Housing Authority Meeting
Monday, May 1, 2023 Conference Room C, Ground Floor of Town Center 7:30 PM

7:30 PM The Housing Authority Regular Meeting
1. Call to order
Chair Battalia called to order the Regular Meeting of the Housing Authority at 7:30pm.
2. Report of Minutes from the April 3, 2023 Housing Authority Meeting
Due to the absence of Member Christie Philbrick-Wheaton and that Member Meg
Deshpande were not present at the April meeting, the minutes could not be approved
and will be added to the agenda for the June meeting for approval.
3. Review of 2022 Financial Audit
Christopher Kopf and Lawrence Feldman from PFK O'Connor Davies came to
reviewed the 2022 financial audit with the Housing Authority. They noted that the cash
assets improved greatly. Mr. Kopf and Mr. Feldman reviewed the purpose of
recording for GASB, which is for transparency. Chris noted that the fund balance and
utilities were increased. Cash received from rent decreased and extra cash was
received. Mr. Kopf said that in short the Housing Authority is in a good financial
position. Mr. Kopf explained to Mr. Thaul how certain calculations are ascertained.
Chair Battalia, Mr. Padernacht, Mr. Kopf, and Mr. Feldman discussed the
contingencies listed in the report.
4. Executive Session
Moved by Board Member Mileto, seconded by Board Member Thaul
The Mamaroneck Housing Authority agreed to enter into Executive Session to discuss
pending and potential litigation.

Moved by Board Member Deshpande, seconded by Board Member Mileto
The Mamaroneck Housing Authority agreed to exit Executive Session.

Mr. Padernacht reviewed the monthly report with the Housing Authority. He noted that
the Housing Authority has chosen to move forward with notice to cure letters based
on arrears and that Section 8 requirements are fulfilled. Mr. Padernacht explained
how to fulfill the unit requirements for Section 8 with Mr. Thaul. He then reviewed the
Section 8 renewals. The renewals process for regular tenants is going well with 14
renewal leases signed. Mr. Padernacht said tenants have provided the necessary
documents for renewals. Chair Battalia noted that the Housing Authority needs to
know how many occupants are actually living in each unit, and then Chair Battalia and
Mr. Thaul discussed why they need to know. Chair Battalia explained it was for
income requirements. Mr. Mileto mentioned that in past he implemented a fob system
to know exactly who is living in a unit. The Housing Authority agreed it may be a
future project. Mr. Padernacht then reviewed the cash report with the Housing
Authority. Chair Battalia and Mr. Padernacht reviewed how many vacant units there
are. Mr. Thaul and Mr. Padernacht discussed the possible need for tenants to inform
Midas if they are to leave their unit vacant for an extended period of time, and what to
do if a tenant is not onsite during an emergency, which would require entry to their
unit. Mr. Padernacht described how much work Brandon does around the complex
and how that keeps certain costs down. Mr. Mileto suggested having a notice that
tenants who leave for extended times should inform the Housing Authority.
6. Update on Various Unit Repairs
Mr. Altieri reviewed the necessary repairs for the complex. He said the project will be
divided into different parts, replacing carpet, dry wall, and sub floor/insulation. Mr.
Altieri said a bid document must be put together for the project. Ms. Deshpande and
Mr. Altieri discussed spacing the project out. Mr. Altieri said it would not work because
it would be delay the project. Ms. Deshpande and Mr. Padernacht discussed the
insulation project that was completed 10 years ago. Apparently the type of insulation
may have caused damage to the sub-floor. Ms. Deshpande said insulation is
necessary because of heat and sound issues. Mr. Padernacht said the insulation
currently in the units is not of high quality.
7. Update - No Smoking Area
Mr. Altieri reviewed the no smoking area. He said work will be halted until the trees
stop shedding for work to begin. Mr. Altieri and Mr. Padernacht discussed the fences
for the area. Mr. Altieri said he would send signage information to Ms. Deshpande.
Ms. Deshpande and Mr. Padernacht discussed using a standard of light bulbs and
other sustainable practices for the complex.
Chair Battalia and Mr. Thaul discussed the issue of smoking in the units and the
issue's history. Chair Battalia then described the past complaints from tenants.
8. Update -Officers
Chair Battalia announced that effective May 31, 2023 she will be stepping down as
Chair of the Housing Authority and that Mr. Mileto is willing to assuming the position.
Both Chair Battalia and Mr. Mileto formally submitted their resignations of their
respective offices, effective May 31, 2023.
There being no nominations from the floor, Chair Battalia asked for motions to fill
these vacancies.
Moved by Board Member Thaul, seconded by Board Member Mileto
Resolved, that The Mamaroneck Housing Authority does hereby appoint Joseph
Mileto as Chair of The Mamaroneck Housing Authority.

Resolved, that The Mamaroneck Housing Authority does hereby appoint Dolores
Battalia as Vice Chair of The Mamaroneck Housing Authority.

9. Update -Continued
Chair Battalia informed those present that she will continue to be responsible for
handling tenant matters which arise.
Chair Battalia also stated she would like everyone to bring a calendar to the next
meeting to discuss meeting dates for July and September.
10. Adjournment
The meeting was adjourned at 8:40pm.
