HomeMy WebLinkAbout1999_08_11 Town Board Minutes MINUTES OF THE SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD WEDNESDAY, AUGUST 11, 1999 AT 7:45 AM IN CONFERENCE ROOM A AT THE MAMARONECK TOWN CENTER, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Paul Ryan Councilwoman Valerie O'Keeffe Councilwoman Phyllis Wittner ALSO PRESENT: Stephen V. Altieri, Town Administrator ABSENT: Councilman Barry Weprin Councilwoman Judith Myers The Supervisor called the meeting to order at 7:45 AM. 1. Grant Application - Pryer Manor Marsh Restoration - Phase 2 A grant application for the Pryer Manor Marsh Restoration - Phase 2 is to be submitted under the Clean Water/Clean Air Bond Act (1999-00) to the Department of Environmental Conservation. On motion of Councilwoman Wittner, seconded by Councilwoman O'Keeffe, the following Resolution was adopted: Municipal Resolution 1996 Clean Water/Clean Air Bond Act - Title 3 Section 56-0303 Water Quality Improvement Projects PRYER MANOR MARSH RESTORATION - PHASE 2 Resolution authorizing the items listed below pursuant to the Clean Water/Clean Air Bond Act of 1996. WHEREAS, the Town of Mamaroneck herein called the "Municipality", after thorough consideration of the various aspects of the problem and study of available data, has hereby determined that certain work, as described in its application and attachments, herein called the "Project", is desirable, is in the public interest, and is required in order to implement the Project; and WHEREAS, Article 56 of the Environmental Conservation Law authorizes State assistance to municipalities for water quality improvement projects by means of a contract and the Municipality deems it to be in the public interest and benefit under this law to enter into a contract therewith; NOW THEREFORE, BE IT RESOLVED, by the Town of Mamaroneck that Stephen V. Altieri or such person's successor in office, is the representative authorized to act on behalf of the Municipality's governing body in all matters related to State assistance under ECL Article 56, Title 3. The representative is also authorized to make application, execute the State Assistance Contract, submit Project documentation, and otherwise act for the Municipality's governing body in all matters related to the Project and to State assistance; August 11, 1999 That the Municipality agrees that it will fund its portion of the cost of the Project and that funds will be available to initiate the Project's field work within twelve (12) months of written approval of its application by the Department of Environmental Conservation; That one (1) certified copy of this Resolution be prepared and sent to the Albany office of the New York State Department of Environmental Conservation together with the Application for State Assistance Payments; That this Resolution take effect immediately. 2. Grant Application for Long Island Sound Watershed Intermunicipal Council - Phase 2 A grant application for the Long Island Sound Watershed Intermunicipal Council - Phase 2 is to be submitted under the Environmental Protection Fund (1999-00) to the NYS Department of State. On motion of Councilwoman Wittner, seconded by Councilwoman O'Keeffe, the following Resolution was adopted: LONG ISLAND SOUND WATERSHED INTERMUNICIPAL COUNCIL- PHASE 2 RESOLVED, that the Town Board of the Town of Mamaroneck hereby authorizes the Town Administrator, Stephen V. Altieri, to act on behalf of the Town of Mamaroneck on all financial matters pertaining to the grant application for the Long Island Sound Watershed Intermunicipal Council- Phase 2. 3. Grant Application for the Hommocks Conservation Area Improvement Project A grant application for the Hommocks Conservation Area Improvement Project is to be submitted under the Clean Water/Clean Air Bond Act (1999-00) to the Department of Parks, Recreation and Historic Preservation. On motion of Councilwoman Wittner, seconded by Councilwoman O'Keeffe, the following Resolution was adopted: RESOLVED, that the Town Board of the Town of Mamaroneck does hereby authorize Stephen V. Altieri, Town Administrator, to file an application for funds from the New York State Office of Parks, Recreation and Historic Preservation in accordance with the provisions of Title 9 of the Environmental Protection Act of 1993 or Title 3 of the Clean Water/Clean Air Bond Act, in an amount not to exceed $42,870 and upon approval of said request to enter into and execute a project agreement with the State for such financial assistance to the Town of Mamaroneck for the Hommocks Conservation Area Improvement Project.
