CALL TO ORDER:
The meeting held at the Senior Center; 1288 Boston Post Road was called to order at 7:00
P.M. by Chairman Druker.
ACCEPTANCE OF MEETING MINUTES:
On a motion by Chairman Druker, seconded by Commissioner Plansky, the Meeting Minutes
of April 5, 2022, were unanimously approved as submitted.
HOMMOCKS PARK ICE RINK 2022/2023 FEE RECOMMENDATIONS:
Matt Angst, Ice Rink General Manager proposed the following fee schedule for the 2022/2023
season as follows:
Admission Fees:
Adult Child Senior Citizens Skates
Hommocks General Public: $11 .00 $10.00 $9.00 $5.00
Hommocks Resident w/ID: $ 9.00 $ 8.50 $7.75 $4.00
Skating School Fees: Resident: $100.00
Nonresident: $120.00
Ice Rental Fees:
Hourly Fee (September 1st — March 31 st, Monday — Friday, 4:00 P.M. -10:00 P.M.) $555.00
Weekend Hourly Fee (September 1st — March 31 st) $555.00
Late Evening Hourly Fee (September 1st — March 31 st, after 10:00 P.M.) $480.00
Early Morning Fee (September 1st — March 31st, before 8:30 A.M.) $480.00
Spring Fee* (April 1st — June 11th, after3.00 P.M.) $350.00
Summer Fee (August 22nd — 31st) $480.00
Off-Peak (8:30 A.M. — 3:00 P.M.) $250.00
*This fee was lowered from $470 to stay competitive in the Spring Season.
After much discussion, on a motion by Chairman Druker, seconded by Commissioner Welsh,
the Commission unanimously approved the recommended 2022/2023 Hommocks Park Ice
Rink Fee Schedule.

ADDITIONAL RECOMMENDATIONS FOR THE HOMMOCKS PARK ICE RINK 2022/2023
SEASON:
Matt Angst, General Manager reviewed the following recommendations:
Public Sessions:
• To end Saturday & Sunday Public Sessions at 3:00 P.M. instead of 4:00 P.M. during the
month of November, and between the months of March - June (with the exception of
holidays & school vacations). This time will then be available for rentals. Spreadsheets
were provided with supporting data.
• Replace all Monday public sessions, 12:30 P.M. — 2:30 P.M. (except for holidays &
school vacations) with Stick Time. No additional staff would be needed. A fee of $30 for
residents and $35 for nonresidents would be charged, online registration and walk-ins
would be permitted. An average of (5) sales per session would equal the income of the
2021/2022 season. Stick Time is a way to start to bring adult hockey players into the
building during off-peak hours, which could potentially turn into demand for additional
stick time sessions, and rentals during the week.
• To be consistent once the high school hockey season begins, Friday Night Public
Skating sessions to be offered 7:45 P.M. - 9:45 P.M. starting in November.
New Figure Skating Camp:
• Provide a four-day camp, August 22nd — 25th 9:00 A.M. — 12:00 P.M.
Participants would receive (1) hour of on-ice skating with additional off-ice
training such as, yoga, stretching, & strength training.
• Staff would be made up of current skating coaches.
• Fee: $400 - residents $425 - nonresidents.
• If successful, we would look to add additional mini camps during school breaks.
SUPERINTENDENT'S UPDATE:
Ms. Fisher reported the following:
1 . The final session of Skating School will begin on May 8th. We have a total of 171
enrolled in the program.
2. A copy of the May Newsletter was enclosed for review.
3. The Freestyle skating program concludes on Sunday, June 12th. There was a total of
19 participants in Session 1 and 17 in Session 2.
4. The 6th Annual 5K Run and Lil' Bunny Hop was held on Sunday, April 24th. There
was a total of 342 participants with this being our largest enrollment yet.
5. The Ice Breaker Hockey Tournament was held on April 28th — May 1st. A total of 14
teams participated. Ms. Fisher will share the net revenue with the Commission, once
she has received the final numbers.
6. A Request for Proposal is currently out for the replacement of exterior doors at the ice
rink. Many of these doors are originals from the renovation in 1990. The bid
submission deadline is Wednesday, May 11tn
7. A flyer announcing the upcoming events regarding the Town-wide Comprehensive
Plan was enclosed for informational purposes.
8. An air conditioning unit is being installed in the ice rink office for this summer. Phase
Two of this project will be heat and air conditioning for the ice rink lobby area.
9. Rob Lunde's retirement date is May 27th. Paperwork for a second fulltime position at
the ice rink has been submitted to Westchester County for approval.

SUPERINTENDENT'S UPDATE CONTINUED:
10.David Andrews, our department maintenance worker, power washed the (4) tennis
courts prior to opening season. A few spots will need some patch work. David will
address these spots when the weather is appropriate, and we can find a time of
availability.
11 .Several Recreation Commissioners expressed that they would like to see
brainstorming session held for new projects at the June meeting.
12.Mr. Jeffery King, Town Board Liaison informed the Commission of his role with the
Equity Task Force, which he also serves on. Mr. King would like to assist families in
need with scholarships and access to facilities that are considered safe havens within
the Town, such as the pool and ice rink. Ms. Fisher stated that at this time, the Town
does not have any established scholarship programs in place for these programs or
facilities. Scholarships are currently only available for day camps. We also have an
arrangement that waives the Lifeguarding class fee in exchange for newly certified
individuals to work off this debt.
APPROVAL OF PROPOSED FINAL DESIGN OF MEMORIAL PARK PLAYGROUND:
Ms. Fisher presented the final design of the Memorial Park Playground renovation. This design
included the color scheme, layout, and all equipment. Age groups from toddlers through 12
years of age will be represented at the park. This is something that the Commission has
asked to be implemented into the new design. Ms. Sigel and Mr. Welsh expressed some
concerns that the playground equipment would be encroaching on the tennis courts. Ms.
Fisher explained that the footprint of the playground equipment would be the same as what is
there now but acknowledged that more equipment will be installed than what is currently there
now. A new toddler play area was added as requested and the equipment was designed to
meet the number of users. All codes and standards have to be met and followed with regards
to mandatory clearance and safety protocols. This renovation project also includes new
sidewalks, hedges, and fencing.
Mr. Gutter inquired about updating the tennis but/restrooms at the park. Ms. Fisher reported
that a new prefabricated tennis but/restroom building will be included for submission as a 2023
Capital Project.
After much discussion, on a motion by Chairman Druker, seconded by Commissioner
Paonessa, the Commission unanimously approved the final design of the Memorial Park
Playground renovation. All in favor.
FACILITY REQUESTS FOR USE OF CARPINO-STEFFENS FIELDS:
Mr. Eric Greenberg has requested the usage of the Carpino-Steffens (Hommocks) Fields,
August 29th — September 1st, 9.00 am — 2.00 pm for a private lacrosse clinic. On a motion by
Chairman Druker, seconded by Commissioner Paonessa, the Commission unanimously
approved this request at a rate of$70/hr. per field.
REQUEST FROM VILLAGE OF LARCHMONT AND CO-OP CAMP FOR SUMMER POOL
USAGE:
Annual requests for pool usage this summer have been received from the Village of Larchmont
(Flint Park Camp) and STEM Alliance (Co-Op Camp). The Commission unanimously approved
all requests.

SUMMER CAMP UPDATE:
Ms. Vicky Laoutaris, Assistant Superintendent of Recreation presented to the Commission an
update on summer camps. Ms. Laoutaris informed the Commission that enrollment is low at
all camps, and we are having a hard time recruiting, and hiring qualified staff. Ms. Laoutaris
also updated the Commission on the new COVID-19 protocols recently provided by the
Westchester County Department of Health, which could have the biggest impact on the Teen
Travel Camp. Due to the quarantining mandate, and the cost families have paid for this
program with no refunds offered, we felt it best to update all Teen Travel parents of these new
protocols and let them decide what's best for their families. We plan to provide them with three
options if they have concerns, transfer into Session 1 , receive a full refund, or attend
Hommocks Camp, if the Commission approves opening up the age group for those in grades
7th and 8th. Chairman Druker has asked if we could prorate the fee if a quarantine scenario
happens. Ms. Laoutaris explained that refunds would not be possible because all of the
expenses, including the bus, and that the daily admissions have been purchased in advance.
Ms. Laoutaris also informed the Commission that the Teen Travel Director quit five days ago,
so she is in the process of recruiting a new director. After further discussion, Chairman Druker
suggested that discretion be given to Vicky using her best judgement moving forward. All in
favor.

There being no further business to come before the Commission, on a motion by Chairman
Druker, seconded by Commissioner Welsh, the meeting was adjourned at
8.30 P.M.
