Housing Authority Meeting

1. Call to order
Chair Battalia called to order the Regular Meeting of the Housing Authority at 8:34am.

1. Consideration of Consulting Contract with the Housing Action Council
Mr.Altieri reviewed the guidelines for income eligibility. He reached out to Rose
Noonan, a consultant who develops manuals to handle the processing of applications
and what to do when tenant candidates exceed the income threshold. He wants her to
act as an independent party to review all reverifications. He stated she will look at
accounts that would not appear in a tax return, to get the full scoop of tenant assets.
Mr.Altieri said Ms. Noonan could do the reverifications by the end of March. He said
Ms. Noonan works with Westchester County and river town municipalities. Mr.Altieri
said she would be producing a boiler plate of how to reverify income of tenants; the
cost is$400 per reverification. He said it is an objective approach to reverify the
tenants income.
Chair Battalia said the contract seems fair to her. Mr. Thaul asked if the contract is
year to year. Mr.Altieri said he did not see that mentioned in the contract but would
make sure to have a termination notice. Mr. Thaul then asked if the findings were
appealable. Mr. Altieri said that the ultimate decider is the Housing Authority. Mr.
Thaul also asked about the original documents of the Housing Authority; Mr.Altieri
said the documents talk about the procedures of the Housing Authority. Mr.Altieri and
Mr. Thaul discussed the mission of the Housing Authority.
Moved by Board Member Philbrick-Wheaton, seconded by Board Member
Deshpande
Resolved, that the Mamaroneck Housing Authority does hereby approve the
agreement with Housing Action Council for the preparation and implementation of a
Policy and Procedures Guide,
And, Be it further...
Resolved, that the Mamaroneck Housing Authority Chair is hereby authorized to sign

and execute the agreement.
