MEETING MINUTES
March 22, 2022

CALL TO ORDER:
The meeting held at the Senior Center,1288 Boston Post Road was called to order at
7.05 P.M. by Chairman Druker.
ACCEPTANCE OF MEETING MINUTES:
On a motion by Chairman Druker, seconded by Commissioner Rainaldi, the Meeting
Minutes of February 8, 2022, were unanimously approved as amended.
INTRODUCTION OF COMPREHENSIVE PLAN CONSULTANTS VIA ZOOM:
Supervisor, Jaine Elkind Eney, opened the meeting with an introduction stating that the
Town Board has begun the process of formalizing a Comprehensive Plan. They have
hired a team of consultants to guide the project, led by Tiffany Zezula and Kevin Dwarka.
Ms. Zezula is the Deputy Director of the PACE Land Use Law Center, and Mr. Dwarka is
a land use and economic consultant specializing in urban revitalization. Ms. Zezula gave
a brief overview of the project and the estimated time frame.
Ms. Zezula asked the Commission what they felt were the needs and challenges within
the Town. Chairman Druker, gave a brief overview of the recreation facilities within the
Town, including the Hommocks Park Ice Rink, Hommocks Pool, and Memorial Park. Mr.
Druker also stated that the Town should investigate purchasing Hampshire County Club,
citing that this would make for an excellent recreational facility, and something that the
Town is lacking. Commissioner Gutter stated he would also like to see a recreation
center and feels residents currently go outside of our community to use other recreational
facilities. Commissioner Sigel commented on the trails within the Town, and that she
would like to see a bike trail. Commissioner Welsh commented on how nicely the trails
are kept and feels they could be utilized more. Chairman Druker would also like to have a
dog park for residents as well, instead of traveling outside of the community.
Ms. Zezula thanked the Commission for their input, and stated that they will be
conducting a Community Needs Assessment in the coming months to seek community
feedback.

SUPERINTENDENT'S UPDATE:
Ms. Fisher reported the following:
1 . Staff members are preparing a wide variety of spring and summer program
offerings. We anticipate returning to pre-pandemic operations.
2. The spring newsletter was enclosed for review.
3. The 2022 tennis permit renewal forms will be emailed out to all 2021 permit
holders. Phone in court reservations will continue this season.
4. Registration for Session 5 of Skating School begins on March 20th. Session 4
currently has an enrollment of 358.
5. Enclosed for your review are the February ice rink general admission
attendance numbers.
6. The pool is scheduled to be closed for annual maintenance and cleaning during
the spring recess, April 9th-17th. Reminders have been distributed.
7. A Snapology-LEGO program will be held for those ages 5 — 9 during the spring
break.
8. Our 6th Annual 5K Run and Lil' Bunny Hop is scheduled to take place on
Sunday, April 24tn
9. The Recreation House Hockey program is scheduled to conclude on March 19tn
with a total of 124 players. We will be offering additional Youth Hockey
programs this spring, which will include a new Pond Style Hockey Tournament
and Stick Time sessions.
10. Our Power Volleyball program has an enrollment of 54.
11 . The spring Lifeguarding program has an enrollment of 6.
12. The 2022 Ice Breaker Hockey Tournament is scheduled to be held April 28th _
May 1 st
DEVELOPMENT:
1. LandTek performed the annual maintenance on the fields on Monday, March
21 st.
2. The Memorial Park tennis courts are scheduled to open April 1 st, weather
permitting. As soon as conditions allow, we will start preparing this facility for
opening day.
3. It has been confirmed by Administrator, Meredith Robson that the School
District will not have any available space in the district to accommodate our pre-
school camp this season. Therefore, we will have one preschool camp at the
Monroe Facility/S held rake Environmental Center. Chairman Druker inquired if
this would affect the ability to accommodate all children this summer.
4. Our new general manager at the ice rink, Matt Angst has settled in nicely. Rob
Lunde will be with us until the end of June.
5. The Barn Burner Grill is open for business at the Hommocks Park Ice Rink.
6. The mask mandate at all Town facilities was lifted by the Town Board on
February 15tn
7. The Resolution regarding the construction of Town paddle tennis courts
adopted by the Recreation Commission was provided to the Town
Administrator. Currently, there is no new information on this potential project.
8. Plans for the storage containers for the summer flooring at the ice rink are still
being worked on. Currently, there is no new information.
9. The pay at the door option at the Hom mocks Pool will conclude on March 31 st
After this date, all users will be required to have a pool permit to use the pool.
A total of 313 permits have been purchased to date, with a total revenue of
$116,445. Permit sales are as follows:

DEVELOPMENT CONTINUED:
10.An updated copy of the new splash pad at the outdoor pool complex was enclosed
for review. The Town Engineer, Rob Wasp is overseeing this project. The next
step will be to hire a mechanical design consultant. Ms. Fisher will keep the
Commission updated on the progress of this proposed project.
FACILITY REQUESTS FOR USE OF CARPINO-STEFFENS FIELDS:
Facility requests for use of the Carpino-Steffens Fields were submitted from; Mr. Simon
McCarthy, Larch mont/Mamaroneck Football Club, Ms. Wickliffe Miesner,
Larchmont/Mamaroneck Youth Lacrosse, and Ms. Bari Suman, Mamaroneck UFSD. On
a motion by Chairman Druker, seconded by Commissioner Paonessa, the Commission
unanimously approved these requests.
SUMMER DAY CAMP REFUND POLICY UPDATED:
A memo was enclosed from Ms. Vicky Laoutaris, Assistant Superintendent regarding the
refund policy for camp. The current refund policy gives an individual the ability to register
for camp months in advance, and then request a refund, as late as, two weeks before the
start of the camp session. Ms. Laoutaris has recommended that there be no refunds after
the established deadline, unless it is due to a medical illness or injury supported by a
doctor's note. After further discussion, a motion by Chairman Druker, seconded by
Commissioner Rainaldi, the Commission unanimously approved this request.
REQUEST FOR PROPOSAL UPDATE FOR TENNIS PROGRAMS:
Ms. Fisher updated the Commission on the Request for Proposal for Tennis Services.
Three RFPs were received. Submissions were provided by Sportime, Lifetime Racquet
Sports (current provider), and New Rochelle Racquet Club. Sportime had the best
proposal with the highest revenue projections, and better curriculum of program offerings.
Sportime also proposed offering tennis and pickleball lessons on Saturdays and Sundays.
Since we have not offered lessons on the weekends in the past,
Ms. Laoutaris, Assistant Superintendent prepared an analysis of past weekend court
usage. Ms. Laoutaris is recommending that we add the following times to our tennis
lesson schedule:
Saturday 11 :00 am — 8:00 pm — 2 courts
Sunday 12:00 pm — 8:00 pm — 2 courts
After further discussion, a motion by Chairman Druker, seconded by Commissioner Sigel,
the Commission unanimously approved this request.

After a brief discussion regarding the Camp Rockingstone fees, and the new Daily Use
Tennis fee, a motion was made by Chairman Druker, seconded by Commissioner
Plansky, to approve the proposed fees. All in favor.
ADJOURNMENT:
There being no further business to come before the Commission, on a motion by
Chairman Druker, seconded by Commissioner Plansky, the meeting was adjourned at
8.30 P.M.
