CALL TO ORDER
Moved by Councilwoman Fiddelman, seconded by Councilwoman Katz, the meeting
unanimously opened at 5:58pm.
WORK SESSION ITEMS
1. Set a Public Hearing - Town of Mamaroneck Tree Law
Moved by Councilwoman Katz, seconded by Councilwoman Fiddelman, it was
RESOLVED that the Town Board hereby sets a Public Hearing for "Town of
Mamaroneck Tree Law" for the Town Board Meeting on November 15, 2023.

2. Request for Executive Session
Moved by Councilwoman Nichinsky, seconded by Councilwoman Katz, the
Town Board agreed to enter into Executive Session to discuss potential
litigation and the employment history of a particular individual.
Carried
Moved by Councilwoman Fiddelman, seconded by Councilwoman Nichinsky,
the Town Board unanimously agreed to resume the Regular Meeting.

3. Discussion - 2024 Tentative Budget
The Town Comptroller Tracy Yogman presented the Town Board with various budget
changes that would reduce the tax levy. See Attachment A. Comptroller Yogman
noted that she had included an estimate for outsourcing the watering of the trees that
the Town intends to plant in 2024. While the Town is budgeting to plant 50 trees in
2024, the watering fee has been estimated at $60,000 for the year for 100 trees.
Administrator Robson noted that the Town's capital projects include the Town's best
estimates for now and stressed that the Town must remain flexible to changes in
costs. Comptroller Yogman added that the concern is for changes to costs for projects
that have already been bonded. Supervisor Elkind Eney wondered if the Town should
reduce the number of capital projects. Administrator Robson acknowledged that the
Town's Engineering Department has a lot of work at the moment, but pointed out that
most of these building projects are in process. Administrator Robson stressed the
benefit of staying on top of the Town's infrastructure.
The Town Board discussed wanting to move ahead with the Hommocks Pool project,
which has $500,000 in grants. To complete the entire pool renovation, it is estimated
that the Town will need $3 million. The Town continues to apply for additional grant
monies and the scope of the project has evolved now three or four times.
Administrator Robson said the pool is falling apart and must be fixed in the same way
that we are replacing twenty to thirty-year-old fleet vehicles. Administrator Robson
again stressed that she would continue to push the Town to stay on top of
infrastructure projects, noting that ultimately the projects end up costing much more
when work is delayed.
The Town Board next discussed the 9/11 monument, Supervisor Elkind Eney
mentioned that there is a committee working on the monument and requested that
$10,000 be included in the 2024 budget for this monument. The Town Board
requested that the Supervisor confirm to them who is on the committee and if the
Town of Mamaroneck Fire Department would also contribute to the monument.
Comptroller Yogman presented the attached chart of the annual use of fund balance
for operating and capital expenses. See Attachment B.
Comptroller Yogman then reviewed the various 2024 budget and tax scenarios as
presented on Attachment C. The Town Board then discussed adding $10,000 for the
Community Counseling Center and noted that for Recreation Scholarships the Town
would pursue developing a Friend of Recreation group and/or would approach the
Mamaroneck Schools Foundation.
4. Revised Tree Law
Attorney Maker reviewed the updates he had made to the revised Tree Law, since the
Town Board's discussion earlier in the evening.
ADJOURNMENT
On motion of Councilwoman Fiddelman, seconded by Councilwoman Katz, the
meeting was unanimously adjourned at 9:02 p.m.
