HomeMy WebLinkAbout2021_09_20 Board of Architectural Review Minutes Board of Architectural Review September 20,2021 Call to Order The meeting was called to order at 7:33P.M. Present: Edward Jacobson, Ken Ricci, Diane Blum, Susan Healy, Joseph Shein 1. 166 Myrtle Blvd Willet Vacuum of Larchmont No one appeared 2. 7 Madison Avenue Jamie Jones addressed the Board for the refacing of the existing light box, with the new business (Company Chophouse) signage, and sidewall graffics. Mr. Jacobson asked about the side vinyl graphic signs. The Board discussed the signs and had no problem with the light box or graffics although they felt the colors of the graffics do not contrast well with the building color. Motion: To approve the signs Moved by Diane Blum, seconded by Ken Ricci Action: Approved Vote: Yes: Edward Jacobson, Ken Ricci, Diane Blum, Susan Healy Abstain: Joseph Shein 3. 121 Myrtle Blvd. Billy and Pete's Billy appeared and addressed the Board requesting an outdoor patio on the park property. Mr. Jacobson stated landscaping is very important and requested a detailed plan. The architect explained the materials and planting pallet. There will be minimal grading in the 900 square foot available area. Joanne from Larchmont Nursery explained the plants will be mostly low maintenance evergreens, low in height to be a barrier to the street. Taller plants will be in the rear to block the view of the Town maintenance building. She further explained the type of garden will be similar to the Memorial garden at Mamaroneck High School. The proposed plants will be salt tolerant. The proposed patio will be constructed with pervious pavers,with space between for drainage. Test holes were done. Jeffrey King,the Town Board Liaison stated the Town is leasing the property one year of a time with certain considerations. The restaurant is responsible to maintain the property. Presently the property is under-utilized this will be an advantage to Town. Mr. Shein asked if the Town engineer reviewed the proposal. Noise was discussed,the restaurant closes at 10:P.M. and there will be no live music, they presently have music playing and have no complaints. The patio will be used all year as they have had success with the igloos they used. Parking is across the street in the commuter lot. Lighting was not considered an issue. The Board felt it was a great idea and execution. Trash will be handled the same as it presently being done. Motion: To approve the request Moved by Joseph Shein, seconded by Ken Ricci Action: Unanimously approved 4. 1380 Boston Post T Mobile No one appeared. 5. 1329 Boston Post Road Prospective NY Presbyterian Site work Emily the applicant's attorney and the building owner were present. They are present requesting to reconfigure the parking lot,which is a conditioning of tenancy. There are asking to remove rock from the rear wall to create additional parking. The rock wall will be scaled back, six trees are to be removed and seven arborvitaes will be planted as replacements. Rock removal was discussed, Mr. Senor, Engineer responded 450 yards are being removed approximates four feet deep by 35 feet high to create a straight edge, there will be six feet remaining on the top of the wall to the neighbor's property line. Mr. Jacobson stated the arborvitae are to screen the neighbors view. An arborist report stated there is enough soil for the plants. The fence will be relocated to the property line. Ms. Aitchison stated a number of trees need to be removed,because they are dangerous. Seven trees are to be removed four are remaining and seven arborvitaes will be planted. Ms. Healey stated the dangerous trees will be removed whether or not the parking area is permitted. Lighting is not with this application,the tenant will come for lighting. NY Presbyterian has submitted building and engineering applications and they will come before the BAR for facade, signage and lighting. Trash removal was discussed. Automatic watering will be installed. Mr. Shein asked if landscaping could be placed between the property and Dunkin,the attorney responded, there is no space as Dunkin is currently encroaching 5 feet. Currently there is nothing there and there is no room currently Dunkin is 5 feet into the property. Mr. Shein asked that the fence between the properties be replaced. A standard black chain link fence will be installed. PUBLIC COMMENTS Michael Dick of 1 Rockridge Road sent a letter to the Board stated the fence on top of the wall was put up by him 30 years ago. He further stated he believes the trees are in excellent condition and the action of taking down the rock wall will damage the roots of the remaining trees. Mr. Dick's fence is two feet beyond his property line The trees and fence were discussed. Mr. Jacobson stated the only thing that the BAR can make a judgement on is regarding aesthetics the trees are above and beyond their authority. Mr. Ricci stated the trees are important to the enjoyment of his property. Ms. Blum stated the existing trees present a boundary arborvitae doesn't do the same. Mr. Ricci asked what protection does the owner of the house have that the trees will be preserved. The attorney responded that only one tree in his yard is being removed Mr. King stated the property owner should have hired an arborist. Mr. Senor explained how the rock will be removed they propose a fractured rock line drilling the rock from top of ledge to take only what is necessary Mr. Dicks the fence will be temporarily removed and replaced. Mr. Jacobson stated the fence will temporarily be removed, a majority of the trees will remain and arborvitaes planted and the fence relocated and installed. Mr. King asked if the applicant will plant more mature trees. Aside Tom Christian of, 3 Rockridge Road stated that arborvitaes do not grow on the rock ledge by his property. The attorney responded that no rock to be removed at 3Rockridge and his fence has an eight-foot encroachment onto the applicant's property. Mr. Jacobson stated their arborist report says the trees have to go that is what we have to go by. Ms. Blum stated sick trees can be removed a condition that the canopy be maintained should be required, Town code requires a five-foot buffer be installed and maintained. Alexander Sthern of Old Hommocks Road stated there is 80 feet of space on Old Hommocks, which has room for three parking spaces. The species and caliper of the trees are to be chosen by the Town environmentalist. Motion: To approve the plans as submitted with the stipulation in order to enjoy the tree canopy and to insure the wellbeing of the remaining trees any trees damaged or destroyed are to be replaced. Moved by Ken Ricci, seconded by Diane Blum Action: Unanimously approved ADJOURNMENT Motion: To adjourn the meeting at 9:15 P.M.
