Boston Post Road 7:30 PM • FOUNDED 1661 PRESENT: Ralph Engel, Chair Elizabeth Cooney, Vice Chair Edmund Papazian, Board Member Ron Mandel, Board Member Ira Block, Alternate Board Member ABSENT: Sarah Dunn, Alternative Board Member STAFF PRESENT: Lisa Hochman, Counsel Robin Nichinsky, Town Councilwoman Anthony Oliveri, Consulting Engineer Rob Wasp, Town Engineer Elizabeth Aitchison, Environmental Planner Shaun Hughes, Interim Planning Board Secretary CALL TO ORDER The meeting was called to order at 7:34 P.M. and Mr. Engel welcomed everyone. MINUTES The April 12, 2023 meeting minutes were not ready for approval. They will be considered at the June meeting. AGENDA • Application #1 -2423 Boston Post Road -Majestic Glass & Mirrors - Special Use Permit Extension . Application #2 -2 Madison Avenue- Madison Strength Lab LLC/ Koryo - Site Plan— Public Hearing Required Approval(s) Site Plan Town Code Chapter 177 Location: 2 Madison Avenue District: B-R Project Description New use for two tenant modifications Faroq Azari, owner of the property, and Doug Diefenbach, head of property management, were present to address the Board. Mr. Diefenbach presented the building's plan for parking. He submitted plans, which were marked exhibit#1. The Board and representatives of the applicant discussed parking and dropping off children for the karate school and issues related to pedestrian safety. Rob Wasp circulated a sketch of the proposed Madison Ave changes to be implemented by the Town of Mamaroneck, which was marked exhibit#2. There was discussion about the proposed changes to Madison Avenue. There was discussion about whether a traffic study should be conducted and if so, the timing for such study. There was discussion with the owners of the karate school and the strength lab about how the two businesses would operate with respect to parking, traffic and pedestrian safety. Lisa Hochman advised that the Town's Zoning Board of Appeals approved a variance to allow for fewer than the required number of parking spaces for the entire building. Motion: To continue the public hearing at the next planning board meeting on June 14th Moved by Edmund Papazian, seconded by Elizabeth Cooney Action: Unanimously Approved •. Application #3 —29 Carriage House Lane—Jennifer & Damon Wright- Residential Site Plan- Consideration Required Approval(s) Residential Site Plan Town Code Chapter 178 Location: 29 Carriage House Lane District: R-20 2 Planning Board May 10, 2023 Project Description House addition and swimming pool Jennifer& Damon Wright, the applicants, were present to address the Board for a new house. The explained changes that had been made to the plans. Mr. Wright explained that they will request a variance from the Zoning Board of Appeals, which will be heard on May 24th. There was discussion of utility lines, curb cuts for a new driveway, a proposed underground propane tank,fencing,rock cover, rock removal, landscaping and drainage. Motion: To set the public hearing for June 14th, 2023 (if variance is approved) Moved by Ralph Engel, seconded by Ira Block Action: Unanimously approved •. Application #4 — 808 Weaver Street — Bonnie Briar Country Club — Site Plan — Continuation of Public Hearing Required Approval(s) Site Plan Town Code Chapter 177 Location: 808 Weaver Street District: REC Project Description Master Facility Plan Matt Dudley, the applicant's attorney, Joe Napolitano, the club's General Manager, Benedict Salanitro, the applicant's engineer and Peter Catizone, the applicant's architect, David Heatwall, golf course designer, were present to address the Board. Mr. Salanitro recapped the plans. There was discussion about errant golf balls on neighboring properties. Ami Ziff, 5 Cornell Street, asked whether there would be a lighting study and Mr. Salanitro explained that there would be minimal additional lighting. There was discussion about the pool lighting and pool hours and how lighting can deter vandalism of the property. Mr. Ziff then asked about the Paddle Tennis Hut height and Mr. Salanitro stated that they will take a picture from Mr. Ziff's property and photoshop the proposed top of the paddle tennis hut so he can see what the view would look like. There was a discussion on parking. 3 Planning Board May 10, 2023 There was discussion about the height of the performance center, and Mr. Salanitro stated that the peak of that building was lowered by three feet. There was discussion on noise and lighting and Mr. Salanitro stated that the new building will have no new exterior lighting and there will be no lights on the court. Mr. Salanitro further stated that golf carts will run on lithium-ion batteries,no more gas- powered carts. There was further discussion about how to address neighbors' concerns about errant golf balls on their property and netting was considered. Motion: To continue the public hearing at the next planning board meeting on June 14th Moved by Ralph Engle, seconded by Elizabeth Cooney Action: Unanimously Approved •. Application #5 -22 Vine Road—Vine Road Realty, LLC - Site Plan Consideration Required Approval(s) Site Plan Town Code Chapter 17 Location: 22 Vine Road District: R-7.5 Project Description New Single Family Home Eliot Senor, the applicant's engineer, and Dean Scampone, the applicant's contractor, were present to address the Board. Mr. Papazian disclosed that he lives nearby the subject property but stated that he has no personal or financial interest in the outcome of this application. Mr. Senor explained the plan to knock down the current house and build a new one. There was a discussion about drainage of the property. There was discussion about the fence and proposed wall. Elizabeth Aitchison asked about tree protection when building the wall, specifically about an oak tree on the property. There was discussion about HVAC units. There was discussion about landscaping and shrubbery. 4 Planning Board May 10, 2023 Gary and Toby Sklarew of 8 Vine Street asked about the retaining wall height. Motion: To set the public hearing for June 14th, 2023 Moved by Rob Mandel, seconded by Elizabeth Cooney Action: Unanimously approved ADJOURNMENT The meeting was adjourned at 20:30 P.M.
