MINUTES OF THE REGULAR MEETING AND WORK SESSION OF THE TOWN BOARD OF
THE TOWN OF MAMARONECK HELD ON JANUARY 2, 2013, BEGINNING AT 7:OOPM IN
THE COURT ROOM OF THE TOWN CENTER,740 W. BOSTON POST ROAD,
MAMARONECK, NEW YORK

BOARD OF FIRE COMMISSIONERS
The Meeting was called to order by Commissioner Seligson then on motion of Commissioner Wittner,
seconded by Commissioner Katz,the Board of Fire Commissioners was unanimously declared open.
Present were the following Members of the Commission:

1. FIRE CLAIMS
On motion of Commissioner Wittner,seconded by Commissioner Councilwoman Elkind Eney,it was
RESOLVED that this Commission hereby authorizes payment of the following
Fire Department Claims as approved by the Fire Chief and audited by the
Comptroller's Office:

2. Other Fire Department Business
Commissioner Wittner announced the Installation Dinner on January 191"at which the new Chiefs will be
installed.
Fire Chief Joe Russo addressed the Board and stated that the two Deputy Chiefs were Paul Tortorella and
Noah Goldberg.
There being no further business to come before the Commission,on motion of Commissioner Elkind Eney,
seconded by Commissioner Katz,the Commission unanimously adjourned and the Town Board reconvened.
AFFAIRS OF THE TOWN
1. Organizational Agenda—2013
SUPERVISOR'S APPOINTMENTS
DEPUTY TOWN SUPERVISOR
BE IT RESOLVED,that the Town Supervisor does hereby appoint
Ernie Odierna,as Deputy Town Supervisor,effective January 1,
2013 and terminating December 31, 2013.
BUDGET OFFICER
BE IT RESOLVED,that the Town Supervisor does herby appoint
Stephen V.Altieri,the Town Administrator,as Budget Officer,
effective January 1,2013,terminating December 31, 2013.
POET LAUREATE
BE IT RESOLVED,that the Town Supervisor does hereby appoint
Mary Louise Cox,as Town Poet Laureate,effective January 1,2012,
terminating December 31,2015.
TREE PRESERVATION COMMISSION
On motion of Councilwoman Elkind Eney,seconded by Councilwoman Katz,it was unanimously

RESOLVED,that Ron Carpaneto shall serve as the Chairperson of the Tree
Preservation Commission for the year 2013,and
BE IT FURTHER
RESOLVED,that the foregoing appointment shall be effective immediately
upon the appointee taking and subscribing the oath mandated by Section
25 of the New York Town Law and shall expire on December 31, 2013.
TOWN BOARD MEETINGS
On motion of Councilwoman Wittner,seconded by Councilman Odierna,it was unanimously
RESOLVED,that the regular meetings of the Town Board be held in the Court Room
of the Town Center,740 W. Boston Post Road, Mamaroneck at 8:00 PM on the first
and third Wednesdays of each month,and
BE IT FURTHER
RESOLVED,the second meeting of February 2013 will be held on
February 27,2013; and
BE IT FURTHER
RESOLVED,that only one meeting will be held in July and in August,
said dates to be scheduled at a later time; and
BE IT FURTHER
RESOLVED,that said meetings,dates and places may be changed at
the pleasure of the Board upon adequate notice being given.
OFFICIAL NEWSPAPERS
On motion of Councilman Odierna,seconded by Councilwoman Elkind Eney,it was unanimously
RESOLVED,that The Journal News,The Soundview News,Sound and
Town Report and The County Press be,and they hereby are,
designated as the official newspapers of the Town of Mamaroneck
for the purpose of publishing Legal Notices during 2013.
DEPOSITORIES OF FUNDS:
On motion of Councilwoman Elkind Eney,seconded by Councilwoman Wittner,it was
RESOLVED,that the following banks and trust companies are hereby
designated as depositories for funds of the Town of Mamaroneck for the
year 2013 to be continued in their present status:

BANK SIGNATURES
On motion of Councilman Odierna,seconded by Councilwoman Elkind Eney,it was
RESOLVED,that all authority heretofore granted to withdraw funds from
and to draw checks,drafts and other orders upon the Town of
Mamaroneck's accounts maintained at the aforesaid banks hereby is
rescinded and revoked and hereafter such withdrawals,checks,drafts and
other orders shall be authorized when signed by signature or facsimile
signature of the Town Supervisor or Deputy Supervisor and Comptroller or
Deputy Comptroller and Deputy Receiver of Taxes; and
BE IT FURTHER
RESOLVED,that all withdrawals,checks,drafts and other orders relative to
the Community Services Discretionary Fund shall be authorized by the
signatures of Anna Danoy, Director of Community Services,and Stephen V.
Altieri,Town Administrator,and that all withdrawals,checks,drafts and
other orders relative to the Housing Assistance Program shall be
authorized by the signatures of the Town Supervisor or Deputy Supervisor,
the Comptroller or Deputy Comptroller and Anna Danoy, Director of
Community Services.

2. Authorization—Grant Contract—New York State Emergency Management Agency
On motion of Councilman Odierna,seconded by Councilwoman Elkind Eney,the following was approved,
WHEREAS,in 2012 the Town began the process of seeking to convert a Federal Flood
Mitigation Grant to a grant for the preparation of a multi-hazard mitigation plan,and
WHEREAS, multi-hazard mitigation plans are now required by the Federal and State
governments in order for local governments to be eligible for hazard mitigation grant
programs,and
WHEREAS,in October of 2012,that the Town learned that the conversion of the grant
had been approved for the project amount of$113,074.88.00,with the Federal share at
$84,806.16 and the local share at$28,268.72.
NOW THEREFORE, BE IT
RESOLVED,that the Mamaroneck Town Board does hereby approve the Grant
Contract between the Town of Mamaroneck and the New York State Office of
Emergency Management,and

BE IT, FURTHER
RESOLVED,that the Town Administrator is hereby authorized to execute said
Contract on behalf of the Town,subject to approval of final form of the
agreement by the Town Attorney.

3. Authorization—Capital Project 2013-26 All Hazard Mitigation Plan
On motion of Councilman Odierna,seconded by Councilwoman Elkind Eney,it was
RESOLVED,that the Mamaroneck Town Board does hereby authorize the
establishment of Capital Project#2013-26—All Hazard Mitigation Plan in the
amount of$84,806.00 for the accounting of expenses in connection of
preparation of the Town's All Hazard Mitigation Plan.

Board does hereby authorize the payment of salary to the following:

APPROVAL OF MINUTES—December 19,2012
On motion of Councilwoman Witmer,seconded by Councilwoman Katz,it was
unanimously
RESOLVED,that the Mamaroneck Town Board does hereby approve
the Board Minutes from the meeting of December 19,2012.
WRITTEN COMMUNICATIONS
None
REPORT OF COUNCIL
Councilwoman Elkind Eney reported that none of the Boards she is liaison to met and therefore,she had
nothing to report.
Councilwoman Katz's noted that her Boards did not meet as well,and she too nothing further to report.
Councilman Odierna attended the Rotary Club Meeting,adding they will be inviting members of the Fire
Department to be at their next meeting.
Councilwoman Wittner had nothing to report
Supervisor Seligson wished everyone a happy and healthy 2013.

On motion of Councilwoman Katz,seconded by Councilwoman Elkind Eney,the meeting was unanimously
adjourned at 8:55 PM
