HomeMy WebLinkAbout2022_08_09 Recreation Commission Minutes TOWN OF MAMARONECK RECREATION COMMISSION MEETING MINUTES August 9, 2022 PRESENT: James Druker, Chairman William Paonessa Terry Rainaldi Susan Sigel Brian Welsh EXCUSED: Graham Gutter Rita Plansky ALSO PRESENT: Jill Fisher, Superintendent of Recreation Jeffery King, Town Board Liaison Eileen Puleo, Commission Secretary The meeting held at the Senior Center, 1288 Boston Post Road, Larchmont was called to order at 7:00 P.M. by Chairman Druker. ACCEPTANCE OF MEETING MINUTES: On a motion by Chairman Druker, seconded by Commissioner Paonessa, the Meeting Minutes of June 14, 2022, were unanimously approved. TEEN TRAVEL CAMP UPDATE: Chairman Druker inquired about the Teen Travel Camp and the feedback from the participants and parents. This year's Teen Travel Camp was successfully operated in cooperation with the Rye Brook Recreation Teen Travel Camp. Our campers were transported to Rye Brook each morning where they met up with the rest of the campers and counselors. The Teen Travel Camp was 3 weeks long with an option to join Hommocks Camp for an additional 3 weeks. Those attending camp had a good time. Parents were very happy that the Travel Camp wasn't completely cancelled, and that round trip transportation was provided. SUPERINTENDENT'S UPDATE: Ms. Fisher reported the following: 1. The Youth Kayaking classes in cooperation with the Village of Mamaroneck will resume the week of August 15th. 2. There are 2 more Outdoor Concerts in the Park, which will take place on Monday, August 81", and 151" 3. The August newsletter was enclosed for review. 4. The 2022 - 2023 Fall/Winter Recreation Department brochure will be available online by Monday, August 151". We will not be mailing our brochure this season. Program registration is scheduled to begin on Monday, August 22". Many fall programs will start the week of September 111" 5. The Hommocks Camp and Camp Rockingstone will conclude on Friday, August 121". This year's enrollment numbers are as follows: Hommocks Camp: 222 Camp Rockingstone: 50 6. Our summer swim lessons had 49 participants enrolled, and Mamaroneck Swim Club had an enrollment of 71. 7. The new Figure Skating Camp had 11 participants enrolled. 8. The new Floorball Hockey Program with the NY Rangers had 29 participants enrolled. 9. We will be hosting another Outdoor Movie in the Park on Friday, August 5th. We will be showing "The Pacifier" on the big screen. 10. Our 5th Annual Food Truck Festival is scheduled to be held on Saturday, October 15t from 12:00-4:00 P.M. at Memorial Park. This event is in cooperation with the Town of Mamaroneck Fire Department. We hope that you can all attend. Town of Mamaroneck Recreation Commission Meeting Minutes August 9, 2022 - Page 2 SUPERINTENDENT'S UPDATE CONTINUED: 11. The Summer Sizzler fitness program had 23 participants. 12. The summer session of tennis lessons will finish up on August 271". The fall session of lessons is scheduled to begin the week of September 111" 13. An article was enclosed regarding Westchester County opening their pools and beaches for free this summer. 14. A flier was enclosed highlighting the Camps Care Food Drive that we participated in this summer through camp. 15. On August 15t, we instituted a mask mandate for all camp staff when indoors. It was necessary to try and slow the spread of COVID that was beginning to affect our staffing ratios. 16. We are now offering Open Pickleball sessions. A flier was enclosed for review. 17. Work has begun preparing the 2023 Budget. 18. Landtek is scheduled to aerate, overseed, and fertilize the Carpino-Steffens Fields on August 151" 19. The first ice rental at the Hommocks Park Ice Rink is scheduled for the week of August 22" Matt Angst and David Andrews have been busy removing the floor covering for our first rental. Public skating sessions will begin on Saturday, October 15t 20. We have begun the process of recruiting for the Assistant Manager (Maintenance Worker) position at the Hommocks Park Ice Rink. A copy of the job description was enclosed for review. 21. The five new exterior doors at the ice rink have been ordered and will take approximately twelve weeks for delivery. 22. In addition to COVID-19, the ice rink has had many challenges this summer. There was a sewer backup on July 101", a heavy rainstorm on July 181", which caused severe flooding around the rink and pool and a transformer issue on August 15t, resulting in a power outage at camp and the pool. Photos were enclosed for review. 23. On July 271", Ms. Jill Fisher, Superintendent of Recreation met with Mr. Joe Napolitano, General Manager at Bonnie Briar Country Club to tour their new paddle tennis courts. They have a total of four courts for both, paddle tennis and pickleball. Photos were enclosed for review. 24. The final drawings and designs for Memorial Park Playground have been submitted to our preferred contractor. It will be presented to the Town Board for approval once we receive the estimate for site work and installation. 25. The property survey that was done on the grass area across the street from Memorial Park has no new updates. This area is being considered for new platform and pickleball courts. 26. Discussions have begun with the school district regarding them providing and installing lockers for the high school hockey team at the Hommocks Park Ice Rink. The Town has been informed that the funding for these lockers, which was to be covered by donations is not happening, and the lockers as of now are on hold. 27. With the Hampshire Country Club acquisition no longer an option for the Town, we will be going forward with the spray pad and outdoor pool expansion. An estimate was received from the architectural firm, Weston & Sampson for $298,500. We received a SAM grant a few years ago for $250,000 that we are hoping to apply this to the project. The Town would fund the difference of$48,500. The Recreation Commission has expressed their disappointment to Jeffery King, Town Board Liaison, with the lack of interest the Town Board has with acquiring the Hampshire property. The Recreation Commission has in the past sent the Town Board resolutions on this matter and has never heard any feedback from the Town Board. Mr. King will present to the Town Board the Recreation Commission's disappointment in this matter. Matt Angst, Ice Rink General Manager, and his wife Brittney are expecting their first child in December. Congratulations to them. 29. Ms. Fisher has informed the Commission that Commissioner Rita Plansky has resigned from the Recreation Commission. We wish Rita all the best in the future. 2022 - 2023 FALL/WINTER PROGRAM FEES: The 2022 - 2023 Fall/Winter Fees were presented to the Commission. Mr. Welsh inquired about the fee structure of programs compared to pre Covid-19. Ms. Fisher stated that we are trying to keep our fees affordable for our residents. Pool programs will require a pool membership to register for pool programs. This has decreased some of the pool program fees. On a motion by Chairman Druker, seconded by Commissioner Paonessa, the following fees were unanimously approved. Matt proposed a discount of 25% of the established hockey registration fee. He is also proposing to waive the $35.00 fee for the Stick Time program, as this is a drop-in session where there is no planning for the staff. On a motion by Chairman Druker, seconded by Commissioner Paonessa, the following discounted hockey goalie fees were unanimously approved. All in favor. RECREATION DEPARTMENT ASSET SPREADSHEET: Ms. Fisher provided the Recreation Commission with a spreadsheet listing all the Recreation Department's assets to the Commission for review. The spreadsheet provided locations, descriptions, dates of improvements, and the costs of improvements made from 1963 to the present. TOWN BOARD LIAISON'S UPDATE: Mr.Jeffery King, Town Board Liaison updated the Recreation Commission on his meeting with Fields for Kids. This was a positive meeting, and the Town Board has agreed to move forward with a survey on the Hommocks Fields. Fields for Kids is interested in updating the Carpino-Steffans fields to artificial turf fields. The Town Board has some concerns on this potential project, such as the temperature of the turf field being very hot during the summer when the Hommocks Camp is using the fields. Mr. King will update the Commission at the next meeting in September. ADJOURNMENT: There being no further business to come before the Commission, on a motion by Chairman Druker, seconded by Commissioner Welsh, the meeting adjourned at 8:15 P.M.
