1. Roll Call and Introductions
The meeting was called to order at 7:31 pm.

1.1. Introduction of potential new members
Kristen Andersen and Anthony Sorrell, two potential new CZMC members from the
Village of Larchmont, introduced themselves and summarized their backgrounds and
experience.
2. Approval of Minutes
2.1. November 28, 2022
The Minutes were approved as submitted.
3. Referrals
3.1. 43 Mohegan Road - Residential Site Plan/Wetlands and Watercourses
Benedict Salanitro and Paige Lewis presented the proposal for 43 Mohegan Road.
The project includes the construction of a detached garage with a new driveway, the
removal of the old driveway, installation of two sets of cultec chambers to improve
water quality and mitigate increases in stormwater runoff, site grading, tree removals
and landscaping and the installation of an emergency generator.
CZMC found the proposal to be consistent with the policies in the LWRP. However,
CZMC recommends the addition of a heat deflector around the generator to protect
the screening vegetation from any damage. In addition, after a discussion of the
proposed tree protection plans, (that require the installation of chain link fencing and

hand excavation for the majority of the garage and driveway)the applicant agreed to
reexamine the tree protection measures recommended by their arborist because they
cannot realistically be implemented.
3.2. 5 Bishop Place- New Dock
Tim DeBartolomeo presented the proposal to add a new floating dock in the
watercourse behind 5 Bishop Place. The application is currently being reviewed by
NYS Dept of Environmental Conservation, the US Army Corps of Engineers, the NYS
Office of General Services and has been referred to CZMC for local consistency
review by the NYS Department of State (NYSDOS).
CZMC members had several questions about this project that have not yet been
answered, but will be addressed during the review process by the many regulatory
agencies involved. These questions are:
1. Whether the applicant requires an underwater land patent from the NYSOGS to
legally place a dock in the watercourse?
2. If the timber skids will sufficiently mitigate any potential damage to the mudflats
and tidal wetlands in this area?
3. Will the dock interfere with navigational access to the channel for other boaters?
Provided that these questions are sufficiently answered and addressed by the
regulatory agencies, CZMC finds the proposal to be consistent with the policies in the
LWRP.
3.3. 25 Park Avenue
Karla Van Duyn, Rich Williams and Tyler Marshall presented the proposal for site
changes at 25 Park Avenue. The proposal includes substantial site work to include
the installation of a new pool and patio area, enlargement of the driveway, installation
of infiltrators for stormwater quality improvement, new AC units, an emergency
generator, landscaping and lighting.
CZMC requested that the applicant return to the next meeting with additional
information on rock removal, pool disinfection and discharges, and noise levels from
the AC units.
4. Old Business
4.1. LWRP Update
Elizabeth Aitchison updated CZMC on the status of the LWRP update. A draft was
prepared in 2018 and sent to the NYSDOS for review and comments. Comments
were never received despite several requests. Our contact at DOS has since retired,
but we have a new contact who is reviewing the document now and promises to send
comments soon. After comments are addressed, the document will need to be
adopted by both the Town and Village Boards.

The next CZMC meeting will be held on February 27, 2023 at 7:30pm in Conference Room
