June 19 became a federal holiday in 2021, known as "Juneteenth". Juneteenth is not currently a Town
recognized holiday. If the Town Board chooses, this holiday may be added to the list of holidays
recognized by the Town.
Action Requested:
Resolved that the Town Board supports the observance of"Juneteenth" and hereby adds
it to the list of annual Town holidays beginning on June 19,2023.

Attached is a memo from Town Engineer,Rob Wasp,regarding the construction contract award for the
Waverly Avenue Bridge Replacement. The lowest responsive and responsible bid proposal was
submitted by ELQ Industries, Inc. in the amount of $3,687,776.42. As you may recall, I mentioned
recently when we discussed the HVEA Agreement that there may be a shortage in available funding
for actual construction. Though the potential shortage is approximately $400,000, we are expecting to
transfer unused Hillside Bridge project funds in the amount of$184,000 to this project and the$400,000
figure is dependent upon the final outcome of the construction. The time and materials ultimately used
will determine the final costs, so the final figure may be less than$400,000. If necessary,the Town will
need to approve additional funding.
Action Requested:
Resolved that the Town Board hereby awards the bid for the Waverly Avenue Bridge
Replacement received and opened on April 11, 2023 to ELQ Industries, Inc. for
construction services in the amount of $3,687,776.42, contingent on receipt of NYSDOT
concurrence,and hereby authorizes the Town Administrator to execute the agreement and
any related documents necessary to carry out its implementation.

Subject: Authorization of Construction Contract Award Waverly Avenue Bridge
Replacement
General:
Advertisement of bid documents was recently completed for construction of the Waverly Avenue
Bridge Replacement. Bid documents were published on the Town's bidnet portal as well as the New
York State Contract Reporter beginning on March 3rd. A total of seven (7) contractor proposals were
received by the Town on April 11th and subsequently reviewed by Town consultant HVEA Engineers.
Please refer to the enclosed Sponsor Documentation Letter that was transmitted to the NYSDOT earlier
this week.
The lowest responsive and responsible bid proposal was submitted by ELQ Industries, Inc. in the
amount of$3,687,776.42. No errors or omissions were found during the review of ELQ's proposal.
The Town is familiar with ELQ's experience through their performance record on numerous Town
projects. HVEA Engineers has also shared their own positive experience working with ELQ Industries
on bridge replacement projects where federal funds administered through the NYSDOT BridgeNY
program were involved.
Outside funding secured for the Waverly Avenue Bridge Replacement includes the original 2018
BridgeNY grant award ($1,750,166) and the recent Flood Mitigation award ($2,084,986) contributed
by Westchester County. Local match funds in the amount of$249,000 were appropriated by the Town
in 2019 based upon expected project costs at that time. Actual costs incurred by the Town during the
design, and right-of-way acquisition phases of the project exceeded initial estimates. Preliminary
review of overall project costs with addition of the recent construction phase services by HVEA
Engineers has identified a potential budget shortfall of approximately $400,000 dependent on the actual
time to complete and measured quantities of materials utilized during construction. Surplus balance
($184k) available from the recently completed Hillside Avenue Bridge project can be reappropriated
towards the Waverly Avenue Bridge project. Further information on the project budget will be available
for discussion at the upcoming Town Board meeting.

Authorization of construction contract award from NYSDOT is required to be received prior to
execution of the construction contract. The Engineering Depailtnent recommends that conditional
authorization of contract award to ELQ Industries, Inc. is made contingent on receipt of NYSDOT
concurrence.

In accordance with Chapter 14 of NYSDOT's Local Projects Manual (LPM), the Town of
Mamaroneck has advertised, accepted bids, and completed the award process for the
construction contract for the above-referenced locally administered federal aid project including:
• Advertised, at least 15 business days before the bid opening in the NYS Contract
Reporter;
• Indicated the Disadvantaged Business Enterprise (DBE) goals in the ad;
• Opened bids and read them aloud in a public forum in accordance with standard
competitive bidding procedures and requirements;
• Mathematically verified bids and determined if bids are responsive;
• Provided a tabulation of all bids received at a public bid opening (attached);
• Determined low bidder and, if applicable, the low bidder in accordance with approved
alternate bidding procedures, if used;
• Evaluated responsibility of the low bidder in accordance with Section 14.4.1 of the LPM;
• Analyzed bids in accordance with Section 14.4.2 of the LPM (attached);
• Evaluated and ensured appropriate DBE participation by DBE firms listed on NYSDOT
registry prior to award;
• Completed all outstanding items, if any, which were incomplete at the time Authorization
to Proceed with Advertisement was issued (Right-of-Way, permits, Construction

• Submitted the Contract Award Documentation Package with the checklist, described in

Subject: Consideration of Acceptance of Title to a Portion of Pryer Manor Road
General:
The Board will recall that a title search uncovered that small sections of Pryer Manor Road located
within the Town actually are owned by the City of New Rochelle. The City has no use for these slivers
but the Town should have title to them so that it will own all of the portion of Pryer Manor Road that
is located within its borders.
The City Council appears to be amenable to transferring its title to these areas at no cost to the Town.
Corporation Counsel advised me that she expects the Council to vote on a motion to do so at its May
16 meeting. Accordingly, it is appropriate for this Board to vote to accept such a conveyance. A
proposed resolution is being submitted to you with this memorandum.

Resolution re: Acquiring title to the portion of Pryer Manor Road located within the
unincorporated area of the Town of Mamaroneck that is owned by the City of New Rochelle
WHEREAS, a search of the records kept by the Westchester County Clerk demonstrates
that a portion of Pryer Manor Road located within the unincorporated area of the Town
is owned by the City of New Rochelle, and,
WHEREAS, it is appropriate for the Town to have title to the entire portion of Pryer
Manor Road that is located within in its unincorporated area, and
WHEREAS, the City of New Rochelle has no need to own any portion of Pryer Manor
Road lying outside its municipal boundaries, and
WHEREAS, the City of New Rochelle is willing to convey to the Town its title to the
portion of Pryer Manor Road that is located within the unincorporated area of the Town.
NOW THEREFORE,BE IT
RESOLVED, that the Town of Mamaroneck will accept a deed from the City of New
Rochelle transferring to the Town the portion of Pryer Manor Road that is located within
the unincorporated area of the Town but owned by the City, and
BE IT FURTHER
RESOLVED, that the Town Administrator is authorized and directed to sign all
documents necessary in order for the deed transferring such title from the City of New
Rochelle to the Town to be recorded by the Westchester County Clerk, and
BE IT FURTHER
RESOLVED, that the Town Administrator arrange to have such deed recorded by the
Westchester County Clerk as soon as possible after the requisite documents have been
signed.

BID OPENING, ANALYSIS, CERTIFICATION, AND RECOMMENDATION
Dear Ms. Trocard:
In accordance with Chapter 14 of NYSDOT's Local Projects Manual (LPM), the Town of
Mamaroneck has advertised, accepted bids, and completed the award process for the
construction contract for the above-referenced locally administered federal aid project including:
• Advertised, at least 15 business days before the bid opening in the NYS Contract
Reporter;
• Indicated the Disadvantaged Business Enterprise (DBE) goals in the ad;
• Opened bids and read them aloud in a public forum in accordance with standard
competitive bidding procedures and requirements;
• Mathematically verified bids and determined if bids are responsive;
• Provided a tabulation of all bids received at a public bid opening (attached);
• Determined low bidder and, if applicable, the low bidder in accordance with approved
alternate bidding procedures, if used;
• Evaluated responsibility of the low bidder in accordance with Section 14.4.1 of the LPM;
• Analyzed bids in accordance with Section 14.4.2 of the LPM (attached);
• Evaluated and ensured appropriate DBE participation by DBE firms listed on NYSDOT
registry prior to award;
• Completed all outstanding items, if any, which were incomplete at the time Authorization
to Proceed with Advertisement was issued (Right-of-Way, permits, Construction

Management Plan, etc.);
• Submitted the Contract Award Documentation Package with the checklist, described in
Section 14.7 of the LPM to the RLPL;
• All environmental permits and approvals have been secured except those identified in
the contract documents as needing to be obtained and secured by the contractor;

General:
The Board will recall that a title search uncovered that small sections of Pryer Manor Road located
within the Town actually are owned by the City of New Rochelle. The City has no use for these slivers
but the Town should have title to them so that it will own all of the portion of Pryer Manor Road that
is located within its borders.
The City Council appears to be amenable to transferring its title to these areas at no cost to the Town.
Corporation Counsel advised me that she expects the Council to vote on a motion to do so at its May
16 meeting. Accordingly, it is appropriate for this Board to vote to accept such a conveyance. A
proposed resolution is being submitted to you with this memorandum.

WHEREAS, a search of the records kept by the Westchester County Clerk demonstrates
that a portion of Pryer Manor Road located within the unincorporated area of the Town
is owned by the City of New Rochelle, and,
WHEREAS, it is appropriate for the Town to have title to the entire portion of Pryer
Manor Road that is located within in its unincorporated area, and
WHEREAS, the City of New Rochelle has no need to own any portion of Pryer Manor
Road lying outside its municipal boundaries, and
WHEREAS, the City of New Rochelle is willing to convey to the Town its title to the
portion of Pryer Manor Road that is located within the unincorporated area of the Town.
NOW THEREFORE,BE IT
RESOLVED, that the Town of Mamaroneck will accept a deed from the City of New
Rochelle transferring to the Town the portion of Pryer Manor Road that is located within
the unincorporated area of the Town but owned by the City, and
BE IT FURTHER
RESOLVED, that the Town Administrator is authorized and directed to sign all
documents necessary in order for the deed transferring such title from the City of New
Rochelle to the Town to be recorded by the Westchester County Clerk, and
BE IT FURTHER
RESOLVED, that the Town Administrator arrange to have such deed recorded by the
Westchester County Clerk as soon as possible after the requisite documents have been

General:
Authorization is requested to appoint Luciano Puccella to the full-time position of Laborer in the
Highway Department at an annual salary of$54,841, effective May 22. The opening is the result of a
retirement earlier this year. The funding for the position is reflected in the 2023 budget. If appointed,
he will be required to serve a fifty-two (52) week probationary period and he will have to obtain his
CDL license within that time.
Several candidates were interviewed for the position. Mr. Puccella is being recommended for the
position based on his experience working as a laborer for a local landscaping company, given this
position will be assigned to the parks department. As such, he possesses the experience and skills to
perform those duties.
It is anticipated that Mr. Puccella will have a positive impact on the overall operations of the Highway
Department. If appointed, his duties will include, but not limited to, performing various labor tasks,
snow plowing and hauling debris, gravel, and waste material.

The Work Session of the Town Board was called to order by Supervisor Elkind Eney. Moved
by Councilwoman Katz, seconded by Councilwoman Fiddelman, the Work Session
unanimously opened at 5:02 p.m.
CALL TO ORDER
WORK SESSION ITEMS
1. Discussion -Tree Law
The Town Board reviewed and discussed various sections of the Tree Law.
2. Discussion - LMC Renovations
The Town Board discussed LMC Media's request to move forward with their
renovation, agreeing that the Board supports LMC Media planning out their space as
long as the grant supports that planning.
3. Discussion - New York State Thruway Authority Agreement
Town Clerk Allison May proposed an agreement allowing the Clerk's office to sell pre-
paid E-ZPass Tags. The Clerk's office would purchase the Tags for$21.00 each from
the Thruway Authority and would sell the Tags for$25.00, allowing the Town to keep
$4.00 per sale. The Clerk's office would purchase approximately $500 worth of Tags
at a time. Although the Town Clerk expects these Tag sales to be limited, it will
provide an additional service the Clerk's office offers to our Town residents and
others. Supervisor Elkind Eney thanked the Clerk for finding an additional way to
serve the public, even if it means more work for the Clerk's office. The Board agreed
to authorize the agreement during tonight's Regular Meeting.

4. Discussion -Westchester County Firearms Training Agreement
Town Administrator Meredith Robson explained this is a standard agreement to allow
Town of Mamaroneck officers to receive access to Westchester County's firing range
facility in Valhalla. The Town Administrator noted that the Town sends our own
training officers to the training sessions and also assists the County in covering other
training, if necessary, offsetting the total cost to the Town. The Board suggested that
the overtime cost of the officer may be greater than the cost of paying for another
instructor, suggesting the Administrator consider doing a cost benefit analysis. The
Board agreed to authorize this agreement later tonight during the Regular Meeting,
agreeing that it pays to spend money on this training.
5. Discussion -Westchester County Public Safety Answering Point("PSAP")
Agreement
The Town Administrator introduced this proposed agreement between the Town of
Mamaroneck and Westchester County regarding the provision of enhanced 911
services Public Safety Answering Point ("PSAP"), which is our dispatch service. The
Administrator noted that this is a continuation of the Town's current agreement which
outlines the responsibilities of both the Town and the County. This agreement would
last for a five-year term beginning on October 1, 2022, and continuing through
September 30, 2027. The Board asked how 911 calls are received and routed.
Administrator Robson explained that if a 911 call is made from a landline in the Town,
it comes in directly to our Police Department. If a 911 call is made from a cellphone, it
goes to New York State Police and is routed to the Town Police Department. If a Fire
or EMS 911 call comes into the Town Police Department, the call is routed to 60
Control for dispatch by the County.
6. Discussion- Local Law to Place a Stop Sign at the Exit onto Rockridge Road
Town Attorney William Maker Jr. presented the Town Board with a proposed local law
known as "Stop Sign at the Exit onto Rockridge Road from the Commercial Use
Operated at the Property Designated on the Town's Assessment Roll as Section 4,
Block 412, Lot 288". Attorney Maker said for proper traffic regulation, we want to
ensure that motor vehicles leaving the Dunkin Donuts parking lot should come to a full
stop before proceeding onto Rockridge Road. The Town Board agreed to set a Public
Hearing for April 19, 2023, at the Regular Meeting later tonight.
7. Discussion—Local Law Prohibiting Smoking in Town Parks
Town Attorney Maker introduced the proposed Local Law prohibiting smoking in Town
parks to include tobacco, cannabis, and electronic cigarettes. The Town Board agreed
to set a Public Hearing on this new local law during the Regular Meeting later in the
evening, with the correction of the second item "T"to a"U". Also, the Board asked
Attorney Maker to determine if Town parks include the Leatherstocking Trail.
8. Exception to Filmmaking Law
Town Attorney Maker introduced the proposed Local Law creating an exemption from
the Filmmaking Law permitting recordings done by individuals within their own homes
or places of business. After discussion, the Town Board agreed to wait for Attorney
Maker to rework the proposed Local Law to further clarify that the exemption would
apply to individuals doing their own filming in their own homes and/or businesses.
9. Discussion -Award of Bid -TA-23-02- Memorial Park Walkways &Sidewalk
Replacement(Rebid)
The Town Administrator stated that the Town's Engineer had recently rebid the
Memorial Park Walkways and Sidewalk Replacement project. The apparent low
bidder is "Peter J. Landi, Inc" at the submitted total price of$128,500.00 for the full
project scope.
10. Discussion -Award of Bid -TA-23-05- Landscape Maintenance Services -Town

Cemeteries and Right of Ways-2023-2024
Town Administrator Robson stated that the Town had recently received three bids for
this project that provides for regular landscape maintenance activities at various Town
road rights-of-way and cemeteries throughout the Unincorporated Area. Tasks include
grass mowing, brush and tree branch trimming, invasive species/litter removal and
spring/fall seasonal cleanups. Town Supervisor Elkind Eney mentioned that she has a
written complaint about the lowest bidder, ACL Property Maintenance, Inc. The Board
then discussed several other recent complaints regarding other Town service
providers.
11. Discussion -Award of Bid -TA-23-07- Landscape Maintenance Services -
Senior Center, Hommocks Fields & Pool Area
Town Administrator Robson explained that this contract provides for regular
landscape maintenance activities at the Town Senior Center, Hommocks Fields, and
Pool Complex. The Board asked why the Town bids these maintenance contracts
separately, to which Administrator Robson explained that the work would be too large
in one contract, as there are so many, small areas involved that it may be difficult for
one company to manage everything well.
12. Discussion - Disposal of Town Devices
The Town Administrator noted the surplus list of devices provided by the IT
Department which are no longer necessary for Town operations. Many of these
devices have been repositories for confidential information and must be disposed of in
an appropriate manner, so IT is requesting that the Board allow them to dispose of
and/or recycle these systems once all internal storage devices have been removed,
wiped of all data, and destroyed. The Board agreed to approve this resolution later in
the Regular Meeting.
13. Discussion - Resolution to Oppose the Discharge of Contaminated Water from
Indian Point
Town Supervisor Elkind Eney explained how Town Attorney Maker had reworked the
County resolution opposing the discharge of contaminated water from Indian Point for
the Town. The Town Board agreed to approve this resolution later during the Regular
Meeting.
14. Discussion -State Building Code Resolution
Town Attorney Maker explained that New York State has amended the Uniform Fire
Prevention and Building Code. The overhaul of articles and section of the Town Code
necessary to adopt the State's new building code will be a considerable task.
Tonight's proposed State Building Code Resolution is the first step towards adopting
the new code as amended. Attorney Maker stressed that this is about code, not
zoning. The Town Board agreed to approve this resolution during the Regular Meeting
later tonight.
15. Request for Executive Session
Moved by Councilwoman Fiddelman, seconded by Councilwoman Katz, the
Town Board agreed to enter into Executive Session to discuss the proposed
acquisition, sale, or lease of real property.

Stormwater Grant--The Town Supervisor asked the Board if they would like to move
forward with studying the Town stormwater system using the$300,000 grant that we
already have or wait to see if the Town receives the BRIC grant for which we applied.
The Board agreed that the Town should move ahead with the study now, while
continuing to pursue other grants and funding for implementation of the plan that is
developed.
25 Mile Per Hour Town Speed Limit-Supervisor Elkind Eney asked the Board if they
wanted to move forward with the 25 mile per hour speed limit on Town roads. The
Board members in attendance thought that we should not. The Town Supervisor
noted that the Town Police Department thought that the reduced speed limit would be
difficult to enforce. The Board discussed how a reduced speed limit would only affect
the side streets where most people go below 30 anyway, it would not include Weaver
Street, Palmer Avenue, the Post Road, or Murray Avenue. In addition, the Board
noted that recent Town tracking programs confirm people are driving 30 miles per
hour or below already. The Board agreed to wait six months to see what happens in
other neighboring communities, perhaps while using more traffic devices in the Town
to slow traffic and test mph.
REALM's Proposed Location—Supervisor Elkind Eney presented the Board with
Jeffery King's suggestion that the monument be moved further away from the tree and
toward the forsythia bushes. The Board agreed and supported his suggestion.
Fields for Kids -Supervisor Elkind Eney informed the Board that Fields for Kids would
like to start marketing, requesting a sentence that is acceptable by the Board for them
to use in their marketing materials. The Town Board agreed on: "to update or
renovate the Hommocks Fields".
Westchester Joint Water Works (WJWW) - Recently residents from Dante,
Edgewood, Maple Hill and Hillcrest called to complain about discolored water.
Originally WJWW thought there was a water main break, but then they found out
there was an open fire hydrant which caused the water to be brown. The Town
Supervisor planned to ask the Fire Department to notify WJWW when they open a
hydrant.
The Comprehensive Plan -an update has been completed to the comprehensive
plan. The Town Supervisor explained that it would go to the Steering Committee then
to the Town Board. The Board requested that the plan be forwarded to them as they
would like as much time as possible to review, simultaneously with the Steering
Committee.
Arbor Day-the Town Board always plants a tree on Arbor Day. This year, they are
considering Memorial Park, as long as the location of the Arbor Day tree will
complement the forthcoming tree plan for Memorial Park.
Councilmember Katz mentioned that the Civic Association had asked about cables by
the bridge by the Pond, which the Town Administrator agreed to look into.
Councilmember Fiddelman mentioned the need to address the Town code allowing a
large house with small setbacks because of the ability to step down in 240-70B. The
Board discussed whether the 2F zone should be used for the step down and
suggested it possibly be revised.
17. Second Executive Session
Moved by Councilwoman Fiddelman, seconded by Councilwoman Katz, the
Town Board agreed to enter into Executive Session to discuss the Westchester
Joint Water Works litigation.

Purpose:
The State of New York has enacted legislation, codified as § 466-a of the Real
Property Tax Law, that enables a local government to adopt a local law, granting a
partial exemption from real property taxes to certain members of volunteer fire
departments and volunteer ambulance services. The purpose of this article is to set
standards for, and to grant the exemption authorized by § 466-a of the Real Property
Tax Law to real property owned by residents of the Town of Mamaroneck who qualify
for it.

BE IT ENACTED by the Town Board of the Town of Mamaroneck
Section 1 —Purpose:
The State of New York has enacted legislation, codified as §466-a of the Real
Property Tax Law, that enables a local government to adopt a local law, granting a
partial exemption from real property taxes to certain members of volunteer fire
departments and volunteer ambulance services. The purpose of this article is to set
standards for, and to grant the exemption authorized by§466-a of the Real Property
Tax Law to real property owned by residents of the Town of Mamaroneck who qualify
for it.
Section 2—Establishment of a new article in Chapter 195 of the Mamaroneck Code:
Chapter 195 of the Code of the Town of Mamaroneck hereby is amended to add the
following new Article XII

§ 195-48 Purpose
The State of New York has enacted legislation, codified as §466-a of the Real
Property Tax Law that enables a local government to adopt a local law, granting a
partial exemption from real property taxes to certain members of volunteer fire
departments and volunteer ambulance services. The purpose of this article is to set
standards for, and to grant the exemption authorized by§466-a of the Real Property
Tax Law to real property owned by residents of the Town of Mamaroneck who qualify
for it.
§ 195-49 Definitions
As used in this article, the following terms shall have the meanings indicated:
APPLICANT
An enrolled member whose primary residence is in either the unincorporated
area of the Town, the Village of Larchmont or the area of the Village of Mamaroneck
that lies within the Town.
ASSESSOR
The Assessor of the Town.
BOARD OF DIRECTORS
The Board of Directors of the Volunteer Ambulance Corps of the
Unincorporated Area of the Town of Mamaroneck and the Village of Larchmont, Inc.
ENROLLED MEMBER
A person who (1) in the case of the Fire Department, is certified by the Fire
Chief as a member in good standing of the Fire Department or in the case of LVAC, is
certified by the Board of Directors as a member in good standing of LVAC and (2) has
met the minimum service requirement for the organization of which that person is a
member.

MINIMUM SERVICE REQUIREMENT
At least two (2) years of service in either the Fire Department or the LVAC with
no discipline imposed.

An enrolled member who in the case of the Fire Department, is certified by the Fire
Chief or in the case of LVAC, is certified by the Board of Directors as having been an
active member of the organization of which that person is a member for a minimum of
twenty years.
§ 195-50 Basic Exemption granted; conditions.
Real property owned by an applicant and used as the applicant's primary residence
shall be exempt from Town taxes to the extent of ten (10%) percent of its assessed
valuation, on the first assessment roll promulgated by the Assessor after the applicant
files with the Assessor's office an application therefor together with a certification from
the Fire Chief or the Board of Directors that the applicant is an enrolled member of the
Fire Department or the LVAC, as the case may be, and on all assessment rolls
promulgated thereafter so long as the applicant qualifies for this exemption. The
application must be filed in the assessor's office on or before the Town's taxable
status date which is May 1 of each calendar year in order for the applicant's primary
residence to be granted this exemption for that year.
§ 195-51 Enhanced Exemption granted; conditions.
Real property owned by a twenty-year member and used as the twenty-year
member's primary residence shall be exempt from Town taxes to the extent of ten
(10%) percent of its assessed valuation, on the first assessment roll promulgated by
the Assessor after the applicant files with the Assessor's office an application therefor
together with a certification from the Fire Chief or the Board of Directors that the
applicant is a twenty-year member of the Fire Department or the LVAC, as the case
may be, and on all assessment rolls promulgated thereafter so long as the applicant
qualifies for this exemption. The application must be filed in the assessor's office on or
before the Town's taxable status date which is May 1 of each calendar year in order
for the applicant's primary residence to be granted this exemption for that year.

§ 195-54 Annual Certification.
A. On or before the first day of March in each year starting in 2024, the Fire Chief
shall certify to the Assessor the names and residential addresses of the enrolled
members of the Fire Department who as of the date of certification are in good
standing with, and have met the minimum service requirement of the Fire Department,
and the names and residential addresses of the twenty-year members of the Fire
Department.
B. On or before the first day of March in each year starting in 2024, the Board of

Directors shall certify to the Assessor the names and residential addresses of the
enrolled members of LVAC who as of the date of certification are in good standing
with, and have met the minimum service requirement of LVAC, and the names and
residential addresses of the twenty-year members of LVAC.
C. Failure of the Fire Chief or the Board of Directors to furnish such certification
shall be grounds for the Assessor to remove the exemption granted by this law on the
next assessment roll.
Section 3—Severability:
Should any provision of this Local Law be declared invalid or unconstitutional by any
court of competent jurisdiction, such declaration of unconstitutionality or invalidity shall
not affect any other provisions of this Local Law,which may be implemented without
the invalid or unconstitutional provisions.
Section 4—Effective Date:
This Local Law shall become effective upon filing with the Secretary of State.
Town of Mamaroneck Fire Chief Thomas Broderick thanked the Town Board for
passing this new law. Chief Broderick hoped that it would help in their pursuit of new
volunteers. Speaking of recruiting, Chief Broderick added that on Saturday April 22,
Town of Mamaroneck Fire Department is hosting an open house/recruitment drive for
volunteers, noon to 3pm. The Town of Mamaroneck Fire Department is putting
together flyers and will be doing a social media campaign to promote the event.
SUPERVISOR'S REPORT
Welcome to the April 4, 2023, meeting of the Town Board of the Town of Mamaroneck. The
Town Board met today for a Work Session here at the Senior Center starting at 5:00pm,
which is open to the Public.
Residents

is a free app that works with utility companies to help reduce electricity usage during peak
demand times. GridRewards is open to most people and businesses with a Con Edison

money at the same time. We are told that the average household can earn more than
$100/year, and 97%of GridRewards participants got paid last year! Of course,your actual
earnings are dependent on your performance during GridRewards events.
Even the Town is participating! We have enrolled three of our buildings--Town Center, the
Senior Center and the Highway Garage-- in the GridRewards program for the second year
in a row.We just received our annual rebate check last week.
This month there were a lot of events:
On March 16, I attended the LFOF Gala. Neighbors helping neighbors, LFOF is a local not-
for-profit volunteer organization that has been actively and quietly helping families in our
community for over 20 years.They offer practical and financial support to those who have
been faced with a medical crisis or loss.
On March 17, Meredith, Town Engineer Rob Wasp and I met with members of the

Washington Square Neighborhood Association. The WSNA is comprised of members of
each of the buildings in the Washington Square area and represents over 2,000 of our
residents. It was an excellent meeting—we discussed issues of concern to them and ways
that they and the Town could work together for everyone's benefit.
On March 19, it was, once again, my honor and pleasure to "wear the green" and march with
members of the Town Board, other elected officials, and dignitaries in the Sound Shore's St.
Patrick's Day parade. The weather may have been chilly, but the warm spirit and enthusiasm
of the marchers and onlookers kept us smiling.
On March 30, Sabrina and I attended the CRC 25th Anniversary Party. The CRC is truly a
gem in our community. It has empowered immigrants and low-income families in the
Larchmont/Mamaroneck Community by providing resources and advocacy to help them
become self-reliant and thriving members of the Community. Among the services they
provide are basic literacy classes to help those struggling with English, legal services to help
families with immigration-related issues, and worker-training classes to increase job skills.
Even when their building has been flooded and closed (07,11,21), they persevered to
continue to offer services to residents in their time of need and to many families in crisis.
We have a lot of upcoming events and announcements in April, there is something for
everyone:
On Thursday, April 6, Organic Waste (yard waste) Curbside Pickup begins on Thursdays or
Fridays, depending on your trash pickup schedule. Please make sure all material is either
loose in a garbage can (without any other garbage) or in those brown paper trash bags.
Please do not put the material in plastic bags. Also, branches and twigs should be tied in
bundles-no longer than four feet.
On Friday April 7, the Town offices will be closed in observance of Good Friday. Trash
pickup will be on a regular Friday Schedule. Maxwell Avenue Recycling Center will close at
noon but will have regular hours (8am -11:45) on Saturday, April 8.
On April 15, the Town will be hosting its annual spring cleanup at the Hommocks Park
Conservation area from 10am-noon. Please try to sign up in advance as it speeds up

On April 23, the Town Recreation Department and Fire Department will be hosting our
annual Bunny Hop 5K run and Li'l Bunny Hop 1 mile run for those 12 and under, at Memorial
Park. For more information and to register, see the Town Recreation Website or call (914)

On April 29 the Town is hosting a free compost giveback from 8:00am to 1:00pm at the
Maxwell Avenue Recycling Center. The limit is 35 gallons per vehicle and residents must
bring their own bucket and shovel.
On April 30 at 1:00 pm. Town of Mamaroneck spring tree walk with the Sheldrake
Environmental Center. Location is the Sheldrake River Trail at approximately 90 Rockland
Avenue, Larchmont. Meet at the stone wall. For more information and to register, go to the
Sheldrake Environmental Center website (Sheldrake Center.org—programs. Then upcoming
events).
And to all those who celebrate, I wish you a happy Passover and Easter.
RESIDENT COMMENTS
Supervisor Elkind Eney asked if anyone in the audience wished to address the Town Board.
Cathy Sears, of the Larchmont Gardens Civic Association (LGCA), thanked the Town Board
for removing the graffiti on the wall near the duck pond. Ms. Sears asked about the graffiti on
Rockland Avenue going towards Palmer Avenue, which Administrator Robson confirmed is
the purview of the MTA and will hopefully be addressed soon.
Ms. Sears invited the Town Board to the association's Coffee at Fernwood Bridge, on April
22, 2023, from 9am to 11am, to learn about the LGCA and clean up debris. Ms. Sears

mentioned that last year kids were even in the water, and someone even found a pot of gold
--a bag of coins.
When asked about the updates on the Arches, the Town Administrator informed Ms. Sears
that the bid is currently under review and the Town is hoping to award it at the second
meeting in May and that work will begin in summer. Ms. Sears is hopeful the work will
commence in the summer and aesthetics will improve, pointing out there is other masonry
around the brook that appears to be dripping or'oozing'.
With regards to the WJWW repair of a water pipe that runs over the bridge on Lakeside
Drive, Supervisor Elkind Eney said that the Health Department wanted some adjustments
made to the plans submitted to them by WJWW. WJWW made the recommended alterations
to the plans and sent them bac to the Health Department. Ms. Sears mentioned there is
progress, but the corner remains an open issue.
Ms. Sears then mentioned that someone had removed a dangerous metal object, not sure
who it was. Lastly, someone had mentioned being worried about ivy growing on electric
wires part of the falls near Hickory Grove Drive West and was wondering to whom they
should report that?The Town Administrator explained while we cannot do the actual work to
remove the vines or ivy from wires, residents should report the ivy to us, and we will take
care of with ConEd.

WHEREAS, the Town of Mamaroneck Town Clerk's Office wishes to retail
E-ZPass Tags through the New York State Thruway Authority's E-ZPass
On-the-Go Program,
And
WHEREAS, the Town Clerk's Office will purchase E-ZPass tags for the cost of
$21.00 per Tag from the Thruway Authority and sell the Tags at a cost of$25.00
per tag, allowing the Town of Mamaroneck to keep $4.00 per sale,
And THEREFORE,
BE IT RESOLVED, that the Town Board of the Town of Mamaroneck hereby
approves the agreement with NYS Thruway Authority to sell E-ZPass Tags and
hereby authorizes the Town Clerk to execute the agreement and any related

TOWN CLERK'S REPORT
The Town Clerk thanked both the Town Board and residents for the ability to attend the
International Institute of Municipal Clerk's Region 1 meeting last week, where they covered
best practices for Clerks, exchanged ideas for being more efficient and providing the highest
level of customer service, and received training on leadership and transparency.
TOWN ATTORNEY'S REPORT
The Town Attorney celebrated baseball season starting, but pointed out that the Mets were

Resolution Opposing the Discharge of Contaminated Water into the Hudson River
WHEREAS, Holtec International, the company decommissioning the Indian Point
nuclear power plant,has announced its intention to release radioactive waste water
from onsite fuel pools into the Hudson River,and
WHEREAS,to date there has been no specific reporting of the radionuclide contents of
this water which is heavily contaminated from the storage of the nuclear fuel waste,
and
WHEREAS, pre-release filtration to remove these isotopes has been presented as a
solution to reduce the content of these carcinogenic contaminants to a level"as low as
reasonably achievable",and
WHEREAS,the National Academy of Science has indicated that there is no verifiable
safe level of these isotopes when ingested or inhaled,and
%Er WHEREAS,such pre-release treatment would not remove tritium,also carcinogenic,
from the water,and
WHEREAS,there is a risk that contaminants released into the Hudson River may enter
the food chain,and
WHEREAS,there are community members who depend on fish from the river as a food
source,and
WHEREAS,there are seven communities upriver whose drinking water comes from
the Hudson River,and
WHEREAS,since the Hudson River is an estuary that flows from south to north as well
as from north to south,the health of the upriver communities must be considered,and
WHEREAS, the Hudson River also serves as a source of recreational activities and
represents an economic resource that will be endangered by this reckless action,and

WHEREAS, New York State Senator Peter Harckham and New York State
Assemblywoman Dana Levenberg have proposed legislation which would ban
release of radioactive waste into the Hudson River by Holtec International or any
successor charged with decommissioning the Indian Point Nuclear Power Plant.
NOW THEREFORE,BE if
RESOLVED,that the Town Board of the Town of Mamaroneck strongly opposes the plan
to release over a million gallons of contaminated water from the Indian Point Nudear
Power Plant site into the Hudson River;and,
BE IT FURTHER
RESOLVED, that the Town Board of the Town of Mamaroneck supports Senator
Harckham's and Assemblywoman Levenberg's legislation, S.5181, with regard to
prohibiting the discharge of any radiological agent into the waters of the state from
nuclear power plants;and,

RESOLVED, that the Town Clerk send a copy of this resolution to the Westchester
County Federal and State Delegations, the Federal and State Nuclear Regulatory

CALL TO ORDER
The Work Session of the Town Board was called to order by Supervisor Elkind Eney. Moved
by Councilwoman Fiddelman, seconded by Councilwoman Katz, the Work Session
unanimously opened at 5:04 p.m.
WORK SESSION ITEMS
1. Discussion - Draft Agreement with Kevin Dwarka LLC ("KDLLC")
The Town Administrator Meredith Robson proposed this agreement which will provide
for Kevin Dwarka LLC (KDLLC)to undertake an environmental impact assessment of
the Mamaroneck Comprehensive Plan. Town Supervisor Jaine Elkind Eney noted that
this is the next step for the Comprehensive Plan, which must conform with the New
York State Environmental Quality Review Act (SEQRA). As Mr. Dwarka has been
involved in the development of the Draft Comprehensive Plan, they noted that he
should be in a position to complete the assessment quickly and thoroughly. KDLLC
will perform this scope of work for a flat fee of$9,500.
2. Discussion - Local Law Creating an Exemption from the Filmmaking Law
Town Attorney William Maker Jr. presented the proposed local law, which has been
amended to include an exemption discussed during the Town Board Work Session on
April 4, 2023. The amendment will clarify that the Filmmaking Law does not include
residents or business owners filming in their own homes or businesses for their own
benefit, without using personnel who are not residents of the home or employees of
the business.

3. Set a Public Hearing --Local Law Prohibiting Smoking in Town Parks
Attorney Maker introduced this proposed local law that, if enacted, would prohibit the
smoking or vaping of cannabis and tobacco in Town parks.After discussing possible
penalties for anyone caught smoking in Town parks, the Board requested that
Attorney Maker rework the proposed law to redefine the penalties and remove the
clause regarding potential jail time. The Board wanted to ensure that smoking in a
Town park in the future would not result in an arrest, a criminal offense, or jail time.
4. Discussion -2023 Larchmont Mamaroneck Joint Garbage Disposal Commission
Intermunicipal Agreement
Town Administrator Meredith Robson presented this intermunicipal agreement(IMA)
between the Town of Mamaroneck and the Village of Larchmont. The IMA rolls over
the same percentages as the one agreed in 2022. The formula that each municipality
will be required for the operation of the Joint Garbage Disposal Commission in 2023,
is the Town contributing fifty-nine (59%) percent and the Village of Larchmont
contributing forty-one (41%) percent. The Administrator noted that the Village of
Larchmont passed this 2023 Joint Garbage Disposal Commission resolution on
Monday night.
5. Discussion -Title III-C-1 &2: Nutrition Programs Contract 2022-2024
The Town Supervisor explained that the County of Westchester received this grant
funding from the New York State Office of Aging in order to expand existing Nutrition
Services and In-Home Contact and Support Services to County seniors 60 years and
older in accordance with Title III-C-1 and III-C-2 of the Older Americans Act. It will be
paid with American Rescue Plan ("ARP")grant funds under the CMC6 Program and
the HDC6 Program. This contract will fund the Town's Senior Center vehicle and
some salaries. The contract will be retroactive from April 1, 2021, and continue
through September 30, 2024.
6. Discussion -Award of Bid—TA-23-04-Street Sweeping Services Years 2023 &
2024
The Town Administrator recommended the Town Board award the bid for street
sweeping services to the only bidder: Three D Industrial Maintenance Corp. for 2023
services in the amount of$37,320.00 and 2024 services in the amount of$37,320.00.
7. Updates—Out of Order
Councilwoman Katz reported attending the Larchmont Library Board meeting this
week,where in light of the issues facing the Mamaroneck Library, the management of
the Larchmont Library reiterated for the Board the way the library is funded and the
numerous financial checks and balances in place to safeguard that funding.
The Board reviewed the possibility of adding Juneteenth as a floating holiday in 2025.
LMC Media plans to begin renovating their Town Center space, keeping in contact
with the Town to ensure that the grant covers the cost of the renovations.
The Board discussed the need to address the lack of available parking at the Town
Center. Ideas included permits for employees and time limits for visitors during office
hours.
The Board reviewed the Tree Plan for Memorial Park Playground Renovations. The
Town Administrator noted that when the playground was originally designed the
planning involved many consultants: arborists, contractors, highway crew, architects,
landscapers, designers, and conservationists. The Board reviewed the design and
new plantings. The Board did not particularly like arborvitae but agreed the plants
would provide a quick-growing green screen or break between the tennis courts and
the playground. The Administrator highlighted there will also be around 50 flowering
shrubs installed, to perhaps include hydrangea and rhododendron. The Board asked if

there was a possibility of enhancing the beauty of the playground with trees such as
dogwoods and cherries.

At their last meeting, the Board passed the'Resolution to Oppose the Discharge of
Contaminated Water from Indian Point'. Supervisor Elkind Eney noted that public
opinion, including the Board's resolution, had successfully delayed the discharge into
the Hudson. The Supervisor informed the Board there would be a 'Rally to Save the
River' on May 6th and asked if they wanted the Town to be listed as a sponsor. As the
Town Board had already publicly shared their position with the vote for the resolution,
they agreed to be listed as a sponsor.
8. Request for Executive Session
Moved by Councilman King, seconded by Councilwoman Fiddelman, the Town
Board agreed to enter into Executive Session to discuss the proposed
acquisition, sale, or lease of real property and the Save the Sound litigation.

Board unanimously agreed to resume the Regular Meeting.

9. Updates -Continued
Councilman King requested that the Recreation Commission be able to attend the
upcoming Fields for Kids (F4K) presentation related to the work on Hommocks Field,
to be able to review the engineering report, and to have a joint meeting with the Town
Board. The Board agreed to set up once the report is available. In addition,
Supervisor Elkind Eney agreed to call Woodard and Curran to request that the Town
receive the engineering report prior to F4K.
The Coastal Zone Committee received an application from Bonnie Briar Country Club,
which is planning a four-phase redevelopment of infrastructure. The plan includes
additional parking, a warming hut near paddle tennis courts, a new pool, indoor
training facility near the driving range, and more. The Coastal Zone Committee is
awaiting additional information.
The Town Board discussed the need to paint the Town's crosswalks and sharrows.
10. Presentation -2022 Financial Audit by EFPR Group—Out of Oder
Mr. Smith from EFPR Group presented to the Board the Town of Mamaroneck an
audit summary, including basic financial statements, supplementary information and
independent auditor's report for the fiscal year ended December 31, 2022. Mr. Smith
noted that O'Connor Davies is the auditor for the Housing Authority and ESPR will
wait to include those statements in the Town's complete report to the State.
Comptroller Yogman added that she had confirmed with Mr. Altieri that the Town
would receive the Housing Authority's financial statements by the end of this week.
11. Additions to Regular Meeting Agenda
The Board agreed to hear Resident Comments first during the Regular Meeting,
followed by the 2022 Financial Audit Report from EFPR. The Board also agreed to
defer setting a public hearing on a local law prohibiting smoking in Town parks, to the
meeting of May 3, 2023.

The Regular Meeting of the Town Board was called to order by Supervisor Elkind Eney at
8:00 p.m.
Supervisor Elkind Eney noted that the Town Board met for a Work Session beginning at five
o'clock this evening.
RESIDENT COMMENTS -Out of Order
Supervisor Elkind Eney asked if anyone in the audience wished to address the Town Board.
Ms. Mina Immerman, resident of the Town of Mamaroneck, read a statement on behalf of
the Town of Mamaroneck Human Rights Committee regarding the depiction of a Native
American on the Town sign and seal. The Human Rights Committee's position after research
and outreach is that the use of a Native American profile on the Town seal should stop. The
Human Rights Committee suggested that the Town Board begin to formally address the
Town seal.

The Town Supervisor thanked the group for coming tonight, agreeing that the next step is for
the Town Board to review the information presented and decide on next steps.
STAFF COMMENTS/PRESENTATIONS
1. Presentation -2022 Financial Audit by EFPR Group
Mr. Thomas Smith, the Engagement Partner, with EFPR presented highlights of the
Town's December 31, 2022, Financial Audit. Mr. Smith noted that EFPR plans to
issue a clean, unmodified opinion on the Town's financial statements, as well as the
Justice Court Audit. The audit and final report will be complete once the Housing
Authority provides its financial reports later this week.
Town Administrator Robson added that the Town did very well in the audit, with no
'significant findings' and a clean result. The fund balance is largely a result of the bond
issuance, and we did have some normal and expected fluctuations in the revenue and
expenses. All in all, stated Administrator Robson, we did a great job mainly thanks to
Comptroller Yogman. Councilwoman Nichinsky noted that the Board had discussed
safeguards and how they are implemented in the Town.

SUPERVISOR'S REPORT-Out of Order
Welcome to the April 19, 2023, meeting of the Town Board of the Town of Mamaroneck. The
Town Board met today for a Work Session in Conference Room A starting at 5:00pm, which
is open to the Public.
April 13 was a day filled with activities for me:
First, I attended a Mamaroneck Chamber of Commerce Meeting. The members discussed
things of note happening in their businesses. George Latimer gave an update on the County,
then Jennifer O'Neill the Executive Director of the VOM Library spoke about the financial
crisis in the Library. The Chamber of Commerce meetings are always well attended and
informative. The Chamber of Commerce is really a tie that binds the community.
Then I went to the Spring Fling at the Senior Center. Just thinking about it makes me smile.
There were 95 Seniors dancing, some with maracas and tambourines, doing the "limbo".
Everyone (staff and I included) had a wonderful time. I even got to spend time with our oldest
Member, Mabel Atkinson who turned 104!
Finally, I attended a community forum at St. Thomas Episcopal Church in Mamaroneck to
discuss bringing a community refrigerator to Mamaroneck. The forum was held by an

organization called Grass Roots Grocery in conjunction with the Community Resource
Center. First, we learned what a community refrigerator is (a drop-off, pick up point for food
distribution), then we discussed possible locations and other logistics. Fortunately,we have
the Hunger Task Force that provides food on a regularly scheduled basis.The refrigerator
would supplement this. It seems to fill a gap in the community, being open 24/7. We will
learn more about it in the coming weeks and months.
On April 15, I attended the Town's annual spring cleanup at the Hommocks Park
Conservation area. More than 40 residents pitched in including 14 Daisies and Brownies.
More than 250 pounds of garbage and 4 bags of recycling were collected. The most unusual
finds were an oil filter, a large Styrofoam piece of boat dockage, a wooden table (which a
resident took home to refinish!)and a passport from India! (It was turned in to the TMPD if
you are missing this!) I want to thank everyone who came out to help keep the Town
beautiful and Trader Joe's for providing snacks so that our volunteers had the strength to
carry on. I especially want to thank our Environmental Planner Elizabeth Aitcheson and my
Assistant and Sustainability Coordinator, Sue Odierna for their efforts to make this event
happen.
On April 18 I attended a Comp Plan Steering Committee Meeting.At this meeting,the
steering committee discussed their final comments to the draft plan.
We have a lot of upcoming events to look forward to.
I will let Jeff discuss the Bunny Hop hosted by the Town Recreation Department and Fire
Department and Abby discuss the Spelling Bee hosted by the Friends of the Larchmont
Library, both to take place on April 23.
April 29 the Town is hosting a free compost giveback from 8:00am to 1:00pm at the Maxwell
Avenue Recycling Center. The limit is 35 gallons per vehicle and residents must bring their
own bucket and shovel. I want to thank the Sanitation Commission for their hard work to
make this event happen.
April 30 at 1:00 pm. Town of Mamaroneck spring tree walk with the Sheldrake Environmental
Center. Location is the Sheldrake River Trail at approximately 90 Rockland Avenue,
Larchmont. Meet at the stone wall. For more information and to register, go to the Sheldrake

The Town Attorney William Maker Jr. introduced the proposed law that would allow
the Town Clerk to sell Lot C permits to nonresidents.
Town Supervisor Elkind Eney asked if there were any residents that wished to
address the Board.
Town resident Ms. Bendell requested that the Town Board wait until more time
passes post-Covid before opening up the Town's commuter lot to non-residents. Ms.
Bendell thought that more people would begin using the train again, as soon as more
commuters return to working in New York City.
Town Clerk Allison May explained that Lot C is not a viable option for commuters
because it is Overnight only, and 24-hour parkers use Lot B.
Councilwoman Katz asked Attorney Maker if theoretically in the future the Town could
return to selling Lot C permits to residents only. Attorney Maker confirmed that is a
possibility. In response to Ms. Bendell's concerns, Attorney Maker confirmed that this
law is only for Lot C.

Section 1—Purpose:

A. The Town Clerk may only issue permits to residents of the Town, except that
the Town Clerk may issue permits to both residents and non-residents of the Town for
overnight parking in Parking Lot C. Except when seeking a permit for Parking Lot C,
at the time of application, the applicant must submit proof of residency in a form
satisfactory to the Town Clerk.
Section 3—Severability:
Should any provision of this Local Law be declared invalid or unconstitutional by any
court of competent jurisdiction, such declaration of unconstitutionality or invalidity shall
not affect any other provisions of this Local Law, which may be implemented without
the invalid or unconstitutional provisions.
Section 4—Effective Date:
This Local Law shall become effective upon filing with the Secretary of State.

Attorney Maker pointed out that the property in question is Dunkin Donuts. The Stop
sign did not find its way into the Vehicle and Traffic law, so this law is a formality to
require motor vehicles leaving the Dunkin Donuts' lot and driving onto Rock Ridge
Road to come to a complete stop before proceeding.
Supervisor Elkind Eney asked if there was anyone in the audience who wished to
discuss the proposed stop sign and there was not.

This local law shall be known as the "Stop sign at the exit onto Rockridge Road from
the commercial use operated at the property designated on the Town's Assessment
Roll as Section 4, Block 412, Lot 288" Law.
BE IT ENACTED by the Town Board of the Town of Mamaroneck
Section 1 —Purpose:
The property designated as Section 4, Block 412, Lot 288 on the Town's Assessment
Roll borders the Boston Post Road and Rockridge Road and is developed with a
commercial use, currently a restaurant. Motor vehicles can exit from the property's
parking lot onto Rockridge Road. For proper traffic regulation, motor vehicles leaving
the parking lot should come to a full stop before proceeding onto Rockridge Road.
Section 2—Amendment of a current section of the Mamaroneck Code:

Section 219-11 of the Code of the Town of Mamaroneck hereby is amended to
convert the existing section into a new paragraph "A." whose introductory line reads
as follows:
A. The intersections described below are hereby designated as stop intersections and
stop signs shall be installed as follows:
Section 3—Amendment of a current section of the Mamaroneck Code:
Section 219-11 of the Code of the Town of Mamaroneck hereby is amended further to
provide a new paragraph "B"thereto that reads as follows:
B. Motor vehicles exiting from the property designated on the Town's Assessment
Roll as Section 4, Block 412, Lot 288 onto Rockridge Roadshall come to a complete
stop before proceeding onto Rockridge Road.
Section 4—Siqn(s)to be Erected and Painting to be Done:
An appropriate sign or signs shall be erected indicating where a full stop is required
by this law.
Section 5—Severability:
Should any provision of this Local Law be declared invalid or unconstitutional by any
court of competent jurisdiction, such declaration of unconstitutionality or invalidity shall
not affect any other provisions of this Local Law, which may be implemented without
the invalid or unconstitutional provisions.
Section 6—Effective Date:
This Local Law shall become effective upon filing with the Secretary of State.

Commissioner Elkind Eney called the Meeting to order, then on motion of
Commissioner King and seconded by Commissioner Katz the Board of Fire
Commissioners was unanimously declared open.

Commissioner Elkind Eney publicized that the Fire Department is hosting an open
house this Saturday at noon for anyone interested in learning about becoming a
volunteer with the Town of Mamaroneck Fire Department. Please see our website and
come learn more about the Fire Department, an integral part of our community.
There being no further business to come before the Fire Commission, on motion of
Commissioner Fiddelman, Seconded by Commissioner King, the Commission
unanimously adjourned and the Town Board reconvened.
AFFAIRS OF THE TOWN OF MAMARONECK
1. Authorization -Draft Agreement with Kevin Dwarka LLC ("KDLLC")

RESOLVED that the Town Board hereby approves the agreement with Kevin
Dwarka LLC("KDLLC) for Land Use and Economic consulting services and
hereby authorizes the Town Administrator to execute the agreement and any

4. Authorization -2023 Larchmont Mamaroneck Joint Garbage Disposal
Commission Intermunicipal Agreement
Town Administrator Robson introduced this intermunicipal agreement(IMA) between
the Town of Mamaroneck and the Village of Larchmont, in which the Town will
contribute fifty-nine percent and Larchmont forty-one percent of the costs.The
Administrator noted that the Village of Larchmont passed this 2023 Joint Garbage
Disposal Commission resolution last Monday night. This Agreement is a continuation
of the Agreement approved last year.
Moved by Councilman King, seconded by Councilwoman Nichinsky, it was
RESOLVED that the Town Board hereby approves the intermunicipal agreement
with the Village of Larchmont to contribute fifty-nine(59%)percent of the cost
for operating the Sanitation Commission and hereby authorizes the Town
Administrator to execute the agreement and any related documents necessary
to carry out its implementation.

5. Authorization -Title III-C-1 &2: Nutrition Programs Contract 2022-2024

related documents necessary to carry out its implementation.

Councilwoman Katz
• Attended a Larchmont Library Board meeting.
• Reminder that the Spelling Bee is this Sunday at 4pm at Larchmont Temple.
• Suggested everyone visit the Larchmont Library website to see all the amazing things
happening there.
• Attended the Westchester Municipal Officials Association meeting last Thursday.
Councilwoman Fiddelman
• Attended the latest Larchmont Mamaroneck Local Summit via Zoom,where Rye Neck
and Mamaroneck School Superintendents presented their budgets and highlighted
new and ongoing programs. The next meeting, May 9th at 8 am via Zoom, is 'Keeping
us safe on the Sound'featuring local Chiefs of the Police.
• Welcomed two Mamaroneck High School students,who are studying the history of
the Town.
• Attended the Westchester Municipal Officials Association meeting last Thursday.
Councilman King
• The March 27 Coastal Zone Committee met and heard Bonnie Briar's plan to amend
its property.
• On April 17, Councilman King spoke to Troop 4 Larchmont Mamaroneck Boy Scouts
about their civic engagement and various projects.
• Last night, the Recreation Commission met, check the Recreation brochure for the
many activities available.
• Next Thursday through Sunday is the annual Ice Breaker Hockey Tournament at the
Hommocks Park Ice Rink. It is multi-generational event and the first time there will be
a Woman's Game on Sunday, right before the finals.
• Town camps are open for registration, including the Teen Travel Camp.
• Movies in the Park this summer will be 'Lyle Lyle Crocodile'on Friday,June 16th;
'Turning Red'will be show on July 7th; and on September 8th, the last movie will be
'The Tooth Fairy'.
• Four outdoor concerts will take place: July 10, 17,24, and 31. As always there will be
BBQ available at a cost.
• Tomorrow the Town is offering golf lessons from 3:30 to 4:30pm at Memorial Park.
Councilwoman Nichinsky
• As she will be away, Councilwoman Nichinsky stated that she is sad to miss all of the
great things in Town this weekend.
• Attended the Sustainability Collaborative meeting held on April 11.
• On April 12, attended the Planning Board meeting where they reviewed the Bonnie
Briar renovations and referred them to the Coastal Zone Committee.
• Spoke with Mamaroneck High School teacher Joe Liberti's Original Civil Research
and Action (OCRA)students about her experience and inspiration to be on the Town
Board.
TOWN ADMINISTRATOR REPORT
Wanted to recognize all Town employees in advance of Public Service Recognition Week
coming up May 7th through 13th.Administrator Robson thanked all employees for their hard
work, both seen and unseen,to provide services every single day in the most effective and
expedient way possible.
