CALL TO ORDER
The Work Session of the Town Board was called to order by Supervisor Elkind Eney. Moved
by Councilwoman Katz, seconded by Councilwoman Nichinsky, the Work Session
unanimously opened at 5:00 p.m.
WORK SESSION ITEMS
1. Discussion - Revise July Meeting Dates
Town Supervisor Jaine Elkind Eney proposed moving a scheduled Town Board work
session from July 12th to July 26th. The Town Board discussed their availability for a
July 26th work session.
2. Discussion - Stormwater Study
Supervisor Elkind Eney provided an update on the anticipated Stormwater Study
Grant, which will fund in-depth research into fifteen different areas within the Town of
Mamaroneck. Town Administrator Meredith Robson added that the Town is
committed to doing the study and ready to bid but is awaiting confirmation on the
award of funding from the County. The Town is hopeful that the County funding will
cover the full $300,000 cost of the study.
3. Discussion - Cambium Affordable Housing Consultant Proposal
Administrator Robson presented a proposal for SJY Management LLC to provide the
affordable housing for the Town of Mamaroneck at the Cambium. Administrator
Robson reminded the Town Board that SJY Management, namely Ms. Lela Yasin,
has been the Town's consultant for our Section 8 and Affordable Housing Services
since the Community Services department director left. Ms. Yasin has been of
tremendous assistance to the Town during this transition period, managing the
transfer of the Town of Mamaroneck Section 8 program to HUD. The only piece of the
Community Services department that will remain is the affordable housing services,
which includes the ten units at the Cambium development. This proposal from SJY

Management covers the creation and maintenance of Cambium affordable housing
wait lists, including, but not limited to, sending out applications as requested,
gathering eligibility documents, updating applications, and answering inquiries from
both management and applicants. This agreement would take effect starting July 1,
2023, until June 30, 2024.
4. Discussion - Section 8 Office Proposal
Administrator Robson explained that this proposal, from SJY Management LLC (Ms.
Lela Yasin), covers closeout services for the Town of Mamaroneck Section 8
program. The original contract to run this program expires on June 30, 2023. This new
proposal will cover any additional work to finalize the Town's dealings with Federal,
State, and nonprofit agencies. This will wrap up the Section 8 work in the Community
Services office of the Town and should take just a few weeks.
5. Discussion - 2023 Bond Resolutions
Town Comptroller Tracy Yogman presented the 2023 Bond Resolutions and
answered several questions from the Town Board. Comptroller Yogman highlighted
that for the Water District the Town will bond $5 million each year over four
consecutive years, to eliminate any spikes in the Town's spending which might affect
our bond rating.
6. Discussion - 2023 Capital Budget Amendments
The Town Comptroller reviewed the 2023 capital budget amendments. The Town
Board asked a few questions of Comptroller Yogman, who explained that all of the
capital budget amendments are really cost increases to budgeted projects.
Comptroller Yogman also noted that likewise the Rye Lake Filtration project budget
amendment is required to true up to what we have actually spent.
7. Discussion - Award of Bid - TA-23-08 - Reconstruction of Municipal Sidewalks
and Curbing
Administrator Robson explained that bid procurement was recently completed for the
Town's 2023 reconstruction of sidewalk and curbing contract, which consists of
sidewalk and curbing along the roadways listed in the Town's multiyear sidewalk and
curb replacement capital plan. The Town Board asked if both sides of Maple Hill Drive
will be included in this reconstruction. Administrator Robson confirmed yes, both sides
of Maple Hill Drive are included in this project.
8. Discussion - Award of Bid - TA-23-09 - Resurfacing of Various Roads
Administrator Robson explained bid procurement was recently completed for the
Town's 2023 road resurfacing project. This project consists of pavement resurfacing
and related work on various streets throughout the Town, including Carol Lane,
Carriage House Lane, Deerfield Lane, Forest Ave, Gate House Lane, Holly Place,
Hudson Place, Jenny Close, Katie Lane, Marbourne Drive, Wagon Wheel Road, and
Wellhouse Close. Roads included in this year's project are consistent with the
recommended list published in the Town's 2021 Three Year Paving Plan document.
The Board asked about removing Valley Stream Road, as an alternate, or confirming
that it will not be done until after the bridge work is complete.
Administrator Robson pointed out that one of the capital budget amendments tonight
includes an increase in the ConEdison reimbursements. The Administrator added that
Valley Stream Road will have to be repaved next summer, as Town Engineer Robert
Wasp wants the bridge work to be prioritized and completed before the winter.
The Town Board questioned if Holly Place and Hudson Place should have been
included as alternate roads, noting that they are quite a distance from the other roads
being resurfaced.

9. Discussion - 2024 Budget Calendar
The Town Board noted that only two meeting dates for the Town Board to review the
2024 Budget Calendar— one on the 18th of October at the Senior Center, and then
another on November 8th — seemed a bit light. Supervisor Elkind Eney agreed that
she would like to add another meeting to discuss and recap the big picture, the
philosophy, and generally tie everything up. Administrator Robson suggested holding
that review during the Saturday, October 21st meeting, which is the extra evening
meeting already scheduled for the budget. Administrator Robson pointed out that the
December 20th `Final Adoption of the 2024 Budget' is the statutory deadline.
10. Discussion - Authorization of Architectural Consultant Proposal - Tree Garage
Rehabilitation
Administrator Robson told the Town Board that the Tree Garage has been sinking for
years and the roof needs restructuring, adding that the Tree Garage project has been
included in the Town's capital improvement plan for several years. This proposal from
Lothrop Associates Architects DPC is to finally get a plan in place to get the work
done and the Engineering Department recommends authorizing the agreement.
11. Discussion - Graphic Design Services Proposal
Administrator Robson reviewed the graphic design services proposals from Skeo
Solutions, Inc., noting that both the Mid-Level and High-Level Design options would
provide a graphic redesign of the Town's draft Comprehensive Plan. Administrator
Robson pointed out that while the higher-level option gets us a completed document,
the mid-level option requires that we then take the document provided and add in all
of our own photos and all the bells and whistles. Supervisor Elkind Eney mentioned
that the Town does not have either the staff or the time to add in everything required
of the Mid-Level Design, so recommended that we go with the High-Level Design
proposal. Comptroller Yogman confirmed that we have the money left in the
Comprehensive Plan budget to fund the High-Level Design.
12. Request for Executive Session
Councilman King joined the meeting at 7:20 p.m.
Moved by Councilwoman Katz, seconded by Councilwoman Nichinsky, the Town
Board agreed to enter into Executive Session to discuss the proposed acquisition,
sale, or lease of real property, the Save the Sound litigation, and the employment of a
particular individual.

Board unanimously agreed to resume the Regular Meeting.

14. Additions to Regular Meeting Agenda
The Town Board agreed to add to the agenda a Certiorari, two resolutions for Public
Hearings on the bonds, and a resolution to change the meeting date for the work
session in July.

The Town Board meeting convened in the Courtroom Located on the second floor at the Town
Center. The Public was to view the meeting on cable access television (Optimum 76/ Fios 35) or on

CALL TO ORDER
The Regular Meeting of the Town Board was called to order by Supervisor Elkind Eney at
8:30 p.m.
Supervisor Elkind Eney noted that the Town Board met for a Work Session beginning at five
o'clock this evening.
SUPERVISOR'S REPORT
Welcome to the June 26, 2023, meeting of the Town Board of the Town of Mamaroneck. The
Town Board met today for a Work Session in Conference Room A starting at 5:00pm, which
is open to the Public.
I want to remind everyone to visit the Town Website townofmamaroneckny.org. The draft
Comprehensive Plan is now posted along with an opportunity to comment. It will be there for
this entire month. Since the Plan is based on resident comment, we ask you to please read it
and give us your comments and suggestions.
June 15, Meredith and I attended a meeting at the Senior Center where we discussed, with
the Seniors their concerns about the reconfigured parking lot and their requests for
alterations.
June 15, I attended the Annual Meeting of the LWV of Larchmont-Mamaroneck held at J.
Anderson's Books in Larchmont. Mamaroneck High School teacher Joseph Liberti was
honored by LWV with their "Defending Democracy" award that acknowledges his wonderful
work with MHS students inspiring them to delve deeper into the study of civics, government
and politics through his esteemed Original Civics Research and Action (OCRA) program that
takes students into the community to identify and define a problem, research and experiment
with strategies and solutions, and find a fix.

There were no Public Hearings.
RESIDENT COMMENTS
Supervisor Elkind Eney asked if anyone in the audience wished to address the Town Board.
Ms. Cathy Sears of the Larchmont Gardens Civic Association (LGCA) stood to speak with
the Board and requested an update on the Arches. Administrator Robson said that she
believed that the project would be presented to the Town Board at their meeting on July
19th. Ms. Sears then asked about the Hickory Grove Drive East sidewalk which stops at the
Village. Ms. Sears informed the Town Board that the LGCA channels had requested
comments to the Comprehensive Plan. In addition, Ms. Sears mentioned that one member of
the LGCA had witnessed a Town contractor dumping grass clippings into the Brook. The
LGCA requested that the Town address with our contractors. Ms. Sears then asked about
the catch basin, which Administrator Robson said had recently been done.

BOARD OF FIRE COMMISSIONERS
1. Call to Order
Commissioner Elkind Eney called the Meeting to order, then on motion of
Commissioner King and seconded by Commissioner Katz the Board of Fire
Commissioners was unanimously declared open.

2. Fire Claims
Moved by Councilman King, seconded by Commissioner Katz, it was
RESOLVED that the Board of Fire Commissioners hereby approves the
attached list of fire claims totaling $13,986.41.

There being no further business to come before the Fire Commission, on motion of
Commissioner King, Seconded by Commissioner Nichinsky, the Commission
unanimously adjourned and the Town Board reconvened.
AFFAIRS OF THE TOWN OF MAMARONECK
1. Authorization - Cambium Affordable Housing Consultant Proposal
Moved by Councilwoman Katz, seconded by Councilwoman Nichinsky, it was
RESOLVED that the Town Board hereby approves the agreement with SJY
Management to create and maintain affordable housing wait lists from July 1,
2023, to June 30, 2024, for a total amount of$6,000, and hereby authorizes the
Town Administrator to execute the agreement and any related documents
necessary to carry out its implementation.

2. Authorization - Section 8 Office Proposal
Moved by Councilman King, seconded by Councilwoman Katz, it was
RESOLVED that the Town Board hereby authorizes the Town Administrator to
accept the proposal from SJY Management, LLC for the Section 8 program
closeout and hereby authorizes the Town Administrator to execute the
agreement and any related documents necessary to carry out its
implementation.

3. Adoption of 2023 Bond Resolutions
Administrator Robson explained that, while most people probably know the process,
for those that do not, once the Town goes through the budget process and projects
are approved for capital expenditure, then we must bond the projects that require
financing. Supervisor Elkind Eney added that this is a way of funding our projects
without taking the money from our cash reserves. Comptroller Yogman stated that
most of these projects are in the Town's 2023 adopted capital plan. There are three
additional projects that were added since the '23 capital plan was adopted. In
speaking with our financial advisors who are assisting us with the bonding, she
added, the interest rates that we will be borrowing at will most likely be from about 3.6
to 3.85 percent. While this is a bit higher than what we have paid in the past, interest
rates are on the rise, and as Supervisor Elkind Eney pointed out our rates are most
favorable given our AAA bond rating. The Town Board thanked Comptroller Yogman
for having garnered the Town that rating. Before going into the resolutions for each
bond, Comptroller Yogman mentioned the schedule which is in the agenda packet
and stated that we will be closing in September on the bonds for all of these projects,
but the financial advisor will go through all of these projects as we get closer to the
close and will advise on how many years we should bond for and then mentioned we
have a few bonds for which we may do a short term bond because we expect some
revenue against those bonds that we can pay down more quickly.
A. A RESOLUTION AUTHORIZING, SUBJECT TO PERMISSIVE REFERENDUM,
TOWN CENTER RENOVATIONS, IN AND FOR the Town of Mamaroneck,
Westchester County, New York, at a maximum estimated cost of $432,000 and
authorizing the issuance of $432,000 serial bonds of said Town to pay the cost
thereof.
Moved by Councilwoman Nichinsky, seconded by Councilwoman Katz,
WHEREAS, the capital project hereinafter described, as proposed, has been
determined to be a Type II Action pursuant to the regulations of the New York
State Department of Environmental Conservation promulgated pursuant to the
State Environmental Quality Review Act, which regulations state that Type II
Actions will not have a significant adverse impact on the environment;
NOW, THEREFORE,
WHEREAS it is now desired to authorize the financing of such capital project;
NOW, THEREFORE,
BE IT RESOLVED, by the affirmative vote of not less than two-thirds of the total
voting strength of the Town Board of the Town of Mamaroneck, Westchester
County, New York, as follows:
Section 1. Reconstruction of Town Center facilities in and for the Town of
Mamaroneck, Westchester County, New York, including incidental
improvements and expenses in connection therewith, is hereby authorized at a
maximum estimated cost of$432,000.
Section 2. The plan for the financing of the aforesaid maximum estimated
cost is by the issuance of$432,000 bonds of said Town, hereby authorized to
be issued therefor pursuant to the provisions of the Local Finance Law.
Section 3. It is hereby determined that the period of probable usefulness of
the aforesaid class of objects or purposes is twenty-five years, pursuant to
subdivision 12(a)(1) of paragraph a of Section 11.00 of the Local Finance Law.
It is hereby further determined that the maximum maturity of the bonds herein
authorized will exceed five years.
Section 4. The faith and credit of said Town of Mamaroneck, Westchester
County, New York, are hereby irrevocably pledged for the payment of the
principal of and interest on such bonds as the same respectively become due
and payable. An annual appropriation shall be made in each year sufficient to
pay the principal of and interest on such bonds becoming due and payable in
such year. There shall annually be levied on all the taxable real property of said
Town Board

Town, a tax sufficient to pay the principal of and interest on such bonds as the
same become due and payable.
Section 5. Subject to the provisions of the Local Finance Law, the power to
authorize the issuance of and to sell bond anticipation notes in anticipation of
the issuance and sale of the bonds herein authorized, including renewals of
such notes, is hereby delegated to the Supervisor, the chief fiscal officer. Such
notes shall be of such terms, form and contents, and shall be sold in such
manner, as may be prescribed by said Supervisor, consistent with the
provisions of the Local Finance Law.
Section 6. All other matters, except as provided herein relating to such
bonds, including determining whether to issue such bonds having substantially
level or declining annual debt service and all matters related thereto,
prescribing whether manual or facsimile signatures shall appear on said bonds,
prescribing the method for the recording of ownership of said bonds,
appointing the fiscal agent or agents for said bonds, providing for the printing
and delivery of said bonds (and if said bonds are to be executed in the name of
the Town by the facsimile signature of the Supervisor, providing for the manual
countersignature of a fiscal agent or of a designated official of the Town), the
date, denominations, maturities and interest payment dates, place or places of
payment, and also including the consolidation with other issues, shall be
determined by the Supervisor. Such bonds shall contain substantially the
recital of validity clause provided for in section 52.00 of the Local Finance Law
and shall otherwise be in such form and contain such recitals in addition to
those required by section 52.00 of the Local Finance Law, as the Supervisor
shall determine.
Section 7. This resolution shall constitute a statement of official intent for
purposes of Treasury Regulations Section 1.150 - 2. Other than as specified in
this resolution, no monies are, or are reasonably expected to be, reserved,
allocated on a long-term basis, or otherwise set aside with respect to the
permanent funding of the object or purpose described herein.
Section 8. The validity of such bonds and bond anticipation notes may be
contested only if:
1) Such obligations are authorized for an object or purpose for which said
Town is not authorized to expend money, or
2) The provisions of law which should be complied with at the date of
publication of this resolution are not substantially complied with,
and an action, suit or proceeding contesting such validity is commenced within
twenty days after the date of such publication, or
3) Such obligations are authorized in violation of the provisions of the
Constitution.
Section 9. Upon this resolution taking effect, the same shall be published in
summary form in the official newspaper of said Town for such purpose,
together with a notice of the Town Clerk in substantially the form provided in
Section 81.00 of the Local Finance Law.
Section 10. THIS RESOLUTION IS ADOPTED SUBJECT TO PERMISSIVE
REFERENDUM.

authorizing the issuance of $167,500 serial bonds of said Town to pay the cost

WHEREAS, the capital project hereinafter described, as proposed, has been

voting strength of the Town Board of the Town of Mamaroneck, Westchester
County, New York, as follows:
Section 1. The purchase and installation of a generator for the Highway
Garage, for said Town, including incidental expenses, is hereby authorized at a
maximum estimated cost of$167,500.
Section 2. It is hereby determined that the plan for the financing of the
aforesaid maximum estimated cost is by the issuance of$167,500 bonds of said
Town, hereby authorized to be issued therefor pursuant to the provisions of the
Local Finance Law.
Section 3. It is hereby determined that the period of probable usefulness of
the aforesaid specific object or purpose is five years, pursuant to subdivision
32 of paragraph a of Section 11.00 of the Local Finance Law. It is hereby further
determined that the maximum maturity of the bonds herein authorized will not
exceed five years.
Section 4. The faith and credit of said Town of Mamaroneck, Westchester
County, New York, are hereby irrevocably pledged for the payment of the

WHEREAS, the capital project hereinafter described, as proposed, has been
determined to be a Type II Action pursuant to the regulations of the New York
State Department of Environmental Conservation promulgated pursuant to the

NOW, THEREFORE,

Section 2. The plan for the financing of the aforesaid maximum estimated
cost is by the issuance of$995,000 bonds of said Town, hereby authorized to
be issued therefor pursuant to the provisions of the Local Finance Law.
Section 3. It is hereby determined that the period of probable usefulness of
the aforesaid class of objects or purposes is fifteen years, pursuant to
subdivision 20(c) of paragraph a of Section 11.00 of the Local Finance Law. It is
hereby further determined that the maximum maturity of the bonds herein
authorized will exceed five years.
Section 4. The faith and credit of said Town of Mamaroneck, Westchester
County, New York, are hereby irrevocably pledged for the payment of the
principal of and interest on such bonds as the same respectively become due
and payable. An annual appropriation shall be made in each year sufficient to

this resolution, no monies are, or are reasonably expected to be, reserved,
allocated on a long term basis, or otherwise set aside with respect to the
permanent funding of the object or purpose described herein.
Section 8. The validity of such bonds and bond anticipation notes may be
contested only if:
1) Such obligations are authorized for an object or purpose for which said
Town is not authorized to expend money, or
2) The provisions of law which should be complied with at the date of
publication of this resolution are not substantially complied with,
and an action, suit or proceeding contesting such validity is commenced within
twenty days after the date of such publication, or
3) Such obligations are authorized in violation of the provisions of the
Constitution.

determined to be a Type II Action pursuant to the regulations of the New York
State Department of Environmental Conservation promulgated pursuant to the
State Environmental Quality Review Act, which regulations state that Type II
Actions will not have a significant adverse impact on the environment;
NOW, THEREFORE,
WHEREAS it is now desired to authorize the financing of such capital project;

BE IT RESOLVED, by the affirmative vote of not less than two-thirds of the total

Section 2. The plan for the financing of the aforesaid maximum estimated
cost is by the issuance of$538,000 bonds of said Town, hereby authorized to
be issued therefor pursuant to the provisions of the Local Finance Law.
Section 3. It is hereby determined that the period of probable usefulness of
the aforesaid class of objects or purposes is fifteen years, pursuant to
subdivision 28 of paragraph a of Section 11.00 of the Local Finance Law. It is
hereby further determined that the maximum maturity of the bonds herein
authorized will exceed five years.
Section 4. The faith and credit of said Town of Mamaroneck, Westchester
County, New York, are hereby irrevocably pledged for the payment of the
principal of and interest on such bonds as the same respectively become due
and payable. An annual appropriation shall be made in each year sufficient to
pay the principal of and interest on such bonds becoming due and payable in
such year. There shall annually be levied on all the taxable real property of said
Town, a tax sufficient to pay the principal of and interest on such bonds as the
same become due and payable.
Section 5. Subject to the provisions of the Local Finance Law, the power to
authorize the issuance of and to sell bond anticipation notes in anticipation of
the issuance and sale of the bonds herein authorized, including renewals of
such notes, is hereby delegated to the Supervisor, the chief fiscal officer. Such
notes shall be of such terms, form and contents, and shall be sold in such
manner, as may be prescribed by said Supervisor, consistent with the
provisions of the Local Finance Law.

Westchester County, New York, at a maximum estimated cost of $480,000 and
authorizing the issuance of $480,000 serial bonds of said Town to pay the cost
thereof.

WHEREAS, the capital project hereinafter described, as proposed, has been
determined to be a Type II Action pursuant to the regulations of the New York
State Department of Environmental Conservation promulgated pursuant to the
State Environmental Quality Review Act, which regulations state that Type II
Actions will not have any significant adverse impact on the environment; and
WHEREAS, by a bond resolution dated June 16, 2021, the Town Board of the
Town of Mamaroneck, Westchester County, New York, authorized the issuance
of$387,000 serial bonds of said Town to pay the cost of the reconstruction of
the East Valley Stream Bridge, including incidental improvements and
expenses in connection therewith, in and for said Town; and
WHEREAS, it has now been determined to authorize additional financing for
said capital project;
NOW, THEREFORE,
BE IT RESOLVED, by the affirmative vote of not less than two-thirds of the total
voting strength of the Town Board of the Town of Mamaroneck, Westchester
County, New York, as follows:
Section 1. The reconstruction of the East Valley Stream Bridge, including
incidental improvements and expenses in connection therewith, in and for said
Town of Mamaroneck, Westchester County, New York, is hereby authorized at a
revised maximum estimated cost of$967,000.
Section 2. It is hereby determined that the plan for the financing of said
specific object or purpose is as follows:
a) by the issuance of the $387,000 bonds of said Town authorized to be
issued pursuant to the aforesaid bond resolution dated and duly adopted on
June 16, 2021;

b) by the expenditure of$100,000 available funds hereby appropriated
therefor; and
c) by the issuance of an additional$480,000 bonds of said Town hereby
authorized to be issued therefor, pursuant to the provisions of the Local
Finance Law, subject to permissive referendum.
Section 3. It is hereby determined that the period of probable usefulness of
the aforesaid specific object or purpose is twenty years, pursuant to
subdivision 10 of paragraph a of Section 11.00 of the Local Finance Law,
calculated from the date of issuance of the first obligations therefor, pursuant
to the bond resolution dated and duly adopted on June 16, 2021. It is hereby
further determined that the maximum maturity of the bonds herein authorized
will exceed five years.

4. Authorization - 2023 Capital Budget Amendments
Comptroller Yogman explained that these budget amendments are for price increases
and adjustments to existing budgeted projects, required to reflect and include actual
costs.

RESOLVED that the Town Board hereby authorizes the Town Comptroller to
make necessary budget amendments, as presented.

5. Award of Bid - TA-23-08 - Reconstruction of Municipal Sidewalks and Curbing
Town Administrator Meredith Robson explained that this is a bid for sidewalks and
curb replacement on the roadways listed in the Town's multiyear sidewalk and curb
replacement capital plan, including Maple Hill Drive.
Moved by Councilwoman Katz, seconded by Councilman King, it was
RESOLVED that the Town Board hereby awards the bid for the reconstruction
of municipal sidewalks and curbing services received and opened on May 10,
2023, to Coppola Paving & Landscaping Corp. in the amount of$322,300 and
hereby authorizes the Town Administrator to execute the agreement and any
related documents necessary to carry out its implementation.

6. Award of Bid - TA-23-09 - Resurfacing of Various Roads
Town Administrator Meredith Robson introduced this bid for the Town's annual road
work. The Administrator added that the Town is currently in negotiation with
ConEdison for a Joint Restoration Agreement for overlap of our planned paving with a
ConEdison project on Marbourne Avenue and Gate House Lane. Potential
contribution by ConEdison towards pavement restoration may provide the Town
sufficient funding to authorize additional work, so additional, alternate roads have
been identified. Further assessment will be completed once the Joint Restoration
Agreement and funding contribution by ConEdison is finalized.

RESOLVED that the Town Board hereby awards the bid for the resurfacing of
various roads received and opened on June 2, 2023, to Laura Li Industries in
the amount of$1,024,240 and hereby authorizes the Town Administrator to
execute the agreement and any related documents necessary to carry out its
implementation.

New York, has caused to be prepared an estimate of cost, pursuant to Section
202-b of the Town Law, relating to the increase and improvement of the
facilities of Garbage District No. 1, in the Town of Mamaroneck, Westchester
County, New York(the "Garbage District"), being the purchase of a garbage
truck, including incidental equipment and expenses in connection therewith, at
a maximum estimated cost of$303,000; and
WHEREAS, said capital project has been determined to be a Type II Action
pursuant to the regulations of the New York State Department of Environmental
Conservation promulgated pursuant to the State Environmental Quality Review
Act ("SEQRA"), the implementation of which as proposed, it has been
determined will not result in a significant environmental effect; and
WHEREAS, it is now desired to call a public hearing on the question of the
increase and improvement of the facilities of said Garbage District, in the matter
described above, and to hear all persons interested in the subject thereof,
concerning the same, in accordance with the provisions of Section 202-b of the
Town Law;
NOW, THEREFORE, IT IS HEREBY
ORDERED, by the Town Board of the Town of Mamaroneck, Westchester

County, New York (the "Water District"), consisting of the Town's share of the
cost of the following projects and expenses of the Westchester Joint Water
Works being: a) the Rye Lake turbity curtain ($168,200), b) Country Lane water
main replacement ($252,500), and c) improvements to the Rye Lake Filtration
Plant ($22,132,000), in each case including incidental improvements, equipment
and expenses in connection therewith as applicable, at a maximum estimated
cost of$22,552,700; and
WHEREAS, said capital project hereinafter described, as proposed, has been
determined to be an Unlisted Action pursuant to the regulations of the New
York State Department of Environmental Conservation promulgated pursuant to
the State Environmental Quality Review Act, which it has been determined will

• Movies in the park will continue on July 7th when the movie Red will be shown.
• Summer Concerts will resume with Back to the Garden 1969 kicking off on July 10th
Councilwoman Katz
• Attended a Larchmont Library Board meeting last week.
• Suggested everyone visit the Larchmont Library website to see everything they have
going on over the summer.
• Reminded everyone to please drive carefully.
Councilwoman Nichinsky
• On the 14th, attended a Planning Board Meeting where they went over their
suggestions to the Comprehensive Plan and said goodbye to Francine Brill.
• Looking forward to the Fourth of July.
TOWN CLERK'S REPORT
The Town Clerk congratulated her daughter on her recent Mamaroneck High School
graduation; wished her father, husband and all the fathers in Town a happy Father's Day;
and wished everyone a happy Juneteenth.
TOWN ATTORNEY'S REPORT
Went to the New York Botanical Garden's Rockefeller Rose Garden and highly recommends
taking a visit and to stop and smell the roses!
