Stephen V.Altieri, Housing Authority Consultant,via Zoom Michael Padernacht, Midas Management 7:30 PM The Housing Authority Regular Meeting 1. Call to order Chair Mileto called to order the Regular Meeting of the Housing Authority at 7:30pm. Carried Approval of Minutes 1. Report of Minutes from the March 4, 2024 Housing Authority Meeting Moved by Board Member Philbrick-Wheaton, seconded by Board Member Mileto Resolved, that the Mamaroneck Housing Authority does hereby approve the report of minutes from the March 4, 2024 Housing Authority meeting. Carried Business Agenda 1. Report of Midas Property Management Mr. Padernacht reviewed the management report with the Housing Authority. The line item of income is lower than planned because of the vacant units. No discrepancies in the expenditure side. Most tenants have caught up with their arrears. Renewal leases are being sent out. Chair Mileto, Mr. Altieri, and Mr. Padernacht discussed the status of the vacant units. Mr. Altieri said there are several candidates for the vacant units. Ms. Philbrick-Wheaton and Mr. Padernacht discussed the tenant response to the letter that was sent for the AMIs. 2. Review of Income Certification Process by Housing Action Council Mr. Altieri reviewed the income certification process with the Housing Authority. He said the letters to tenants explained what needs to be submitted to Housing Action Council and that all tenants have to do is submit their certification information. Enforcement will not commence until 2025. The letter will go out to all non-Section 8 tenants. Mr. Altieri said he is going to ask Rose Noonan about gross vs. net income requirements. Chair Mileto, Mr. Altieri, and Mr. Padernacht discussed a concern over partnerships in an LLC. Page 1 of 2 Housing Authority April 1, 2024 3. Updates Mr. Altieri reviewed several smaller updates with the Housing Authority. The first draft of the audit report is ready, the building permits for the window/deck project will be closed soon, and there is a draft revision to Schedule A between the Town and the Housing Authority. 4. Update on Sign Replacement Project Ms. Deshpande updated the Housing Authority on the sign replacement project. The permit for large sign was given, and the sign is in production and the project is moving forward. 5. Update on Landscape Project Ms. Deshpande reviewed the landscape project with the Housing Authority. Phasing plan was created by her and Mr. Altieri. The landscape architect is putting together a bid document and add alternates will be included. Ms. Philbrick-Wheaton, Ms. Deshpande, and Mr. Altieri discussed the bond proceeds. Ms. Deshpande said Mr. Altieri reached out to the Town for free trees and is awaiting a response. An RFP may be ready for next meeting. Mr. Altieri reviewed how to advertise the bid. Ms. Philbrick- Wheaton suggested meeting on an early Friday morning to speed the process along. The Housing Authority and Mr. Altieri reviewed the bid process. Moved by Board Member Philbrick-Wheaton, seconded by Board Member Deshpande Resolved that the Mamaroneck Housing Authority does hereby authorize the advertisement of bid THMA-24-1 -Landscape Design. Carried 6. Update and Adjournment Mr. Di Bari stated there was nothing to move forward on at that point in time. The Housing Authority meeting was adjourned at 8:01pm.
