Housing Authority Meeting
Monday, April 3, 2023 Conference Room C, Ground Floor of Town Center 7:30 PM

1. Call to order
Chair Battalia called to order the Regular Meeting of the Housing Authority at 7:30pm.

Approval of Minutes
1. Report of Minutes from the March 6, 2023 Housing Authority Meeting
Moved by Board Member Mileto, seconded by Board Member Philbrick-Wheaton
Chair Battalia suggested to move to approve the Housing Authority Minutes from the
March 6, 2023 meeting, as amended.

Business Agenda
1. Report of Midas Property Management
Mr. Lim reviewed the monthly report with the Housing Authority. Chair Battalia asked
if anyone moved into the vacant units, he said that inspections were completed on the
available units and one unit failed the integrity test.
Mr. Lim said Section 8 payments were received, and will update the report to reflect
the payments.
Mr. Lim said that the bases of the mailboxes have corroded. He and Mr. Mileto then
discussed who they have to notify about updating and replacing the mailboxes. Mr.
Mileto said they may have to notify the Post Office of the replacements.
2. Update on March 29th Revenue Bond Sale
Mr. Altieri reviewed what happened at the revenue bond sale with the Housing
Authority. He said he was pleased with the rates and results. Roosevelt and Cross
was the lowest bidder, he said they paid a premium on the bond sale which will be
turned over to the Housing Authority. Mr. Altieri explained that revenue bonds are
issued based upon the Housing Authority receiving revenue through rent. Mr. Altieri
said the next step will be to prepare the bond documents, which Chair Battalia and
Ms. Philbrick-Wheaton have to sign. Ms. Philbrick-Wheaton said she was pleased the
bonds could be refinanced in 8 years.

3. Update on Building Repairs
Mr. Lim said the lines in the parking lot have to be repainted. He also said that two
units are being updated by Brandon, the complex Super.
Mr.Altieri said he spoke with the engineering company and repairs may be more
extensive than expected. He said the Housing Authority would have to prepare a bid
for the work. The engineer and Steve will be preparing the bid specs within twenty
days. Mr. Lim said the issue lays with repairing the subfloor.
4. Review of Proposals -Sign Replacement-Hommocks Park Apartments
Chair Battalia reviewed the proposed signage updates at the complex. She said Sans
Signs would send general signs and Signs Stop would do custom signs. Chair Battalia
said Ms. Deshpande should be assigned the task to review the proposals because of
her background in design. She also said that the bulletin boards should be posted
after the signs are installed. Ms. Philbrick-Wheaton said that Signs Stop's bid included
Village of Larchmont building permit fees as apart of the bid; Chair Battalia said it
would not apply because the complex is in the Town of Mamaroneck not the Village of
Larchmont. Mr.Altieri said that signs within the complex would not have a permit fee
applied. He also stated his opinion, which was that the custom signs are better.
5. Residents Concerns
Two tenants addressed the Housing Authority. The tenants and Chair Battalia
discussed the rent increase. Chair Battalia said that the base rents were increased
because they were not increased in five years.
Ms. Sutherland and Mr. Mileto discussed a possible review of all rent amounts based
on when the tenant moved in and their unit type.
Chair Battalia and Ms. Henry reviewed why there are only 1 year leases. Chair
Battalia said there are one-year leases because the tenants had different dates for
their renewal leases.
Chair Battalia, Mr.Altieri, and Ms. Henry discussed the status of the window project.
Mr.Altieri said that the project will run through the summer. Chair Battalia and Ms.
Sutherland spoke about County heating programs to help keep heating costs down.
Chair Battalia explained the delay in the project was due to the work having to be
completed by contractors with certified payrolls and the bid process,which takes up
time. Chair Battalia and Ms. Sutherland discussed the insurance policy that the
Housing Authority suggests tenants have. Ms. Sutherland also said the thermostat on
her stove is not working and told Brandon, but nothing has been done. Mr. Lim said
she should call Midas because Brandon is busy and it's better to put in a work ticket.
The Housing Authority and Ms. Sutherland spoke about changing her faucet and how
good of a Super Brandon is.
Chair Battalia and Mr. Lim discussed how the rents became unorganized and the
difference of rent amounts between regular tenants and Section 8 tenants.
6. Executive Session
Chair Battalia called for an Executive Session.
Moved by Board Member Mileto, seconded by Board Member Philbrick-Wheaton
The Mamaroneck Housing Authority entered into Executive Session to discuss
potential litigation.

Chair Battalia adjourned the meeting at 8:42pm.
