NMYTFS OF A SPECIAL MEETING OF THE
TOWN BOARD OF THE TOWN OF MAMARONECK
HELD ON THE 15th DAY JUNE 1992 IN
COM ERENCE ROOM A OF THE TOWN CENM,
740 W. BOSTON POST ROAD, NIlAMARONECK,
NEW YORK

Supervisor Silverstone called the meeting to order at 8:15 an in
Conference Room A.
;Present were the following members of the Board:
Supervisor Caroline Silverstone
Councilwoman Elaine Price
Councilman John McGarr
Councilman Paul A. Ryan
Also present were:
Stephen V. Altieri, Town Administrator
1. Authorization - Construction Manager - Larchmont Motel Project
The Town Administrator presented the results of the evaluation of
construction management firms and a recommendation that the Town retain
the firm of Tri-Tech Group to serve as construction managers for the
Larchmont Motel Affordable Housing project.
on motion by Councilwoman Price, and seconded by Councilman McGarr, it
was unanimously
WHEREAS, the Town has ammienced the preliminary
steps toward construction of affordable housing on
the former Larchmont Motel site, including the
preparation of initial architectural drawings and
submission of a site plan application to the Town
of Mamaroneck Planning Board; and

WHEREAS, the Town's Affordable Housing Task Force
members - have recommended, and the Town Hoard
believes it is in the best interests of the Town
to retain the services of a construction manager
to manage the construction project; and
WHEREAS, it is the Town Boards belief that it is
in the best interests of the Town to have the
construction managers services at the earliest
possible stage of the planning of construction;
and
WHEREAS, the Town has circulated requests for
proposals for construction managers, has received
responses to the request for proposal and has
interviewed several candidates;
NOW THEREFORE, BE IT
June 15, 1992
RESOLVED, that the Town Administrator is
authorized to issue a Letter of Intent to TRI-TECH
Group advising that they have been selected as the
candidate for construction manager of the former
Larchmeont Motel site for a fee not to exceed three
hundred and sixty thousand dollars ($360,000.00) ,
and that said Letter of Intent is subject to the
preparation of a formal contract by the Town s
Counsel in a form approved by the Town Board.
2. Amendment - Coanmmity Development Block Grant Agreement
iThe Town Administrator said that the County rejected the proposed
(wording made by the Town regarding the assignment of the Cc �zity
amm
Development Block Grant agreement to the housing authority to be
created by the Town. The County had indicated to the Town that in
;view of the fact that the housing authority had not yet been
,established, they would prefer to have the Town request in writing
the assignment of the agreement. The County further indicated they
,could see no real reason to not authorize the assignment of the
agreement, however, they wish to reserve the right to review such a
request.
On motion by Councilman Ryan, seconded by Councilman McGarr, it was
unanimously
RESOLVED, that the Town Board authorizes .the Town
Administrator to make the appropriate amendments
to the Cmmmulity Development Block Grant agreement
and to execute said agreement with the County.
Resolution - Auxiliary Police Legislation

The Administrator explained that previously the Town Board had
adopted a hoarse rule message in support of legislation to allow for
local governments in Westchester County to establish auxiliary
police. The hoarse rule message must now be re-authorized in view of
the fact that originally the endorsement of the legislation was
submitted by Westchester County municipalities collectively.
However, the City of Yonkers has voiced opposition to the legislation
and therefore the new home rule legislation must list each individual
municipality.
On motion by Councilwoman Price and seconded by Councilman Ryan, it
was unanimously
RESOLVED, that the Town Board of the Town of
! Mamaroneck does hereby request the passage of
State bills S.5975-F and A.11553-A entitled "An
Act to amend the criminal procedure law and the
general muncipal law, in relation to the
assignment of auxiliary police officers by certain
cities, towns and villages.

(There being no further business to come before the Board, on motion
duly made and seconded, the meeting was declared adjourned at 8:35
am.
