The meeting was called to order at 7:45pm

2. Approval of Minutes
2.1. January 23, 2023
The minutes of the January 23, 2023 meeting were approved as submitted.
3. Referrals
3.1. 67 Myrtle Boulevard - Residential Site Plan
Stephen Anderson, Engineer, presented the proposal to construct a new single-family
home at 67 Myrtle Boulevard. This property is next door to 65 Myrtle Boulevard,
which is currently under construction.
As proposed, the new house will have an attached garage, a shorter driveway and a
stormwater infiltration system. New trees and landscaping will be planted to replace
the existing trees that were removed. CZMC found the proposed action to be consistent
with the policies in the Local waterfront Revitalization Program.
3.2. 20 Senate Place - Residential Site Plan
Carly Weisman presented the proposal to construct a new single family home at 20
Senate Place. As proposed, the new house will have an attached garage, a shorter
driveway, new retaining walls and a stormwater infiltration system. New trees and
landscaping will be planted.
CZMC found the proposed action to be consistent with the policies in the Local
waterfront Revitalization Program.

Joseph Cermele of Kellard Sessions Consulting, presented the proposal to construct
a new 5,000 square foot maintenance storage building, a new on-course
bathroom/lightning shelter and a 1,900 square foot addition to the existing caddie
building at Winged Foot Golf Course.
The plan includes a detailed Stormwater Pollution Prevention Plan. Stormwater from
the maintenance building will be treated by an oil/water separator and discharged to
the irrigation pond. The storage of maintenance equipment and materials indoors is
expected to further improve water quality by preventing sediment and vehicle fluids
from entering stormwater runoff. In addition, a bathroom will be constructed for use by
the maintenance staff. Sanitary sewage from the maintenance building and the new
member bathroom will be pumped to an existing force main in the vicinity of
Championship Drive. Stormwater runoff from the addition to the caddie building will be
directed into the two existing stormwater management systems.
Based on this, CZMC found the proposed action to be consistent with the policies in
the Local waterfront Revitalization Program.
3.4. 25 Park Avenue
Rich Williams and Tyler Marshall returned to CZMC to present additional information
regarding the proposal for site changes at 25 Park Avenue. The proposal includes
substantial site work to include the installation of a new pool and patio area,
enlargement of the driveway, installation of infiltrators for stormwater quality
improvement, new AC units, an emergency generator, landscaping and lighting.
CZMC had requested that the applicant return to the next meeting with additional
information on rock removal, pool disinfection and pool discharges. They addressed
all of our concerns by demonstrating that there will be little or no rock removal
necessary, eliminating lighting along Park Avenue and selecting a salt water pool
system. They conducted a detailed noise study and demonstrated that there will be
low levels of noise produced by the property's mechanical systems and agreed to install
a solid wood gate at the entrance to the mechanical system enclosure to further reduce
any sound heard at the property line.
CZMC found the proposal to be consistent with the policies in the Local Waterfront
Revitalization Program.
