The Traffic Committee will convene in the Court Room located on the second floor at
the Town Center at 7:00 pm.
New Business:
1. Complete Street Concepts Resolution
Chair Block opened the meeting at 7:05pm and introduced the Traffic Committee and
Town staff. Ms. Robson and Mr. Wasp reviewed the Complete Street Concepts
Resolution. Ms. Robson said the Town Board wants the Traffic Committee's input. Mr.
Wasp said the NYSDOT has money to repave Boston Post Road. A consultant was
procured to do a study of roads with bike lines. The request is for the study to include
the entire Route 1 in the study. The Traffic Committee is in favor of the resolution. The
resolution would provide proof from municipalities that the action is supported. Chair
Block suggested communicating the Committee's support to the Town Board.
2. 2399 Boston Post Road/Site Plan Approval - Referral
Brian Dempsey from DTS Design Engineers addressed the Traffic Committee and
reviewed the Traffic Study for the development of 2399 Boston Post Road. The new
property would consist of two buildings with 36 units. He reviewed the area with the
Traffic Committee. He noted that there are existing driveways that would be converted
into one driveway. Mr. Dempsey then reviewed access for Fire Department vehicles
that would be provided by the new parking layout. He said that the consolidation of
driveways would lower the amount of drivers having to turn around. The study
concluded that the same amount of traffic would or less occur as the current BLD
Diner.
Mr. Dempsey reviewed the peak hours of traffic. DOT will review the study once
submitted. Prohibiting left turns out of the complex was discussed and a crash study
was conducted. No accidents had occurred in the area, and left hand turns are
currently allowed. He said if the left turn out of the driveway was prohibited, drivers
would make a right turn out and then go to a road to turn around to make a left turn,

so it's easier to allow a left turn.
Chair Block asked what type of units are being built. The consultant said there are 36
units, three stories, and two buildings. Ms. Katz asked about the lanes in the complex.
Mr. Dempsey reviewed a DOT policy that does not allow a right and left turn lane next
to each other. The traffic consultant for the project was recommended by the Planning
Board to Mr. Dempsey. Mr. Wasp said that the Planning Board wanted to have the
Traffic Committee opinion on the left turn out of the proposed complex. Mr. Wasp and
Mr. Dempsey discussed the regulations around crossing a double yellow line. Ms.
Odierna and Mr. Dempsey discussed the left turn effecting Dean Place. Chair Block
commented that it seemed like this would lessen traffic. Ms. Bronheim asked about
the home decorating store and was told the building would be demolished in the
updated plans. The Traffic Committee agreed to send the plans on. Ms. Odierna
asked about the age of tenants. The consultant said the complex is not age restricted.
3. Draft Speed Hump Policy
Ms. Robson reviewed the Draft Speed Hump Policy. Five departments worked on the
creation of the policy. She said this will create a template for deciding on whether or
not to install speed humps when they are requested. She asked for the Traffic
Committee's input and said it would have to be approved by the Town Board. Ms.
Katz and Mr. Wasp talked about the criteria of the roads that may warrant a speed
hump. Heavily travelled roads would not have humps but local roads would qualify.
Ms. Robson discussed the public safety issues of speed humps. She said this draft
policy is a game plan of how to deal with speed hump requests. Chair Block and Mr.
Wasp discussed roads with curves and straight aways. Ms. Katz questioned some of
the definitions used in the draft policy. Mr. Wasp described emergency roads to the
Traffic Committe. The Traffic Committee discussed roads that run parallel and that
they didn't want motorists to drive one street over to circumvent the humps.
Ms. Odierna asked about the process of getting a hump. Ms. Robson said the staff
would review the request made by a resident, send it to the Traffic Committee, and
then send it to the Town Board. She also said the policy would also be provided to the
requestor. Ms. Robson discussed potential liabilities that could occur. Ms. Katz and
Mr. Wasp discussed the signs that are needed for speed humps. Ms. Bronheim asked
how many residents would need to support the installation of a speed hump. Mr.
Wasp said a section of the street to the nearest intersection would be surveyed for the
support of the speed hump. Ms. Katz and Mr. Wasp discussed the different tools that
would deter speeding. Chair Block and Mr. Wasp talked about the noise pollution
humps can create. Ms. Robson said if there are any changes, to let her know. The
Traffic Committee agreed that having the policy in place is a good idea.
4. Added Discussion
The Traffic Committee discussed moving the next meeting to April 3rd to
accommodate the school break.
5. Adjournment
The meeting was adjourned at 7:55pm.
