Delohery, Secretary to the Housing Authority Stephen V.Altieri, Housing Authority Consultant,via Zoom Michael Padernacht, Midas Management 7:30 PM The Housing Authority Regular Meeting Business Agenda 1. Call to order Chair Mileto called to order the Regular Meeting of the Housing Authority at 7:34pm. Carried 2. Consideration of a Resolution to Adjourn into Executive Session Moved by Board Member Battalia, seconded by Board Member Philbrick-Wheaton The Mamaroneck Housing Authority agreed to enter into Executive Session to discuss pending and potential litigation. Carried Moved by Board Member Battalia, seconded by Board Member Philbrick-Wheaton Resolved that the Mamaroneck Housing Authority does hereby agree to exit Executive Session. Carried 3. Consideration of Amended Lease Agreement Form for 2024 Mr.Altieri said the letter to tenants will go out this week. Mr.Altieri said that he is going to talk to Rose Noonan about the April 2024 AMIs. Mr.Altieri and Mr. Padernacht talked about the release of the lease agreement to the tenants. Mr. Padernacht stated he would like to provide a list to tenants to show where they would fall within the new structure. Mr.Altieri suggested amending the letter to show the income level or have Ms. Noonan send the information out along with the recertification information request. Ms. Battalia, Mr.Altieri, and Mr. Padernacht discussed what should be included in the notice to the tenants. Chair Mileto discussed having a tenant meeting to discuss questions tenants would have about the financial requirements. Mr. Padernacht stated he wants to send out renewals by May 1st. He commented that he held off on renewing leases last year when the renewal season came around. Mr.Altieri and Mr. Padernacht discussed how and when they would inform tenants that they have exceeded the income Page 1 of 4 Housing Authority March 4, 2024 requirements. Ms. Philbrick-Wheaton and Mr. Padernacht discussed month to month tenants who had not handed in their income verification last year. Mr. Thaul commented that tenants should not be able to extend their tenancy by not sending in their required financial document, Ms. Philbrick-Wheaton and Mr. Padernacht agreed. Ms. Philbrick-Wheaton said tenants are required to send in everything. Moved by Board Member Battalia, seconded by Board Member Philbrick-Wheaton Resolved that the Mamaroneck Housing Authority does hereby approve the amended lease agreement form and, be it further... Resolved that the Mamaroneck Housing Authority does hereby approve Midas Property Management to execute the amended lease agreement form. Carried 4. Update on Recertification Process Housing Action Council This item was discussed in the above item. 5. Report of Minutes from the February 5, 2024 Housing Authority Meeting Moved by Board Member Philbrick-Wheaton, seconded by Board Member Battalia Resolved, that the Mamaroneck Housing Authority does hereby approve the report of minutes from the February 5, 2024 Housing Authority meeting. Carried 6. Report of Minutes from the February 9,2024 Housing Authority Meeting Moved by Board Member Philbrick-Wheaton, seconded by Board Member Battalia Resolved, that the Mamaroneck Housing Authority does hereby approve the report of minutes from the February 9, 2024 Housing Authority meeting. Carried 7. Report of Minutes from the February 16,2024 Housing Authority Meeting Moved by Board Member Battalia, seconded by Board Member Philbrick-Wheaton Resolved, that the Mamaroneck Housing Authority does hereby approve the amended report of minutes from the February 16, 2024 Housing Authority meeting. Carried 8. Report of Midas Property Management Mr. Padernacht reviewed the monthly report with the Housing Authority. He reviewed the financials and who is behind on rent. He said all vacant units are ready for marketing, and the only project is the moving of the pump system. Mr. Padernacht said two tenants are in conflict and discussed what the opinions are for the Housing Authority. Mr. Altieri said the tenant was informed to call the police to file a harassment complaint. Ms. Battalia suggested to ask the County about the certification of one of the units that reportedly has more people in the unit than allowed. Mr. Padernacht said the vacancies would be dealt with after the income verification and standard is implemented. He also said the Housing Authority might increase the amount of Section 8 units. Ms. Battalia and Mr. Padernacht discussed saving the larger units for families. Ms. Battalia commented that she referred a Town Page 2 of 4 Housing Authority March 4, 2024 employee to Midas. Ms. Philbrick-Wheaton and Mr. Padernacht discussed insurance payments. Mr. Thaul and Mr. Padernacht discussed if potential security cameras were apart of the budget. Mr. Altieri said he sent the installers information to Chris. Ms. Battalia and Mr. Padernacht discussed a complaint of smoking. Mr. Mileto and Mr. Padernacht talked about the key fob and intercom system. Mr. Padernacht said they are reminding tenants about the smoking regulations around the complex. 9. Update on Window/Deck Construction Project Mr. Altieri reviewed the status of the Window/Deck Construction Project with the Housing Authority. Mr. Altieri said $1.1 million dollars is still available. Mr. Padernacht said the retainer was included in the requisition orders. Mr. Altieri and Mr. Padernacht discussed the retainers. Mr. Altieri said the final piece of the project is the landscaping project. He said the rest of the money will be used to pay off debt. Mr. Thaul asked if the money could go toward boilers. Mr. Altieri said he would have to get the opinion of bond counsel but suggested the Housing Authority should take a moment to evaluate the boilers. Ms. Philbrick-Wheaton asked about using the money for the key fobs and cameras. Mr. Altieri said he would have to ask bond counsel. He said there are three to four days left of the actual work. Ms. Philbrick-Wheaton and Mr. Padernacht discussed the financials of the project and how it relates to to the first bond. Ms. Battalia and Mr. Paderncht discussed the Wells Fargo account. 10. Update on Sign and Landscaping Projects Mr. Altieri reviewed the signs issue. The BAR wanted the news signs to look identical to the old signs. The change was made and the plan will be reviewed by BAR on March 18th. As a reminder the outside sign needed approval but not the inside signs. Mr. Altieri said Dave finished his first phase of the project. Mr. Altieri said he asked for a cost estimate of the project. He would like to have the bid document ready within 30 days and the proposed planting plans will be submitted to the Housing Authority. Mr. Thaul asked if anyone in the Town had to oversee the plantings. Mr. Altieri said they will check that they are in compliance with the Tree Law. Councilwoman Fiddelman asked for a copy of the signs so the Town Board could see. 11. Election of Officers Chair Mileto proposed the following slate for the Election of Officers: Chair: Joseph Mileto Vice Chair: Christie Philbrick-Wheaton Secretary: Meg Deshpande Treasurer: Lawrence Thaul Moved by Board Member Battalia, seconded by Board Member Philbrick-Wheaton Resolved that the Mamaroneck Housing Authority does hereby approve and elect the proposed slate of Officers for the coming year, effective this date. Carried 12. Adjournment The Housing Authority and Councilwoman Fiddelman thanked Ms. Battalia for her service to the Housing Authority, tenants, and the Town. The meeting was adjourned at 8:30pm.
