Chair Battalia called to order the Regular Meeting of the Housing Authority at 7:03pm.

Approval of Minutes
1. Report of Minutes from the December 5, 2022 Housing Authority Meeting
Moved by Board Member Deshpande, seconded by Board Member Mileto
Chair Battalia suggested to move to approve the Housing Authority Minutes from the
December 5, 2022 meeting.
Ms. Deshpande motioned to approved the minutes from the December 5, 2022
meeting. Mr. Mileto seconded.

Business Agenda
1. Report of Midas Property Management
Mr. Padernacht reviewed the property management report. He said that arrears are
decreasing and commented on the process to reconcile the accounts.
Mr. Padernacht gave an update on security deposits. He and Mr. Nuno Pires spoke
and he found that tenants were never billed on the rent increase, not that the money
was moved into an improper account. Chair Battalia and Mr. Padernacht discussed
Chair Battalia's concern about the amounts not matching. Mr. Padernacht mentioned
when he sent out the new leases, he and Mr. Di Bari sent out a cover letter which
stated the proper security deposit amount and the need for the tenants to pay the
difference. Mr. Padernacht believes the security deposit amount will all be corrected
by July 2023. He said that the next step is to correctly report which tenants live in
which unit. Mr. Di Bari and Mr. Padernacht discussed the full amount of security
deposits.

Chair Battalia asked Mr. Padernacht about the negative amounts under the rent
amounts on the financial report. Mr. Padernacht clarified that it is a credit and the
tenant had overpaid. Chair Battalia and Mr. Padernacht spoke about tenants with
Section 8 vouchers that have a credit and tenants that are in arrears. Mr. Padernacht
said that one tenant is moving out and reviewed with the Housing Authority how the
tenant will get their security deposit back. Mr. Padernacht said the Super is getting a
unit ready for Section 8. Chair Battalia and Mr. Padernacht spoke about the process
of readying a unit for Section 8. Mr. Altieri commented that Section 8 always has a list
ready. Councilwoman Nichinsky and Chair Battalia discussed the selection process
for Section 8 unites and the involvement of Meredith S. Robson. Mr. Padernacht said
Section 8 vouchers provide more money than what is required for the tenants desired
unit, which would enable the tenant to receive a larger unit. Ms. Philbrick-Wheaton
and Mr. Padernacht discussed who Mr. Padernacht should discuss available Section
8 units with. Mr. Altieri, Chair Battalia, and Councilwoman Nichinsky discussed a past
lawsuit against the municipalities of Westchester in relation to Affordable Housing.
Chair Battalia, Mr. Altieri, and Mr. Padernacht discussed not having a contractor for
the structural issues at the complex. Ms. Deshpande and Mr. Padernacht talked about
using two contractors who work for themselves.
2. Update on Transition of Information Re: Leases and Security Deposits
This item was discussed under the above item.
3. Adoption of Investment Policy
Chair Battalia suggested moving to approve the Investment Policy and adding Bank
United to the list of vendors.
Moved by Board Member Mileto, seconded by Board Member Philbrick-Wheaton
The Mamaroneck Housing Authority does hereby adopt the Investment Policy as
amended.

4. Authorization - Submission of HOME Grant Application
Mr. Altieri discussed the grants he researched for the Housing Authority to apply to
pay for the construction at the complex. Chair Battalia and Mr. Altieri discussed the
amount of units in the complex. Councilwoman Nichinsky and Ms. Philbrick-Wheaton
discussed how to allocate vacant units to section 8.

The Mamaroneck Housing Authority does hereby authorize Chair Dolores Battalia to
sign the HOME Grant Application for its submission.

5. Update on Repairs to Unit #86
Moved by Board Member Philbrick-Wheaton, seconded by Board Member
Deshpande
The Mamaroneck Housing Authority does hereby enter into Executive Session to
discussion potential litigation.

6. Consultant's Update
Carried
Mr. Altieri said five contractors walked through of the complex for the Window/Deck
Project. Mr. Padernacht said there were questions around window guards and the
requirements for them. He also said some units have window guards but not all.
7. Adjournment

The Mamaroneck Housing Authority unanimously closed the meeting at 8:26pm.
