Housing Authority Meeting
Monday, February 5, 2024 Conference Room C, Ground Floor of Town Center 7:30 PM

7:30 PM The Housing Authority Regular Meeting
1. Call to order
Chair Mileto called to order the Regular Meeting of the Housing Authority at 7:32pm.
He introduced Councilwoman Fiddelman to the board as our new liaison.
Approval of Minutes
1. Report of Minutes from the January 8, 2024 Housing Authority Meeting
Moved by Board Member Battalia, seconded by Board Member Philbrick-Wheaton
Resolved, that the Mamaroneck Housing Authority does hereby approve the report of
minutes from the January 8, 2024 Housing Authority meeting.

Business Agenda
1. Report of Midas Property Management
Mr. Padernacht reviewed the report with the Housing Authority. He said not many
discrepancies have appeared, besides rent. He reviewed an issue with a tenant who
wasn't sure of the amount of rent she owes. They were able to get into contact with
CVR to figure out the issue. He then reviewed other tenants who are behind in rent.
Mr. Padernacht said the Webster account was closed out except for one account. Ms.
Battalia and Mr. Padernacht discussed a tenant who had paid double the amount of
security; Midas is going to credit them. He said Brandon finished the turn over of two
units with carpeting installed in units for renting. The pump system will be moved into
Brandon's unit. Ms. Battalia, Councilwoman Fiddelman, and Mr. Padernacht
discussed the flooring issue. Mr. Padernacht commented that they also found
insulation that had to be removed.
2. Update on Window/Deck Construction Project
Mr. Altieri reviewed the window and deck project with the Housing Authority. He said
we are in the final stages of the project. Anderson, Vinco, and Calgi are going to do a
final inspection of the windows later this week. A few defected windows have been
discovered, three out of 150 and will be replaced. He said small things have to be

done. One more requisition has to be submitted. Mr. Altieri said $5,000 will be taken
out of Vinco's budget and put towards a landscape project. Warranty paperwork will
be held after the project is finished. Window lifts have to be installed but have not
arrived. Ms. Philbrick-Wheaton and Mr. Altieri discussed project costs. He said the
biggest change order was the flooring project. Mr. Altieri and Mr. Padernacht are
going to complete a financial overview of the project. Mr.Altieri said that Vinco has
been a good contractor and have been responsive. Mr. Mileto asked about the
warranty. Mr. Altieri said the construction paperwork is stored at Town Center and a
copy of the warranty will be kept there too.
3. Request for Executive Session
Moved by Board Member Philbrick-Wheaton, seconded by Board Member Battalia
Resolved that the Mamaroneck Housing Authority agreed to enter into Executive
Session to discuss pending and potential litigation.

Moved by Board Member Philbrick-Wheaton, seconded by Board Member Battalia
Resolved that the Mamaroneck Housing Authority does hereby agree to exit
Executive Session.

4. Discussion -Special Meeting to Review Tenant Policies
The Housing Authority decided to hold a special meeting on Friday, February 9th at
8:30am to review tenant policies.
5. Adjournment
Chair Mileto adjourned the meeting at 8:41pm.
