HomeMy WebLinkAbout2022_03_21 Board of Architectural Review Minutes BOARD OF ARCHITECTURAL REVIEW MARCH 21, 2022 Present: Edward Jacobson, Chairman, Diane Blum, Ken Ricci,Joseph Shein, Susan Healey,Alternate Also Present: Abby Katz,Town Board Liaison, Richard Polcari, Building Inspector CALL TO ORDER The meeting was called to order at 7:32P.M. Mr.Jacobson stated the meeting will start with a presentation regarding the proposed Comprehensive plan, by Tiffany Zasula, Pace University Land Use Law,and Kevin D, Land Use and Ms. Zasula stated they are meeting with the Boards and Committees to introduce themselves and explain what they do. She asked the Board if there were any specific issues the Board would like to see in the plan for the Town in the next 5-10-15 years. For instance, development, housing, recreational uses, infra structure, trails, public transportation. Kevin asked if there were any architecturally significant buildings the Board would like to bring to their attention, as it helps to have a reference point in regard to zoning and preservation. They will need a list. Mr. Polcari stated not necessarily a building but how the site is laid out is just as important. Mr.Jacobson stated 14 North Chatsworth is an iconic building, as well as 1440-1456 Boston Post Roads site. Kevin stated a list would be appreciated they may come back to the Board with further questions or comments. An informal list would be helpful in the next few weeks as a starting point. Ms. Zasula stated that they will be working on this for 12-15 months, stating long term goals and projections, different strategies for the implementation of the Comprehensive plan. Mr.Jacobson stated that the Town is already built out and that he doesn't see where this goes. Ms. Zasula stated maybe redevelopment of a site, maybe more recreation, housing stock increases. She further stated they are hoping to get more information, conversations with the public will start in May. Ms.Jacobson stated that the Board members should email Ms. Brill anything they feel should be considered to compile a list. Ms. Zasula stated she will follow up in the next few weeks. Mr.Jacobson thanked them. 1. 14 N Chatsworth Avenue Apartment Signs Marnie B a resident and Member of 14 N. Chatsworth's Board, and Jill Martin, Vice President, on behalf of Chatsworth Gardens Board of Managers, were present and addressed the Board. Ms. Martin stated that the building would like to add direction signs as residents, emergency personnel and delivery people get lost. They are asking for 6 new exterior signs,4 signs are single sided carved HUD 1.5 "thin high-density sign foam on wooden posts, (4X4), pained green with gold leaf text. The two directional wall signs are aluminum composite with digital print. The Board discussed the graphics and colors. The printed color pages were not clear as you cannot get true colors on a copy machine, Ms. Martin stated that Larchmont Avenue Church has the same sign as they propose.The proposed color is a medium green. Mr.Jacobson stated that a sample of the proposed color would have been good, Ms. Martin responded that the sign company did not give them one. Motion: To approve the signs as presented medium green with gold leaf lettering. Moved by Ken Ricci, seconded by Joseph Shein Action: Unanimously approved 2. 1435 Boston Post Road Lexus Facade Peter Gaito,Junior, Architect, stated he is here for facade with signage, the plan is to renovate the existing building. Mr.Jacobson stated that he understood that signage was not part of the application, the signage should be removed, he prefers not to have it thrown at the Board. Mr. Gaito stated corporate wants the changes and gave perimeters. He showed the flat elevations, stucco and metal panel, one with and one without signage. He gave color samples. Signage was discussed, Mr.Jacobson stated the 5-foot diameter oval is larger than permitted and it is above the roof line. Mr. Polcari stated there is something that may allow the signs, but they will need a full zoning review. Mr.Jacobson stated there is no problem with the cladding as it is an improvement but questioned the size of the logo and letters and if they are within Town code limits. Mr. Polcari stated internal illumination requires zoning. Mr.Jacobson stated that he will send a letter to the zoning Board. The Board discussed the size of the logo. Mr. Gaito stated that it is 3 feet high by 5 feet wide and the graphics are 18 inches. The Board discussed the facade proposal. Motion: The logo wherever it appears will be 3 feet high and the letter will be 18 inches Moved by Susan Healy, seconded by Ken Ricci Action: Unanimously approved The Board discussed the lighting, Mr. Gaito stated it is 4000 kelvins, on the warmer side and down lights are 30 candles as light from the show room will also illuminate the front. Motion: To approve the illuminated signage as presented Moved by Edward Jacobson, seconded by Ken Ricci Action: Unanimously approved/ NEW BUSINESS The Board discussed the earlier presentation regarding the comprehensive plan and stated the camera was not in a good location. Mr. Polcari stated the plan is a blueprint of what people may want for the Town in the future. Albany wants to allow for increased density, it's a movement. Mr.Jacobson stated Town Code does not allow accessory buildings. Abby stated the Town passed a resolution against it.
