Re: Renewal Proposal for Grant Consulting Services
Date: February 27, 2024
Attached is a renewal proposal with Millennium Strategies for grant consulting services. There are no
changes to the existing service model or pricing. Should the Board wish to approve the agreement, the
contract would take effect retroactively from March 1, 2024 to February 28, 2025 for a monthly
retainer fee of$3,500.00 per month, for an amount not to exceed$42,000.00 per annum.
Action Requested:
Resolved that the Town Board hereby approves the agreement with Millennium
Strategies for grant consulting services from March 1, 2024 to February 28, 2025 for a
monthly retainer fee of $3,500.00 and hereby authorizes the Town Administrator to
execute the agreement and any related documents necessary to carry out its
implementation.

Re:Millennium Strategies-Renewal Proposal for Grant Consulting Services
Dear Administrator Robson,
Millennium Strategies LLC is pleased to submit the following renewal proposal to the Town of Mamaroneck for
the continued provision of Grant Consulting Services. Millennium has had the privilege of providing grant
consulting services on behalf of the Town since February 2022.During our most recent contract period,Millennium
helped to secure $1,069,197.00 in alternative grant funding on behalf of the Town. A copy of our annual service
report highlighting all services rendered by Millennium on behalf of the Town during this time is included with our
proposal as an attachment.Millennium understands the Town's needs and goals and looks forward to continuing to
be of service.
COMPANY PROFILE
Founded in 2005,Millennium is the largest full-service grants consulting firm in the region.We currently represent
more than 170 municipalities, counties, school districts and non-profit entities in New York, New Jersey,
Pennsylvania, and Ohio. Since our inception, we have helped to secure over $2 billion in both governmental and
non-governmental grant funding on behalf of our clients.
What sets Millennium apart is our comprehensive and aggressive approach to grant research and grant writing.We
help our clients meet their complex challenges by identifying and securing funding for projects that fall within the
following categories:arts,health services,human services,disaster recovery,economic development,public safety,
environmental protection, historic preservation, open space preservation, recreation, sustainability, tourism,
transportation infrastructure, and water/sewer service.
STAFF PROFILE
As Millennium's President, CEO, and former Chief of Staff to Congressman Bill Pascrell, Ed Farmer has worked
to establish Millennium's accomplished team which includes a full-time research department,29 grant writers, and
the support staff necessary to meet our clients grant funding needs. If Millennium is retained,I would continue to
serve as Director of the Town's account and Taryn Pronko (Senior Grants Manager) would continue to serve as
primary support staff. All services will be performed directly by Millennium staff We will not hire subcontractors
to perform any services.
All assigned staff possess post-secondary degrees related to government consulting/grant writing and are in good
standing with the State of New York and other grant agencies. Neither the firm nor any assigned staff are
disbarred, suspended, or otherwise prohibited from professional practice or from working with public entities by
any federal, state,or local agency. All staff that will support the delivery of service on behalf of the Town will be
stationed out of our offices located at 25 Smith Street, Ste 401,Nanuet,NY 10954.

SCOPE OF SERVICES
Millennium proposes to continue providing our full suite of grant consulting services on behalf of the Town of
Mamaroneck. Services to be provided will include those outlined and described below.
Create a Strategic Plan—Millennium will create a Strategic Plan for grant research and funding to be pursued in
keeping with the Town's budget,capital plan and other identified objectives.This process will include coordination
of necessary meetings with administrators, department heads, supervisors, and other key personnel to determine
future funding goals and how best to achieve them.
Research Available Opportunities/Frequent Notification—Millennium will research all available governmental
and non-governmental grant opportunities that support the Town's priorities on a continual basis throughout the
duration of the contract period. Detailed grant summaries will be provided to key personnel as the Town selects
grants that are consistent with the Strategic Plan.
Complete Grant Writing — Millennium will complete all grant applications, both presented by Millennium and
identified by the Town, in accordance with the guidelines established by funding agencies, on a continual basis
throughout the duration of the contract period. This includes all necessary follow up with governmental, non-
governmental, and legislative agencies in support of applications submitted on behalf of the Town as well as
advising of technical requirements and criteria associated with grants.
Monthly Reporting—Millennium will submit a monthly report detailing all activities undertaken by the Millennium
team on behalf of the Town. The monthly report will include all grants recommended, grants awarded, grants
submitted and pending approval,grant applications-in-progress,as well as grants denied,providing the Town with
an assessment of our efforts on a regular basis.
FEE SCHEDULE
Millennium will provide our Scope of Services, as outlined, and described above, for a flat retainer fee of
$3,500.00 per month, for an amount not to exceed $42,000.00 per annum. There are no hidden costs associated
with our fee structure and our contract provides for a mutual 30-day opt-out. Millennium will enter into a
contractual relationship with the Town as an independent contractor for the duration of our contract.
DISCLOSURES
Millennium is a Limited Liability Company.Since our inception in 2005,Ed Fanner has served as Millennium's President,
CEO,and majority shareholder. Sue Scavone previously served as Millennium's Principal and minority shareholder from
2005 through 2022.During our 19 years of operation,the company has not undergone any changes to the business name.
Millennium is registered as a Small Business Enterprise and complies with all applicable EEO, and Affirmative Action
Laws.No judgments,claims or suits have been filed against our company.In addition,Millennium is not now,nor has it
ever been involved in any bankruptcy or reorganization proceedings. Millennium does not employ any relatives of the
Town,nor are any of our employees unionized.In addition,no principals or employees of Millennium are related to any
employee or elected official of the Town.

Re: Complete Streets Concepts Resolution

Attached is a resolution requesting that the New York State Department of Transportation
("N.YS.D.O.T") incorporate complete streets concepts for PIN 8473.15 - resurfacing of Route 1
between the City of New Rochelle and the City of Rye. This project will develop a complete streets
concept for US Route 1 Possible improvements may include improved sidewalks, additional curb
extensions, traffic signal upgrades, and roadway improvements. This resolution was discussed at the
February 28th Traffic Committee meeting and received support for its passage.
The bid opening is expected in the summer of 2026 and construction is expected to be completed in
the Spring of 2028. The following resolution is presented for your consideration should you choose to
support the N.Y.S.D.O.T. complete streets concept. The Town, itself, will not be part of this project.
Action Requested:
NOW, THEREFORE BE IT RESOLVED, that the Mamaroneck Town Board requests
that the New York State Department of Transportation incorporate the design of
complete streets concepts for the entirety of the Route 1 corridor to enhance vehicular,
bicycle, and pedestrian safety for those residing, visiting, and traversing the Town of
Mamaroneck and neighboring communities; and
BE IT FURTHER RESOLVED, that the Town of Mamaroneck forward a copy of this
resolution to the Town's State elected officials, State Assemblyman Steve Otis and State
Senator Shelly Mayer, for their information and entreat them for any assistance they can
provide in effectuating this request.

TRANSPORTATION INCORPORATE COMPLETE STREETS CONCEPTS FOR PIN
8473.15—RESURFACING OF ROUTE 1 BETWEEN THE CITY OF NEW ROCHELLE
AND THE CITY OF RYE
WHEREAS, the New York State Department of Transportation (NYSDOT) is planning to
resurface Boston Post Road (Route 1) in the Village of Larchmont, Town of Mamaroneck, and
Village of Mamaroneck in 2026, identified as PIN 8473.15—Resurfacing of Route 1 Between the
City of New Rochelle and the City of Rye; and
WHEREAS, as part of this program, the NYSDOT is seeking to implement a complete
streets concept on Route 1, primarily in the Village of Larchmont between Beach Avenue and
ending at Alden Road in the Town of Mamaroneck; and
WHEREAS, "complete streets" are streets designed and operated to enable safe use and
support mobility for all users,including people of all ages and abilities,regardless of whether they
are travelling as drivers,pedestrians, bicyclists, or public transportation riders; and
WHEREAS, the concept of complete streets encompasses many approaches to planning,
designing, and operating roadways and rights of way with all users in mind to make the
transportation network safer and more efficient; and
WHEREAS, although the section of Route 1 identified above is characterized by more of
a downtown character with small retail shops, the entire corridor carries significant pedestrian
traffic, and would likely be more utilized by cyclists if the roadways were designed to
accommodate that type of traffic; and
WHEREAS, considering that Route 1 is proximal to Hommocks Middle School,
Mamaroneck Central School, Hommocks Ice Rink and Athletic Fields, Hommocks Apartments
Complex, Town of Mamaroneck Senior Center, commercial shopping centers on Boston Post
Road, and nearby recreation and retail centers in the Village of Mamaroneck, the repaving of
Boston Post Road presents a generational opportunity to possibly improve this vital corridor.
NOW,THEREFORE BE IT RESOLVED, that the Mamaroneck Town Board requests that
the New York State Department of Transportation incorporate the design of complete streets

All assigned staff possess post-secondary degrees related to government consulting/grant writing and are in good
standing with the State of New York and other grant agencies. Neither the firm nor any assigned staff are
disbarred, suspended, or otherwise prohibited from professional practice or from working with public entities by
any federal, state,or local agency. All staff that will support the delivery of service on behalf of the Town will be

SCOPE OF SERVICES
Millennium proposes to continue providing our full suite of grant consulting services on behalf of the Town of
Mamaroneck. Services to be provided will include those outlined and described below.
Create a Strategic Plan—Millennium will create a Strategic Plan for grant research and funding to be pursued in
keeping with the Town's budget,capital plan and other identified objectives.This process will include coordination
of necessary meetings with administrators, department heads, supervisors, and other key personnel to determine
future funding goals and how best to achieve them.
Research Available Opportunities/Frequent Notification—Millennium will research all available governmental
and non-governmental grant opportunities that support the Town's priorities on a continual basis throughout the
duration of the contract period. Detailed grant summaries will be provided to key personnel as the Town selects
grants that are consistent with the Strategic Plan.
Complete Grant Writing — Millennium will complete all grant applications, both presented by Millennium and
identified by the Town, in accordance with the guidelines established by funding agencies, on a continual basis
throughout the duration of the contract period. This includes all necessary follow up with governmental, non-
governmental, and legislative agencies in support of applications submitted on behalf of the Town as well as
advising of technical requirements and criteria associated with grants.
Monthly Reporting—Millennium will submit a monthly report detailing all activities undertaken by the Millennium
team on behalf of the Town. The monthly report will include all grants recommended, grants awarded, grants
submitted and pending approval,grant applications-in-progress,as well as grants denied,providing the Town with
an assessment of our efforts on a regular basis.
FEE SCHEDULE
Millennium will provide our Scope of Services, as outlined, and described above, for a flat retainer fee of
$3,500.00 per month, for an amount not to exceed $42,000.00 per annum. There are no hidden costs associated
with our fee structure and our contract provides for a mutual 30-day opt-out. Millennium will enter into a
contractual relationship with the Town as an independent contractor for the duration of our contract.
DISCLOSURES
Millennium is a Limited Liability Company.Since our inception in 2005,Ed Fanner has served as Millennium's President,
CEO,and majority shareholder. Sue Scavone previously served as Millennium's Principal and minority shareholder from
2005 through 2022.During our 19 years of operation,the company has not undergone any changes to the business name.
Millennium is registered as a Small Business Enterprise and complies with all applicable EEO, and Affirmative Action
Laws.No judgments,claims or suits have been filed against our company.In addition,Millennium is not now,nor has it

Attached is a resolution requesting that the New York State Department of Transportation
("N.YS.D.O.T") incorporate complete streets concepts for PIN 8473.15 - resurfacing of Route 1
between the City of New Rochelle and the City of Rye. This project will develop a complete streets
concept for US Route 1 Possible improvements may include improved sidewalks, additional curb
extensions, traffic signal upgrades, and roadway improvements. This resolution was discussed at the
February 28th Traffic Committee meeting and received support for its passage.
The bid opening is expected in the summer of 2026 and construction is expected to be completed in
the Spring of 2028. The following resolution is presented for your consideration should you choose to
support the N.Y.S.D.O.T. complete streets concept. The Town, itself, will not be part of this project.
Action Requested:
NOW, THEREFORE BE IT RESOLVED, that the Mamaroneck Town Board requests
that the New York State Department of Transportation incorporate the design of
complete streets concepts for the entirety of the Route 1 corridor to enhance vehicular,
bicycle, and pedestrian safety for those residing, visiting, and traversing the Town of
Mamaroneck and neighboring communities; and
BE IT FURTHER RESOLVED, that the Town of Mamaroneck forward a copy of this
resolution to the Town's State elected officials, State Assemblyman Steve Otis and State
Senator Shelly Mayer, for their information and entreat them for any assistance they can
provide in effectuating this request.

REQUESTING THAT THE NEW YORK STATE DEPARTMENT OF
TRANSPORTATION INCORPORATE COMPLETE STREETS CONCEPTS FOR PIN
8473.15—RESURFACING OF ROUTE 1 BETWEEN THE CITY OF NEW ROCHELLE
AND THE CITY OF RYE
WHEREAS, the New York State Department of Transportation (NYSDOT) is planning to
resurface Boston Post Road (Route 1) in the Village of Larchmont, Town of Mamaroneck, and
Village of Mamaroneck in 2026, identified as PIN 8473.15—Resurfacing of Route 1 Between the
City of New Rochelle and the City of Rye; and
WHEREAS, as part of this program, the NYSDOT is seeking to implement a complete
streets concept on Route 1, primarily in the Village of Larchmont between Beach Avenue and
ending at Alden Road in the Town of Mamaroneck; and
WHEREAS, "complete streets" are streets designed and operated to enable safe use and
support mobility for all users,including people of all ages and abilities,regardless of whether they
are travelling as drivers,pedestrians, bicyclists, or public transportation riders; and
WHEREAS, the concept of complete streets encompasses many approaches to planning,
designing, and operating roadways and rights of way with all users in mind to make the
transportation network safer and more efficient; and
WHEREAS, although the section of Route 1 identified above is characterized by more of
a downtown character with small retail shops, the entire corridor carries significant pedestrian
traffic, and would likely be more utilized by cyclists if the roadways were designed to
accommodate that type of traffic; and
WHEREAS, considering that Route 1 is proximal to Hommocks Middle School,
Mamaroneck Central School, Hommocks Ice Rink and Athletic Fields, Hommocks Apartments
Complex, Town of Mamaroneck Senior Center, commercial shopping centers on Boston Post
Road, and nearby recreation and retail centers in the Village of Mamaroneck, the repaving of
Boston Post Road presents a generational opportunity to possibly improve this vital corridor.
NOW,THEREFORE BE IT RESOLVED, that the Mamaroneck Town Board requests that
the New York State Department of Transportation incorporate the design of complete streets
