The Traffic Committee will convene in the Senior Center located at 1288 W. Boston
Post Road at 7:00 pm.
Old Business:
1. Request to Limit Parking on a Section of Winged Foot Drive
Chair Block started the meeting at 7:02pm and introduced the committee and liaisons.
Chair Block reviewed the Winged Foot request with the committee and invited the
residents of Winged Foot Drive to address the committee. A resident gave an
overview of residents concerns. He said they disagree with limiting or creating a no
parking zone and believe the better solution is to lower speed and increase visibility of
the area. He commented that he and his neighbors believe that the parking on the
road isn't necessarily unsafe. He said no incidents have happened on the road and no
accidents have happened in the last three years. He said a neighbor has stated that
there has never been an accident. He said that the parking in the area is no more
dangerous than other portions of the Town. He said the actual issue is speed and
visibility. He suggested lowering the speed limit with signage, speed bumps, and
creating visibility. He mentioned two trees and brush that could be removed to
improve visibility.
Chair Block responded that young drivers have been told to bypass the road and
stressed the issue of the blind curve. The resident said he and his neighbors have
created rules and regulations to help alleviate the danger of the blind curve.
Another resident said that clearing the trees away would help with visibility. He thinks
that taking parking away from#9 is to severe, as it is on a straight away.
A resident from Fenimore address the Traffic Committee. She said the cars parked on
the road are from contractors and delivery trucks.

A another resident from Winged Foot Drive said speeding on Winged Foot Drive is the
worst during the summer. He also said the speeding is made worse with parents
bringing their children to school. He commented that Police and Fire take those routes
to cut through.
Chair Block and Councilwoman Katz discussed installing signage for the blind curve
and having the neighbors self enforce. Mr. Wasp said the signs could be installed.
Chair Block and Ms. Larson discussed where to install the signage. Ms. Bronheim
discussed self policing with the residents. Chair Block said signage should be
installed and the item will be reviewed in six months to see how everything is
progressing. Lt. Hollywood will do a speed check for the speed issue that was raised.
2. Request for a Crossing Guard and Updated Crosswalk at Daymon Terrace and
Colonial Avenue
Chair Block reviewed the issue but wanted to review the update to the intersection.
Mr. Wasp reviewed his proposed update. He said that paint markings and an artificial
curve for drivers will improve the area. He is going to have plastic markers installed,
which have been ordered. Mr. Wasp also proposed a crosswalk at Forest and
Daymon. Shifting the sidewalk will help with visibility and advanced warning sign will
installed in 2024. He said that construction will occur in Spring/Summer 2024.
A resident questioned the speed data on Colonial. Ms. Larson discussed
communicating the proposed plan to the school so parents are aware of the plan. Lt.
Hollywood said he has been out policing the stop sign at Daymon and Colonial as a
part of enforcement.
New Business:
1. Request for Signage at the Crosswalk on Weaver Street
Chair Block reviewed the issue and mentioned it was brought up two years ago.
Issues were brought to the state, but the state refused to put up more signage.
2. Request for a Crosswalk at Lester Place and Fifth Avenue
Chair Block asked residents to address the Traffic Committee. The resident said she
does not agree that sidewalks go all of the way down the road. Lt. Hollywood
mentioned that he had to adjust his memo and agreed with the resident. She said she
has to frequently cross the road to get to a crosswalk and asked for signage. Chair
Block explained that the DOT made strict rules for implementing a crosswalk. The
resident asked for another solution to her issue. Chair Block said she doesn't see a
solution. Ms. Robson, Town Administrator discussed a grant application to improve
the issue.
Another resident talked about installing sidewalks in the area.
Mr. Wasp discussed the grant the Town has applied for to get crosswalks. He said
that the Town is aware of the conditions, and if the Town does not get the grant, they
would put the area on a list to improve and update the sidewalk.
Mr. Wasp said that the Madison area is going to get sidewalks as a part of a grant.
Councilwoman Katz said that the Town has the area on their radar for possible
redevelopment.
3. Request for Signal/Signage on Old White Plains Road and Griffin Avenue
The Traffic Committee reviewed the item and that the Griffen Avenue area of Old
White Plains Road is owned by Scarsdale. Chair Block said traffic cannot be stopped
on Old White Plains Road for pedestrians.
4. Request for a Stop Sign on Rocky Road

Chair Block reviewed the issue with the committee. She said the stop sign was
brought up to the Board and they decided against it. Councilwoman Katz and Ms.
Odierna discussed why.
George Talt addressed the committee. He said speeding is still happening in the area.
Chair Block and Ms. Odierna discussed natural stops with Mr. Talt. Chair Block and
Ms. Larson closed the issue.
5. Added Item
Robert Stark said he wanted to view how the meeting is run. He and Mr. Wasp
discussed training that the Traffic Committee has received in the past.
Mr. Stark wanted to speak about pedestrian safety and a program Village of
Mamaroneck ran called Vision Zero. He wanted to know if the Town would work with
the Village on the project.
Councilwoman Katz and Mr. Stark talked about terms limits for the Traffic Committee.
Mr. Stark and the Traffic Committee talked about the process of handling review
requests, agenda completion, and minutes. He and Ms. Robson discussed the
creation of a database to log past traffic issues.
