Housing Authority Meeting
Monday, November 6, 2023 Conference Room C, Ground Floor of Town Center 7:30 PM

1. Call to order
Chair Mileto called to order the Regular Meeting of the Housing Authority at 7:30pm.

1. Report of Minutes from the October 2, 2023 Housing Authority Meeting
Moved by Board Member Battalia, seconded by Board Member Philbrick-Wheaton
Resolved, that the Mamaroneck Housing Authority does hereby approve the report of
minutes from the October 2, 2023 Housing Authority meeting.

Business Agenda
1. Tenant Question
A resident came to speak with the Housing Authority. He asked about the income
minimum and maximum for residents. Mr. Padernacht said the requirements are
being discussed because the Housing Authority wants to keep the spirit of affordable
housing. The resident said if the Housing Authority does base their income
requirements off of 80% of medium income of the County, many residents would be
effected. Chair Mileto, Ms. Battalia, and Mr. Padernacht discussed what the process
would be if a resident makes over the 80% of the Westchester County Medium
Income.
2. Report of Midas Property Management
Mr. Padernacht discussed the monthly report with the Housing Authority. He said the
Housing Authority received the water credit which was over$66,000.00. He then
talked about how the money could be used, and that he thought the Housing Authority
is ending on a good note for the year. Mr. Padernacht said Midas has more data on
residents so Midas is able to analyze the financials of the complex more fully. Mr.
Thaul and Mr. Padernacht discussed the engineering line item. Mr. Padernacht said
the line item for the boilers is higher than budgeted for, but all other projects have
been within budget. Mr. Altieri said an increase in the budget was cause by the debt

service. He also said it is a sound budget.
3. Submission of Tentative 2024 Housing Authority Budget
Mr. Padernacht reviewed the proposed 2024 Budget with the Housing Authority. He
said to stay under a 5% increase in the budget is impressive because of the cost of
inflation in the market. Mr. Padernacht said the largest change is that the contract with
ACA is now apart of the 2024 budget, which is something that was not in the 2023
budget. He said a big part of the budget is marketing the vacant units and preparing
them.
Mr. Padernacht said a big thing to figure out is the AMI and the possibility of
increasing the amount of Section 8 Units. Ms. Battalia and Mr. Padernacht reviewed
who would disseminates the information about affordable units. They then reviewed
the vacant units, and Mr. Altieri reviewed how many applicants there are. Ms.
Philbrick-Wheaton also mentioned marketing to Social Workers who work within the
school district to help families find affordable housing.
Ms. Philbrick-Wheaton and Mr. Padernacht talked about the bond documents, and
using excess funds to repay the bond with the higher interest rate. Mr. Altieri said the
Housing Authority could accelerate payment and could refinance. He said it is
possible to repay Bond 2 first and then Bond 1. Mr. Altieri said the Housing Authority
may not have enough in reserves. Ms. Philbrick-Wheaton and Mr. Padernacht
discussed how the Housing Authority is saving on budget line items because the
Super, Brandon is able to complete a lot of work himself. Mr. Padernacht said money
is being put aside for the capital budget. Mr. Thaul and Mr. Padernacht discussed the
boiler contract. Mr. Padernacht said that Brandon and Chris both agreed the person
the Housing Authority has their boiler contract with is THE person for our boilers. Mr.
Altieri said the next major capital investment are the boilers. He and Chair Mileto
discussed starting the project in 2025 and starting the process of bidding in 2024. He
said the engineering report should show how many boilers would need to be
repaired/replaced.
Mr. Altieri talked about an issue that was raised, the Housing Authority's status as a
public corporation. He and Ms. Deshpande talked about the surplus. He said that the
surplus is placed within a reserve fund and can be used for projects around the
complex. Mr. Thaul and Mr. Altieri talked about if the Housing Authority is a public
corporation and how it relates to money markets. Mr. Altieri said that public
government agencies can only use investment agencies that are fully collateralized.
Moved by Board Member Battalia, seconded by Board Member Deshpande
The Mamaroneck Housing Authority does hereby accept the 2024 Mamaroneck
Housing Authority budget.

4. Update on Window/Deck Construction Project
Mr. Altieri reviewed the project. He said the deck project is finished. Mr. Altieri
mentioned a potential landscaping project around the complex. He is going to have to
the Town place a bid. Mr. Mileto said the complex should get the right vegetation in to
plant native plants that keeps mosquitos away and is good for the environment. Ms.
Battalia, Mr. Thaul, and Mr. Altieri discussed having Ms. Aitchison review the area.
Mr. Altieri talked about the discovery of mold in the vacant units. He said a change
order was put through to Vinco to fix the issue. The units will be ready soon for
renting. He also said that windows are being replaced in Building 7 as of today. The
project is going well. Mr. Altieri said Vinco may be able to do two units in a day. He
and Mr. Thaul talked about how Vinco would accomplish this. Mr. Altieri said that the
project is running on time. Ms. Battalia and Mr. Altieri talked about having the Town
Board tour the complex. They then discussed the possibility of the flooring issue

coming up in other units. Mr. Altieri and Mr. Padernacht said it is possible. Mr. Altieri
commented that at least there is a plan in place if it does come up again.
5. Set Date for December Tenant Meeting
Mr. Altieri discussed possible dates for the tenants meeting. The Housing Authority
and Mr. Padernacht talked about what would be discussed at the meeting and what
was discussed at past tenant meetings. Ms. Battalia and Mr. Thaul talked about how
our rates compare to other Housing Authorities. The Housing Authority determined to
hold the Tenant Meeting on December 5th at 7pm. Mr. Mileto and Mr. Padernacht
talked about the agenda for the tenant meeting. Ms. Battalia said there should be a
regular meeting on December 4th.
6. Consideration of a Resolution to Adjourn into Executive Session
Moved by Board Member Battalia, seconded by Board Member Thaul
The Mamaroneck Housing Authority agreed to enter into Executive Session to discuss
pending and potential litigation.

The Mamaroneck Housing Authority agreed to exit Executive Session.

7. Town Board Walk Through
The Housing Authority and Councilwoman Nichinsky discussed a possible
walkthrough of the complex.
8. Adjournment
The Housing Authority adjourned at 10:00pm.
