• Existing borings available associated with the rink construction — rink is constructed on
piles
• Archived drawings note that the site had been used as a Town dump and excavation
will result in debris.
• Newer 72" coated CMP drain line installed between Hommocks and Flint Park in —2008.
Replaced former dual pipes that filled in the creek.

► Environmental Database Reports (EDR)
■ Based on review of the historical Sanborn Maps and Aerial photos, East Creek and surrounding wetlands existed (prior to 1919-
between 1964 and 1974) where the ballfields are today.
■ The subject property is identified as listed in the Recovered Government Archive Landfill for the years 2011 and 2012.
■ A sppill record was reported on February 7, 2007 (0612247) for two broken thermometers in a classroom. Case was closed on March
S, Z007.
• Subject Property is listed in the NY Cooling Towers Database for Air Conditioning unique equipment use.
■ Subject property is identified as listed in the Solid Waste Facility/Landfill Database under the name Hommocks Leaf Pen as an
inactive site. The Town of Mamaroneck utilized the subject property for yard waste.
• Subject properly is identified as a RCRA- Conditionally Exempt Small Quantity Generator for the Hazardous Waste Materials
including ignitable waste, corrosive waste, chromium, lead and undefined waste. No violations were reported for this listing.
■ The subject property was identified as listed in the NY Manifest database for transfer of 20 pounds of material to an incineration
facility in 2018.
■ The subject property is identified as listed in the FINDS and ECHO databases for it's RCRA facility status, however based on review
of the online database records, no historical or current violations were reported and the facility is in compliance.
■ Subject property is not registered as listed in the LUST AST or UST databases, and based on a review of historical Sanborn
Maps/Aerial Photos provided, there isn't any observes( indications of registered or documented historical use of tanks on the
property.
■ Based on review of the surrounding adjacent properties:
Sanitary Sewer Overflow Retention Facility - Flint Park is identified as listed in the NY State Chemical Bulk Storage database.
A quick review of all adjacent properties that have either been identified in the NY Spills, Leaking Underground Storage Tank,
Above-Ground Storage Tanks and Underground Storage Tank databases all indicate that the spills are either closed and/or
historical or minor in nature.
Based on the information provided by the EDR report, the surrounding adjacent property listings are unlikely to impact the
environmental integrity of the subject property.

EOPCC Notes:
► Scope and quantities included in this estimate are based on preliminary concepts and aerial takeoffs.
► Construction General Conditions includes general contractor's overhead costs associated with Division 01 specifications
including, but not limited to, insurance, bonding, mobilization, etc.
► Item 9 allowance for off-site disposal of excess fill material assumes that the existing material meets NYSDEC restricted
residential use criteria. Testing is required to determine soil classification for disposal purposes during construction.
► Assumes general contractor is contracted with Town of Mamaroneck and the project that complies with prevailing wage
labor rates.
► Does not include repairs or replacement of existing site utilities.
► Assumes that a final grading plan can accommodate no net filling within the 100-year floodplain and there is no need
to provide compensatory storage.
► Differential settlement mitigation allowance is intended to set aside funds for solutions that are to be determined for
reducing the potential for and impacts from differential settlement for proposed surfaces (e.g. synthetic turf, asphalt
parking area, etc.).
► Assumes proposed stormwater discharge is directly to a tidal waterbody, therefore flow attenuation is not required.
► Does not account for costs associated with a seasonal outdoor ice rink.
► Does not include soft costs associated with design development, permitting, bidding, contractor procurement, design
services during construction, resident project representative, etc.

Mamaroneck Fields Adjacent to Hommocks Middle School
We understand that the Town of Mamaroneck is evaluating the redevelopment of the open space area to
the rear(east)of the Hommocks Middle School property,south of Hommocks Road,and north of Flint Park.
The existing area is currently open lawn and used as athletic fields. The project components under
consideration include a multi-sport synthetic turf athletic field, a multi-sport natural grass athletic field, LED
athletic field lighting, a shade structure with picnic tables, walkways, and related amenities and supporting
utility infrastructure.As part of Woodard &Curran's approved scope for the Feasibility Assessment for Town
of Mamaroneck Fields Adjacent to Hommocks Middle School, we have prepared the following preliminary
regulatory permitting review.
REGULATORY PERMITTING REVIEW
Based on review of various public databases, mapping, and our team's experience, the following is a
preliminary list of anticipated permits, approvals, and environmental conditions that we expect will be
necessary to investigate further and potentially obtain some form of approval for during the design and
permitting phase of the project.
1. NYSDEC SPDES Permit for Stormwater Discharges During Construction (Notice of Intent)
• Stormwater Quality
• Stormwater Flow Attenuation
• Stormwater Pollution Prevention Plan (SWPPP); including Erosion &Sediment Controls
2. Work within the 100-year FEMA Floodplain (No filling)

the final scope of design and construction is determined.

number of factors:height,proximity to an airport,location,and frequencies emitted from the structure,etc.For
