MINUTES OF THE REGULAR MEETING AND WORK SESSION OF THE TOWN BOARD OF
THE TOWN OF MAMARONECK HELD ON MAY 6,2015, BEGINNING AT S:OOPM IN
CONFERENCE ROOM A AND CONTINUING AT 8:00 PM IN THE COURT ROOM OF THE

CALL TO ORDER-WORK SESSION
On motion of Councilwoman Katz,seconded by Councilwoman Elkind Eney,the Work Session was
unanimously opened at S:OOPM.
Ambulance Stretcher Demonstration
The Town Board received an on-site demonstration of the new ambulance stretcher.

New Jefferson Street Parking
Additionally Present: Residents of the Carlton House
Supervisor Seligson gave a recap of the status of the New Jefferson parking proposal, beginning with the
adoption during a public meeting of the Capital Project plan which included the proposed changes to create
additional parking on New Jefferson.Supervisor Seligson noted that a grant was offered for this project,
and in light of the years of hearing from residents that parking is an issue,it seemed an excellent
opportunity.Supervisor Seligson stated that the Town did not hold a specific meeting regarding the
changes,and in light of the present negative feedback it seems a public meeting is in order.The Board
discussed and agreed to hold a public meeting on May 27`"during the regular scheduled Town Board
Meeting. Flyers will be distributed to the buildings in the Washington Square Area.Supervisor Seligson
stated that she has been in contact with Ralph Engel and advised him that the Town has received from
negative feedback,will move to hold a public discussion,and therefore not able to move as quickly on the
project as had previously been thought.The Town Board reviewed the actual proposal which differed from
the previous one the Board had reviewed.Those changes are 1)the center median has moved closer to 21
N.Chatsworth,2)the East bound lane has become narrower, but the overall width is the same.Councilman
Murphy asked if trucks could be banned from New Jefferson, but it was noted that rerouted trucks could
have trouble making turns at the Myrtle Blvd and N.Chatsworth intersection. Supervisor Seligson noted
that the grant was for 30 spaces,as drawn is 23,asking is it possible to get to 30. Mr.Altieri responded that
there are 7 spaces along Madison Ave behind the Carlton House that are being investigated,adding
legislatively they are not part of the Washington Square Parking District.
Energize New York
Supervisor Seligson stated that there have been some changes to the structure of this program which may
address some of the Town's previous concerns,specifically there is a bank guaranteeing the loans. Bill
Maker is still looking into the terms of this and will bring Doug Goodfriend,the Town's bond counsel, back

to the discussion to make sure he addresses the legal issues.The Town Board will need more specifics in
order to fully readdress the Town's participation in this program.Supervisor Seligson stated that the
Sustainability Collaborative would like to see this move forward as possible funding for the energy savings
processes,specifically the solarize NY, but it appears impossible to have a local law in place before the
Solarize New York program ends.
Update—Cambium Apartments—Affordable Housing
Mr.Altieri explained that Westchester County is working with the Cambium and the Town to make the
affordable housing requirements work,adding that currently there is an outline of a plan.That plan is for
the Housing Action Council to buy the 10 units for 12.7 million dollars.The Action Council would take on
full responsibility for administering them under the County's Affordable Housing Guidelines.The County
would subsidize each unit by$100,000.This plan takes the Town out of the equation.The Town reviewed
the sequence of events for this particular proposal, 1)approval by the Board of Legislators 2)approval by
the Housing Action Council 3)approval by the County Executive 4)Amend the Special Permit approval.
Mr.Altieri stated that there is a current issue being addressed with the Cambium developer and that is the
consolidation of units. It appears the Cambium is in contract with two buyers who are combining units. It
would appear that this is in violation of the Special Permit and needs to be addressed.A potential remedy
put forward by the developer is if the units were sold again they would revert back to two units.There will
be additional meetings with the developer regarding this issue.
Fire District Referendum
Additionally Present: Chief Noah Goldberg, Deputy Chiefs Joe Russo and Paul Tortorella.
On motion of Commissioner Katz,seconded by Commission Elkind Eney,the Fire Commission unanimously
convened.
The Commission and the Fire Chiefs'discussed various dates for the upcoming referendum,the pros and
cons of June,July or September.One key issue is the timing of the paving project,specifically to coordinate
with the other Town paving projects slated for the fall. Having agreed to move forward with a June
referendum,the Commission will need to meet next week on May 13`"in order to accept the bonds and set
the calendar for legal publications.The Clerk will contact the Hoffman's to see whether they are available
as election inspectors.
ADDED ITEMS
Proposal for Microgrid Grant
It was stated that the grant application will be submitted this coming Friday.This grant would be for a
feasibility study for a microgrid.
Planning Board
The Town Board noted that John Ortiz,Chair of the Planning Board is moving to California.This creates a
vacancy as a member as well as for a Chair.There may also be an additional member moving out of Town.
Supervisor Seligson stated that Membership for this important Board needs to be addressed.
Discussion—Housing Lease
The Town Board reviewed a memo from Mr.Altieri dated May 6,2015 outlining discussions with Rick
Cherry and Caroline Silverstone regarding changes to the lease agreement.The memo details the specific
proposed changes to Sections 5(A),6(B), 6(E), 12(B),and 34(A)and the proposed lease extension from
2023 to 2035.

Sustainable Community Choice Aggregation
"On February 26,2015,the Public Service Commission of the State of New York approved implementation
of the first community choice aggregate pilot program in New York State,which allows Sustainable
Westchester to put out for bid the total amount of natural gas or electricity being purchased by local
residents or small businesses".The benefits of such a program is price stability,fixed contract terms, lower
prices and the ability to design a program that reflects preferences and needs.Supervisor Seligson stated
that this is a great opportunity with no change to residents. The Town Board recognized that a program
like this needs public outreach in order to be successful.
ADDED ITEM
Baldwin Place Parking
It appears that due to closure of the tennis courts at Central School,the parking issues at Baldwin Place are
being exacerbated.Councilwoman Elkind Eney was asked to bring this issue to the Town Board for
resolution. Mr.Altieri will meet with Jill Fisher to discuss what can be done.
LMC-TV Consolidated Space
Authorization by LMC-TV was made to expend $3,000 to do an evaluation of the 3rd floor space.
It appears that LMC-Tv has received sample lease agreements from the Village of Mamaroneck for rental of
the Fire House by LMC-TV.The Town Board stated that it is premature to discuss a lease on a building that
may or may not be the new home for LMC-TV.
Town Board Meeting Dates
The Town Board discussed moving the June 17`"date to June 23rd and the setting of the July and August
dates. These dates will be announced and voted on during the Regular Meeting.
On motion of Councilman Murphy,seconded by Councilwoman Katz,the Board unanimously agreed to
enter into an Executive Session to discuss acquisition of real estate.

On motion of Councilwoman Katz,seconded by Councilwoman Elkind Eney,the Board unanimously agreed
to resume the Regular Meeting.
CALL TO ORDER-REGULAR MEETING
The Regular Meeting of the Town Board was called to order by Supervisor Seligson at
8:00 PM, she then pointed out the location of the exits.
Supervisor Seligson noted that the Town Board met for a worksession beginning at 5:00 o'clock this
evening,adding this is an open meeting that all residents'are welcomed to attend.
SUPERVISOR'S SUMMARY REPORT
The Town Board hasn't met in three weeks to due scheduling changes so there is a lot to report
and many events to mention. The Town and the Sustainability Collaborative have been working on
three different energy projects to improve energy efficiency or lower costs. One project is Solarize

Larchmont Mamaroneck. This is an offer of discounted solar power to residents in our community.
Please look into it if you're interested. You can learn about it on our website,
www.townofmamaroneck.org under the Sustainability page. We're applying for a grant for a
feasibility study to create a microgrid.A microgird is an alternate energy source if the grid goes
down for a specific area.After Super Storm Sandy we heard from many residents about the need
for the Town to become more energy resilient to big weather events. We are looking at two
possible areas in the Town to create a microgrid. Another program is called Community Choice
Aggregation that provides the opportunity for lower energy costs to residents. We are also
working with ConEd as part of their storm hardening program to create a dual feed transformer.
This would draw electricity from more than one grid for more resilience. We will keep you updated
on all of these.
The Town held two of three Drug Take Back events and collected over 50 pounds of unwanted and
unneeded pharmaceuticals. The next event will be May 30 at the Town Yard on Maxwell Ave. The
events are to make people aware that they should not dispose of their drugs by flushing them
down the sink or toilet. You can throw them in the garbage or bring them to take back events. The
drugs can cause harm to the biological workings of the sewage treatment plants and sewage
treatment plants are not able to remove the drugs from the effluent. The drugs then end up in
Long Island Sound and cause harm to marine life. The Town received a grant from Citizens
Campaign for the Environment so the events are not costing the Town.
We had a successful Hammocks Conservation Area cleanup with over 30 volunteers from Pi Kappa
Phi fraternity at Iona College, a crew from Walgreens that also supplied us with water and
granola bars, and others. Phots of the cleanup are playing on the screens now.
We've been communicating with many residents in the Washington Square Area regarding
proposed additional parking on New Jefferson Street. We plan to hold a public meeting during our
next board meeting on May 27 to focus on that issue.All residents will be invited to attend.
The Town submitted its required Government Efficiency Plan. NYS is requiring all municipalities to
show how they plan to save 1%of their tax levy in the next three years. The Town of Mamaroneck
is participating in the County's joint submission to the State. We will present that information at
our next meeting in a power point presentation.
There was the Spelling Bee, the Tree Walk, Duck Derby, Larchmont Historical Society House Tour,
the Harbor Island Cleanup and sewage treatment plant tour, and commissioning events at
Larchmont Yacht Club and the Coast Guard Auxiliary Flotilla in Harbor Island Park. l know my
colleagues will mention most of these events. l will add that 1 attended the County Executive's
State of the County Address and 1 traveled to Washington DC last week to advocate for additional
funding from the federal government for Long Island Sound. Many other estuaries in the country
receive more federal funds than LIS, but Long Island Sound is just as, if not more, deserving.

7. Request of Central School PTA—Re: Sal Margliotta
Last fall the longtime crossing guard at Central School,Sal Margliotta, passed away.The Central School PTA
would like to honor his service to the community by placing a sign 'Sal's Crossing'on the lamp post on
Palmer Avenue next to the pedestrian crossing.
Mr. Margliotta's daughter,Chrissy,and her son,addressed the Board speaking fondly of her father and
thanking the Town for honoring him in this way.
On motion of Councilwoman Elkind Eney,seconded by Councilman Murphy,it was
RESOLVED,that the Mamaroneck Town Board does hereby approve the sign 'Sal's Crossing'to be
placed on the lamp post on Palmer Avenue next to the pedestrian crossing,in honor of Mr.
Margliotta's service to Central School and the Commuters on Palmer Avenue.

ARBOR DAY TREE CITY U.S.A.AWARD
WHEREAS, Wednesday,April 23rd is recognized by the Town of
Mamaroneck as Arbor Day,a special day set aside for the
celebration and planting of trees; and
WHEREAS, This year marks the 24`"year the Town of
Mamaroneck has been recognized as a "Tree City U.S.A." by
the National Arbor Day Foundation. The Tree City U.S.A.
Award indicates that the Town of Mamaroneck takes its
tree-care responsibilities seriously with an effective
Community forestry program; and
WHEREAS, Trees make a world of difference in our communities.Trees have long been
recognized for the beauty and value they lend to homes, neighborhoods, parks and
business areas. At the same time,those trees conserve energy, help clean the air,
protect rivers and streams,and provide a home for wildlife in our towns and cities;
and
NOW,THEREFORE, BE IT RESOLVED that I, Nancy Seligson,Supervisor,and the members of the
Town Council of the Town of Mamaroneck urge all citizens to participate in programs and activities
designed to furthering the establishment of trees in our community.

Commissioner Seligson explained that a special meeting will be held next Wednesday May 13`"to discuss
two bond resolutions.One is for badly needed improvements to the Fire House,specifically roof repairs
and paving of the apron.The second is for fire apparatus.Originally Engine 37 was due for replacement, but
it appears that Ladder 19 might actually be next in line.The Fire District in order to borrow funds must hold
a referendum(election).The Town would like to hold this referendum in June,so as not to be held during
the summer,a time the Town historically does not hold important proposals.

On motion of Commissioner Elkind Eney,seconded by Commissioner Katz,it was unanimously
RESOLVED,that the Mamaroneck Fire Commission hereby sets a meeting of the Commissioners for
Wednesday May 13,2015 at 5:00 in the Town Center,Conference Room A,740 West Boston Post
Road,to consider bonding for the Fire District and to consider a resolution setting a Fire District
Referendum.
Commissioner Elkind Eney announced the upcoming Memorial Day Parade to be held by the Town of
Mamaroneck and the Village of Larchmont,on Thursday May 21", beginning at the Larchmont Train
Station. Retired Town Fire Chief Peter Perciasepe will be Grand Marshal.
There being no further business to come before the Commission,on motion of Commissioner Murphy,
seconded by Commissioner Elkind Eney,the Commission unanimously adjourned and the Town Board
reconvened.
AFFAIRS OF THE TOWN
1. Authorization—New York State Snow&Ice Agreements—2014—2017
On motion of Councilman Murphy,seconded by Councilwoman Elkind Eney,the following was
approved,
WHEREAS,the Town of Mamaroneck conducts snow and ice control on both the Boston
Post Road and Weaver Street which are roadways owned by the State of New York,and
WHEREAS,in consideration of the Town's snow and ice control activity,the State
reimburses the Town.
NOW,THEREFORE, BE IT
RESOLVED,that the Mamaroneck Town Board does hereby approve the amended
reimbursement agreement for the 2013/2104 year,and approves the reimbursement
agreements for the years 2014/2015,2015/2016 and 2016/2017,and
BE IT FURTHER,
RESOLVED,that the Town Administrator is hereby authorized to sign said agreements on
behalf of the Town.

2. Set Public Hearing—Water District Bond Resolutions
Previously the Town held a public hearing regarding the issuance of$125,000 in Water District Bonds in
regards to the installation of generators for the Westchester Joint Water Works Pump Stations.The
publication of this hearing was not properly noticed by the Journal News,and therefore the hearing needs
to be set once again.

In the Matter
of ORDER
Increase and Improvement of the Facilities of the Town of CALLING
Mamaroneck Water District No. 1 of the Town of PUBLIC
Mamaroneck,Westchester County,New York: HEARING
WHEREAS, the Town Board of the Town of Mamaroneck, Westchester County, New York, has had
under consideration the increase and improvement of the facilities of the Town of Mamaroneck Water
District No 1 of the Town (the "Water District"), being its share of the improvement of facilities of the
Westchester Joint Water Works of the Town/Village of Harrison, the Village of Mamaroneck and the Town
of Mamaroneck (together, the "WJWW"), consisting of the installation of modular standby generators that
will initially be located at the Rye Lake Plant to replace the current non-functioning propane standby
generator, including original furnishings, equipment, machinery, apparatus, appurtenances, and incidental
improvements and expenses in connection therewith; and
WHEREAS, the aggregate maximum estimated cost to said Water District of such increase and
improvement of facilities is determined to be$125,000; and
WHEREAS, said capital project has been determined to be a "Type II Action" pursuant to the
regulations of the New York State Department of Environmental Conservation promulgated pursuant to
the State Environmental Quality Review Act ("SEQRA"), the implementation of which as proposed,will not
result in a significant environmental effect, and the documentation relating to SEQRA is available in the
office of the WJWW for inspection during normal office hours; and
WHEREAS, it is now desired to call a public hearing on the question of the increase and
improvement of the facilities of said Water District, in the matter described above, and to hear all persons
interested in the subject thereof, concerning the same, in accordance with the provisions of Section 202-b
of the Town Law; NOW,THEREFORE, IT IS HEREBY
ORDERED, by the Town Board of the Town of Mamaroneck, Westchester County, New York, as
follows:
Section 1. A public hearing will be held at the Town Hall, in Mamaroneck, New York, in said
Town, on 27th day of May, 2015, at 8:00 o'clock P.M., Prevailing Time, on the question of the increase and
improvement of the facilities of said Water District, in said Town,in the manner described in the preambles
hereof, and to hear all persons interested in the subject thereof, concerning the same, and to take such
action thereon as is required or authorized by law.
Section 2. The Town Clerk is hereby authorized and directed to cause a notice of said public
hearing to be published in the official newspaper of said Town, and also to cause a copy thereof to be
posted on the official Town signboard, such publication and be made not less than ten, nor more than
twenty days, before the date designated for the hearing.
Section 3. The notice of public hearing shall be in substantially the form attached hereto as
Exhibit A and hereby made a part hereof.
Section 4. This Order shall take effect immediately.

Hearing on the"Restriction on Parking on a section of the West Side of Palmer Avenue
and the Expansion of Overnight Parking on a Section of the West Side of Palmer
Avenue" Law,for Wednesday May 27,2015,at 8:OOPM in the Court Room of the Town
Center,and
BE IT FURTHER,
RESOLVED,that the Town Clerk is hereby authorized to publish the notice of said
hearing in a newspaper appointed as an official newspaper,and that said Notice, be
posted.
5. Set Public Hearing—Stop Sign—Durham Road at Fenimore Road
As Liaison to the Traffic Committee,Councilwoman Katz explained the reason for the proposed law.
On motion of Councilwoman Katz,seconded by Councilwoman Elkind Eney,it was unanimously
RESOLVED,that the Mamaroneck Town Board does hereby set the date for a Public
Hearing on the"Stop Sign on Durham Road where Durham Road terminates at
Fenimore Road" Law,for May 27,2015,at 8:OOPM in the Court Room of the Town
Center,and
BE IT FURTHER,
RESOLVED,that the Town Clerk is hereby authorized to publish the notice of said
hearing in a newspaper appointed as an official newspaper,and that said Notice, be
posted.

8. Authorization—Weaver Street Survey
Mr.Altieri explained that the first step in the project to construct a sidewalk on Weaver Street between
Bonnie Way and Murray Avenue is the completion of a land survey.The Town issued an RFP seeking
proposals and received one from Aristotle Bournazos for$8,500,and a second firm notified the Town that
due to their work load could not submit a proposal at this time.
On motion of Councilman Odierna,seconded by Councilwoman Elkind Eney,it was
RESOLVED,that the Mamaroneck Town Board does hereby accept the proposal in the amount of
$8,500,submitted by Aristotle Bournazos to conduct the land survey for the Weaver Street
Sidewalk Project,and
BE IT FURTHER,
RESOLVED,that the Town Administrator is hereby authorized to sign said contract on behalf of
the Town.

9. Salary Authorizations—Highway Department
On motion of Councilwoman Elkind Eney,seconded by Councilwoman Katz,it was

Motor Equipment Operator II effective May 7,2015 at an annual salary of$68,695.

position of Skilled Laborer,effective May 7,2015 at an annual salary of$54,269.

RESOLVED,that the Town Administrator is hereby authorized to implement the salary

Councilwoman Elkind Eney participated with the Welleslee Bee Team in the Larchmont Library Spelling
Bee.On April 24 she attended the League of Woman Voters Luncheon at which Zephyr Teachout presented.
On April 24-26`"the Ice Hockey Tournament was held at the Hommocks Ice Rink.On April 241",
Councilwoman Elkind Eney,along with Councilwoman Katz,attended the Town of Mamaroneck sponsored
Ladies Bingo Night at the VFW.On April 25`"Councilwoman Elkind Eney attended the Village of
Mamaroneck Arbor Day and Clean Up at Harbor Island.On April 26`" she was a docent at the Larchmont
Historical Society House Tour,and covered the Kerr House at One Beech Avenue.On April 301"she
attended the At Home on the Sound Annual Gala,and on May 2nd the Second Annual Duck Derby.On May
2nd she attended the 'Taste of Larchmont'in Larchmont event benefitting My Sister's Place,and the
Larchmont Yacht Club Commissioning.On May 3rd Councilwoman Elkind Eney attended the Base opening
for the US Coast Guard Auxiliary's Flotilla 75 at Harbor Island and on May 4`"she attended Fire Council.
Councilwoman Katz attended the Coastal Zone Management Commission Meeting where they continue
their work on updating the Local Waterfront Revitalization Plan.With fondness,Councilwoman Katz
attended the last Hommocks Middle School Orchestra Performance.Councilwoman Katz announced the
upcoming School Budget Vote on May 19`", reminding residents of the importance of coming out to vote.
Councilwoman Katz also attended the Skating Show at the Hommocks Ice Rink.
Councilman Odierna noted he would keep it short and sweet, noting that he attended many of the
previously noted meetings and events.
Councilman Murphy wished everyone a happy Mother's Day.
