Roll Call and Introductions The meeting was not called to order at 7:50 pm. CZMC Members: Dr. C. Approval of Minutes-June 26, 2023 The approval of the minutes of the June 26, 2023 meeting were tabled until next month. 3. Referrals 3.1. Local Consistency Review: Mamaroneck/Sheldrake Rivers Removal of Accumulated Sediment and Bank Stabilization Village of Mamaroneck,Westchester County, New YorkReferred by the NYSDOS Jerry Barberio, the Village Manager and Gino Frabasile, the Village Engineer, attended the CZMC meeting on behalf of the Village of Mamaroneck. The Village of Mamaroneck has applied to the NYS Department of Environmental Conservation and the US Army Corps of Engineers for a permit to dredge accumulated sediments and remove debris from the Sheldrake River. The purpose of the project is to increase the capacity of the river and improve the flow of water within it's banks. Their application has been referred to the Town of Mamaroneck/Village of Larchmont CZMC by the New York State Department of State (NYSDOS) for comments and local consistency review. Members of CZMC requested copies of any environmental studies that have been done as a part of this project, which Mr. Barberio agreed to provide at a later date. CZMC has no objection to the proposal and a letter of support and a finding of consistency will be sent to the NYSDOS stating this. 3.2. 110 Murray Avenue - Residential Site Plan and Zoning Variances Stephen Moser, Thomas Kohany and Anthony Calogero presented the proposal to construct a rear addition, a new detached garage, a new patio, and a stormwater management system. The existing house is located on a corner lot, with most of its Page 1 of 2 Coastal Zone Management Commission July 24, 2023 lawn area in front of the house and a significantly large oak tree. The applicant is seeking a number of variances from the Zoning Board for the proposal, including one to increase the total lot coverage to 46.8% where 35% is permitted. CZMC members requested permission to visit the property. A discussion was made to use permeable pavers for the driveway and the patio in an effort to minimize the amount of impervious surface. The discussion will be continued at the next CZMC meeting. 3.3. 176 Myrtle Boulevard-Site Plan Approval, zoning variances -Second story addition for 1 residential unit. Gjoko Shkreli, Donald Mazin and Fred Grippi presented the proposal to construct a one-story, one-unit residential addition to the existing commercial building. The proposal was approved by the zoning board and is currently before the planning board for site plan approval. As proposed the project does not increase stormwater runoff, does not create any new disturbed areas, and will not create offensive lighting or noise. CZMC finds the proposal to be consistent with the policies in the LWRP. 4. Old Business No old business to discuss. 5. New Business No new business to discuss. 6. Next Meeting There will be no CZMC meeting in August. The next CZMC meeting will be held on Monday, September 18th at 7:30pm at the Mamaroneck Town Center in Conference Room D. Page 2 of 2
