Roll Call and Introductions The meeting was called to order at 7:35pm. CZMC Members: Dr. C. Brookside Drive John Zox, present to hear discussion about 1 Beach Avenue Katherine Pannell, present to hear discussion about 1 Beach Avenue 2. Approval of Minutes 2.1. May 22, 2023 The minutes of the May 22, 2023 meeting were approved as submitted. 3. Referrals 3.1. 1 Beach Avenue- Renovations and Additions John Mastera, Rob Frangione and Jordan McDonald, presented the proposal to renovate the single family house at 1 Beach Avenue. As proposed, the renovations will include additions to the house, site grading, the construction of a retaining wall, installation of a stormwater detention system, a new driveway and a pool. Several neighbors were present at the meeting and expressed their concerns about the potential for damage to the trees on Beach Avenue during construction. They also wanted reassurance that the project will not increase flooding on their properties. CZMC found that the proposed action to be consistent with the policies of the LWRP provided the applicant protects the trees on Beach Avenue during construction. The root systems must not be compacted or cut during the installation of the new driveway or their health may be compromised. Any trees that are removed from the property must be replaced with appropriate native trees. CZMC further recommends that the plans be thoroughly reviewed by the Village's consulting engineer to ensure that there are no adverse impacts on the adjacent properties or beach areas during and after construction. A look at any historical beach erosion data may be helpful. 4. Town of Mamaroneck Draft Comprehensive Plan The Town has completed the Comprehensive Plan Working Draft and it is now available on Page 1 of 2 Coastal Zone Management Commission June 26, 2023 the Town website. The Town is seeking comments on the document from Town of Mamaroneck and Village of Larchmont Residents. Comments can be submitted by email to: compplan©TownofMamaroneckNY.org by July 1, 2023. 5.
