Delohery, Secretary to the Housing Authority Stephen V.Altieri, Housing Authority Consultant,via Zoom 8:30 AM The Housing Authority Special Meeting 1. Call to order Moved by Board Member Battalia, seconded by Board Member Philbrick-Wheaton Chair Mileto called to order the Regular Meeting of the Housing Authority at 8:36am. Carried Business Agenda 1. Discussion - Draft Resolution - Income Policies Chair Mileto thanked the Board and Mr. Altieri for the hard work into creating this policy. Ms. Philbrick-Wheaton said that its important that the complex stays as affordable. Ms. Battalia also mentioned creating a standard that would ensure families get 2 bedroom units and single people or a couple would either get a one bedroom or a loft unit. Moved by Board Member Battalia, seconded by Board Member Philbrick-Wheaton Whereas; the mission of the Town of Mamaroneck Housing Authority is to provide affordable workforce housing in the community and Whereas; the Board of the Town of Mamaroneck Housing Authority believes that to best accomplish the mission is through the development of policies that establish and enforce clear guidelines for income eligibility therefore be it, Resolved, that the Board of the Town of Mamaroneck Housing Authority adopts the following policies and guidelines for income eligibility for tenancy at the Hommocks Park Apartments; Effective for 2024 for new tenants- total gross household income must be equal to or less than 80% of the average median income (AMI) for the applicable family size as published by HUD and Westchester County for eligibility for an housing at the Hommocks Park Apartments. Effective for 2025 for current tenants and future current tenants-At the time of annual income recertification, if the Total Gross Household Income for the applicable family size is greater than 80%but less than 90% of AMI, the tenant's monthly rent shall be Page 1 of 2 Housing Authority February 9, 2024 increased to an amount equal to 30% of the Gross Household Income as determined by the income recertification. Also, effective for 2025 for current tenants and future tenants- If the Total Gross Household Income for the applicable family size as determined by the income recertification is equal to or greater than 90% of AMI, the tenants lease will not be renewed. and be it, The Housing Authority shall use applicable notice requirements as per advice of Counsel for notification to tenants regarding their status under this policy. Further Resolved, that the Board of the Housing Authority understands that the Implementation of this resolution is subject to approval by the Town Board of the Town of Mamaroneck. Carried 2. Additional Discussion - Upcoming Projects The Housing Authority discussed installing security cameras around the complex and electronic access, which will help with security. Mr. Altieri said he and Mr. Padernacht are going to work with a Town contractor who is on a New York State contract list. He also said the Town's IT Director would be willing to help with the approval of the Town Administrator. Chair Mileto and Ms. Battalia discussed getting fobs for tenants so keys are not duplicated. Ms. Philbrick-Wheaton said that bond revenue could be used to fund the project. Mr. Altieri said he cannot give a specific amount that is left.
