving the construction and impact of the pipe
replacement, as well as more in depth review of the other options. The Town Board
felt further study of the Premium River area; specifically tidal flooding ramification
needed further study.
Assemblyman George Latimer arrived at the meeting commenting on the State
Capital Budget being tied up. He has no firm answers as to how this funding will
be dispersed. He did note that some time in the near future he will need specific

projects to be earmarked from the local municipalities, with full consensus of
elected officials, for the disbursement of State Capital Budget Funds.
Supervisor O'Keeffe noted that the Town is dealing with its own areas of flooding,
specifically, Cabot Road, Bonnie Way, Murray Ave, Larchmont Gardens' Lake and
the Brook area.
The meeting closed at 3:30PM.
