HomeMy WebLinkAbout2022_06_14 Recreation Commission Minutes TOWN OF MAMARONECK RECREATION COMMISSION MEETING MINUTES June 14, 2022 PRESENT: James Druker Graham Gutter Rita Plansky Susan Sigel via phone Brian Welsh EXCUSED: William Paonessa Terry Rainaldi ALSO PRESENT: Jill Fisher, Superintendent of Recreation Vicky Laoutaris, Assistant Superintendent of Recreation Jeffery King, Town Board Liaison Eileen Puleo, Commission Secretary CALL TO ORDER: The meeting held at the Senior Center, 1288 Boston Post Road, Larchmont was called to order at 7:00 P.M. by Chairman Druker. ACCEPTANCE OF MEETING MINUTES: On a motion by Chairman Druker, seconded by Commissioner Welsh, the Meeting Minutes of May 10, 2022, were unanimously approved as amended. SUPERINTENDENT'S UPDATE: Ms. Fisher reported the following: 1 . A copy of an enclosed email from resident Beth Boyle regarding the addition of pickleball court lines to the other tennis courts. Currently, tennis court #4 is the only court lined with both tennis and pickleball lines. Ms. Fisher notified Ms. Boyle that at this point in time, there are no plans to line any other courts. Tennis players have shared concerns about the additional lines being confusing. However, in an attempt to make sure that court #4 is available for those playing pickleball, we will be trying to schedule all tennis reservations on courts #1 — 3 so that court #4 is more widely available for pickleball use. 2. A copy of an email from resident Mrs. Ann Goode was enclosed regarding the cancellation of the Teen Travel Camp program. Mrs. Goode wanted to thank all involved with finding a solution regarding the cancellation of the Teen Travel Camp. 3. Summer program registration is ongoing. Current registration numbers as of June 8th are as follows: Hommocks Camp 218 Camp Rockingstone 49 Swim Team: 56 Swim Lessons: 44 4. The first outdoor movie of the season is scheduled for Friday, June 17th with a showing of "Clifford The Big Red Dog". 5. All summer aquatic programs will begin the week of June 27tn 6. Our summer concerts in the park will begin on Monday, July 11tn 7. The kayaking classes have 44 participants currently enrolled. 8. All adult summer tennis programs will begin the week of July 3rd Town of Mamaroneck Recreation Commission Meeting Minutes June 14, 2022 - Page 2 SUPERINTENDENT'S UPDATE CONTINUED: 9. Summer pool hours go into effect on Saturday, June 18th. A pool membership will be needed to use the pool this summer. The lifeguard hourly rate has been raised to $15.00 per hour in hopes to attract additional lifeguards to work at the pool. Commissioner Welsh asked if we had any incentives to attract some additional lifeguards, Chairman Druker agrees that an incentive would help. Ms. Fisher informed the Commission that we have offered various incentives in the past and will implement, if necessary. Ms. Fisher reminded the Commission of the current incentive being offered to enroll in the lifeguarding program. 10.At the request of Town Supervisor, Jaine Elkind Eney, Ms. Fisher has been working on getting approval from the NY Rangers, NHL and ESPN to stream a NY Rangers playoff game on a big screen for the public to view outdoors. To date, no response has been received. 11 .A copy of the COVID-19 protocols from the Westchester County Department of Health for this season's day camps was shared with the Commission members. 12.Spring tennis programs will end on June 25th. Summer tennis programs are scheduled to start on July 3rd and will include two new programs: Junior Tennis and Pickleball. Flyers were enclosed. 13.The fall/winter brochure will return this coming season and will be made available to our residents in late August. 14.A "Thank You" note posted in honor of Rob Lunde for his years of service to the Town and the Recreation Department was posted on the website. Rob has been helping around the rink and will be assisting Matt with the installation of the summer flooring. 15.The ice rink's daily visit report for the month of May was enclosed for review. 16.The Carpino-Steffens Fields are scheduled to be fertilized the week of June 27th 17.The new sheets of foam insulation for the summer flooring have arrived. 18.The new storage containers to house the ice rink summer floor material have been ordered. Delivery will be scheduled after camp ends. 19.The 2022 Annual Ice Breaker Hockey Tournament netted a total revenue of $15,739. These funds were deposited into the Hommocks Park Ice Rink Trust Account. 20.The purchase of new exterior rink doors was approved by the Town Board, and the order has been placed. 21 .Camp Rockingstone will be held this year at the Sheldrake Environmental Center. 22.The Memorial Park playground renovations will be moving forward with the approved design for the new playgrounds. Bid packets will go out in August, and hopefully will be back by September. Mr. Jeffery King inquired on how long the new playground will take to be installed. Installation will take a couple of weeks. 23.On Thursday, June 23rd the Hommocks 8th grade graduation took place on the Hommocks Field during school hours. 24.The Town is working on an Intermunicipal Agreement with the Mamaroneck School District regarding the purchase, installation, and maintenance of new lockers for the high school team in the Hommocks Park Ice Rink. Arrangements are still being worked out, but this will be at no cost to the Town. 25.Mr. Marino Radovich, Fields for Kids attended the Recreation Commission meeting. Mr. Radovich introduced himself to the Commission and expressed his interest in working with the Commission on the Recreation's Master Plan. 26.Mr. Jeffery King, Town Board Liaison thanked the Recreation Staff for pulling together the summer camps, concerts, movies in the park, golf programs, pickleball programs, and all the other various programs that the Recreation Department offers. Mr. King emphasized that the Town Board fully supports the Recreation Department. Town of Mamaroneck Recreation Commission Meeting Minutes June 14, 2022 - Page TEEN TRAVEL UPDATE: Ms. Vicky Laoutaris, Assistant Superintendent of Recreation updated the Commission on the cancellation of the Teen Travel program. Unfortunately, on June 1st, the Camp Director that was hired to oversee the camp informed us that they were taking a different job and could no longer work for us. We have been actively trying to find a replacement who meets the Westchester County requirements but have been unsuccessful. With being so close to the start of camp, the decision was made to cancel the program and give the families ample time to make alternate arrangements regarding their child's summer programs. Parents were informed that we had made arrangements with Rye Brook Recreation, who still had openings in their Teen Travel Camp, and offered their spaces to our campers. A bus with a monitor will be provided by the Town at no cost to provide round trip transportation for Mamaroneck participants to Rye Brook. We have also extended the age limit for the Hommocks Camp to include 7th and 8th graders as an additional option. EMAIL FROM RESIDENT MRS. SYRETTE DYM: Request by resident, Mrs. Syrette Dym regarding consideration for any active-duty service members to receive free access to the Hommocks Pool as a guest of an existing permit holder. Commissioner Welsh asked if we waive the fee for any other groups. Ms. Fisher informed the Commission that we do not waive guest fees for any groups. After further discussion, Chairman Druker made a motion to charge the lowest guest rate (youth guest fee) of $5.00 for any active-duty service member. All in favor. ESTABLISHING A MASTER PLAN FOR FUTURE RECREATION PROJECTS: Commissioner Welsh has expressed interest in establishing a Master Plan for the future of the Town's recreation services and facilities. Some of the areas of interest include the restrooms at Memorial Park, platform tennis courts, pickleball courts, additional tennis courts, the outdoor pools, and a locker room renovation at the pool. Town Board Liasson, Jeffery King stated that the Steering Committee would like to meet with the Recreation Commission in September to look at our Master Plan. The Commission is interested in the feedback that the Town will receive from the Steering Committee, that is overseeing the Comprehensive Plan study. Commissioner Welsh proposed that we make a list of all our assets and history. He suggested that we meet to go over some of the ideas that the Commission would like to see in the Master Plan. Superintendent Fisher stated she would work on the asset list for the next meeting. ADJOURNMENT: There being no further business to come before the Commission, on a motion by Chairman Druker, seconded by Commissioner Plansky, the meeting adjourned at 8.00 P.M.
