Boston Post Road, Mamaroneck, NY 10543 7:00 PM FOUNDED 1661 • PRESENT: Doris Block, Chair Camile Odierna, Committee Member Kimberly Larsen, Committee Member Robert Blaufarb,Committee Member Matthew Wrzesniewsky, Committee Member Ilana Bronheim, Committee Member Meredith S. Robson, Town Administrator ABSENT: Virginia Picciotto, Committee Member OTHERS PRESENT: Abby Katz, Councilwoman Connie Green O'Donnell, Deputy Town Administrator James Maher, Executive Lieutenant Margaret C. Delohery, Secretary to the Traffic Committee The Traffic Committee will convene in the Mamaroneck Senior Center located at 1288 W. Boston Post Road at 7:00 pm. 1. Call to Order Chair Block opened the meeting at 7:03pm. Old Business: 1. Review the revised Traffic Safety Request Form Councilwoman Katz and the Traffic Committee discussed the updated form. Councilwoman Katz suggested removing the time boxes. New Business: 1. Request for a crosswalk on Old White Plains Road near Carriage House Lane Chair Block commented that Rob Wasp, Town Engineer does not recommend the installation of a crosswalk in the area. The resident said she would like some resolution because the area is heavily trafficked. She said there is over a mile and a half where the road does not have signage and explained that traffic is dense and there are two bends in Old White Plains Road, which causes visibility to be low. Ms. Larsen commented that Old White Plains Road is not for pedestrians. The resident and Lt. Maher discussed different roads in the area. Chair Block said that a crosswalk cannot be installed because there are bends in the road. Mr. Wrzesniewsky and Mr. Blaufarb discussed possible signage. Chair Block said the best practice is for a parent to wait for traffic with their child and then cross. The resident said she has to constantly wait for cars to pass for her to cross. Another resident commented that there has been a large increase of traffic over the past 20 years. Page 1 of 3 Traffic Committee February 22, 2023 Lt. Maher reviewed his data with the Traffic Committee and said that he used the police box, so his findings were unbiased. Mr. Wrzesniewsky discussed using visuals to have people slow down and discussed slow down techniques the Traffic Committee learn at the October training meeting. Ms. Larsen reiterated her stance that some roads in the Town are not meant for pedestrians. Ms. Robson said further review of the area may be completed by staff, as the first review only focused on the installation of a crosswalk. The Traffic Committee and Lt. Maher discussed the speed limits of the Village of Larchmont and the Village of Mamaroneck. 2. Request for a crosswalk on North Chatsworth near 35 North Chatsworth Chair Block discussed Mr. Wasp's suggestion of two different placements of a crosswalk on North Chatsworth. A resident reviewed the issue with crossing the area. Chair Block suggested Model A, and Ms. Larsen and the resident stated they preferred Model B. The resident explained that people who come from the train or park, are forced to cross the street without a crosswalk to stay on a sidewalk. Mr. Wrzesniewsky discussed the disadvantages of installing a crosswalk, and Chair Block reviewed the past practices surrounding cross walks. Councilwoman Katz commented that she has concerns about visibility and stated the Traffic Committee should rely on Ms. Wasp's opinion; Chair Block agreed. Councilwoman Katz and Lt. Maher discussed the result's of Lt. Maher's study of the area. The lack of speeding in the area, which everyone agreed, was much slower than expected. Mr. Wrzesniewsky discussed bump outs and the use of reflective signs. The Traffic Committee discussed the price difference between the two models. Councilwoman Katz asked the residents their thoughts on losing parking spaces. The residents commented other residents have parking placards and don't use them, so the loss of a space would not be noticed. Mr. Wrzesniewsky commented that Traffic Committee should ask Mr. Wasp about his opinion on which model to use and the use of bump outs. The Traffic Committee then endorsed using Model B and using bump outs. Ms. Robson commented that the Town would have to wait until 2024 to implement the change. 3. Crosswalk improvements on Colonial Avenue near the Murray Avenue School Chair Block reviewed the request and said a few years ago, residents asked for a crossing guard but she found that no one used the crosswalk, when she surveyed the area. Lt. Maher discussed the installation of a crosswalk and commented that if the Town were to install a sidewalk, the road would become more narrow. Ms. Larsen and Mr. Wrzesniewsky discussed why there is currently a crosswalk in area. Mr. Wrzesniewsky said the biggest issue is that there are no crosswalks on Colonial Avenue. Ms. Robson and Councilwoman Katz discussed how expensive it is to install a sidewalk on Colonial Avenue. Ms. Odierna and Lt. Maher reviewed a possibly illegal sign that exists at Daymon Terrace and Colonial Avenue. Chair Block and Councilwoman Katz discussed having a crossing guard in the area. The Traffic Committee discussed the placement of crosswalks in the area. Ms. Larsen stated she would like the removal of the existing crosswalk. Chair Block and Lt. Maher discussed taking out the crosswalk; Lt. Maher commented residents would want to keep the crosswalk. The Traffic Committee then discussed where to place a sign and what signs are already up at Daymon Terrace and Colonial Avenue. Ms. Robson said she would have Mr. Wasp consider the removal of the crosswalk. Ms. Bronheim commented that no one is using the crosswalk and that when parents drop off their children, they park anywhere and walk away. Councilwoman Katz and the Traffic Committee discussed the history of traffic signs in the Town. 4. Updates Chair Block said the Traffic Committee may receive an item from the Planning Board for the next meeting. The next meeting was decided to take place on March 22, 2023.
