HomeMy WebLinkAbout2022_02_08 Recreation Commission Minutes TOWN OF MAMARONECK RECREATION COMMISSION MEETING MINUTES February 8, 2022 PRESENT: James Druker, Chairman Graham Gutter William Paonessa Rita Plansky Terry Rainaldi Susan Sigel Brian Welsh ALSO PRESENT: Jill Fisher, Superintendent of Recreation Matthew Angst, General Ice Rink Manager Jeffrey King, Town Board Liaison Eileen Puleo, Commission Secretary ABSENT: Vicky Laoutaris, Assistant Superintendent of Recreation CALL TO ORDER: The meeting held at the Hommocks Park Ice Rink Community Room was called to order at 7:10 P.M. by Chairman Druker. INTRODUCTION OF NEW TOWN BOARD LIAISON: Ms. Fisher introduced new Town Board Liaison, Mr. Jeffrey King. The Commission welcomed Mr. King to the Recreation Commission. INTRODUCTION OF NEW HOMMOCKS PARK ICE RINK MANAGER: Ms. Fisher introduced the new Hommocks Park Ice Rink Manager, Mr. Matthew Angst. The Commission welcomed Mr. Angst. The hiring of Mr. Angst for the position of General Manager at the Hommocks Park Ice Rink was approved on January 19th by the Town Board. ACCEPTANCE OF MEETING MINUTES: On a motion by Chairman Druker, seconded by Commissioner Paonessa, the Meeting Minutes of December 14, 2021, were unanimously approved as amended. SUPERINTENDENT'S UPDATE: Ms. Fisher reported the following: 1 . The winter session of programs is currently underway. 2. Registration for spring programs will begin on Tuesday, March 1 st. Flyers for spring programs are enclosed. 3. The winter session of Recreation House Hockey has an enrollment of 124. Last year we had an enrollment of 93. 4. The February Newsletter was enclosed for review. 5. The Hommocks Park Ice Rink general public attendance numbers were enclosed for review. The Martin Luther King, Jr. weekend was successful with $26,400 in admission revenue between Friday — Monday. Town of Mamaroneck Recreation Commission Meeting Minutes February 8, 2022 — Page 2 SUPERINTENDENT'S UPDATE CONTINUED: 6. The winter session of swim lessons has an enrollment of 114. Aqua Zumba and Aqua Jog have a combined enrollment of 21 . Mr. Jeffrey King, Town Board Liaison inquired about the requirement for pool permits for programs. In the past, pool permits were not required for the Aqua Jog and Aqua Zumba programs. Mr. King feels this requirement is affecting those registering for these programs. Ms. Fisher informed Mr. King that all aquatic programs will now require a pool permit to participate as we move back to establishing pool permits. 7. The Ice Rink hosted a character skate on Sunday, January 23rd. "Chase" from Paw Patrol was on the ice during the public session. 8. Session 4 of Skating School has an enrollment of 334. 9. A total of 245 pool permits have been sold to date with a total revenue of $91 ,185. • Basic Yearly Individual — 77 • Family Yearly— 58 • Individual Yearly — 109 • 10 Visit Pass — 1 10. A total of 31 rink permits have been sold to date with a total revenue of $7,340. • Seasonal Family — 22 • Seasonal Individual — 9 11 .A copy of various rink flyers created to help increase admission attendance during the Monday afternoon public session was enclosed for review. 12.The Town Board has approved Mr. John DeMario, Strada Foods as the new concessionaire at the Hommock Park Ice Rink. The rink concession will now be known as The Barn Burner Grill and is expected to be open by the end of February. 13.The Westchester County Health Department has indicated that municipal camps will be able to operate on a normal pre COVID-19 basis this summer. There are no new mandates or protocols required this summer. Ms. Fisher will keep the Commission updated on any future updates from the Health Department. 14.The punch list on the ice rink locker room project has been completed and this project has been closed out. We still need to purchase and install (2) 40' containers and (2) 20' containers for storing the summer floor material. A tentative layout is enclosed for your review. 15.A copy of the RFP for Tennis Services was enclosed for review. 16.The new Zamboni has arrived. We are working with Unique Signs to provide the detailing of it, and I will share the designs and lettering once we receive them. 17.Enclosed were three design ideas for a new splash pad to replace the Mushroom Pool at the outdoor pool complex. This is a Capital Project and discussions have been very preliminary. This project would be partially funded by the SAM Grant money that the Town applied for. Ms. Fisher will keep the Commission updated when more information has been received. PRESCHOOL CAMP LOCATION: Ms. Vicky Laoutaris, Assistant Superintendent of Recreation has been informed by Mr. Steve Brugge, Mamaroneck UFSD — Director of Facilities that the school district will not have any space this summer for our Pre School Camp. Central School, Chatsworth Avenue School, Murray Avenue School, Hommocks Middle School, and the High School will all have construction taking place through the summer and will be unavailable to the public. Mamaroneck Avenue School will be hosting the Co-Op Camp and ESY Camp. Ms. Laoutaris will investigate other spaces for Pre School Camp along with the Sheldrake facility, which will limit our camp numbers. Ms. Fisher will keep the Commission updated on this matter. Town of Mamaroneck Recreation Commission Meeting Minutes February 8, 2022 — Page 3 SUPERINTENDENT'S UPDATE CONTINUED: MEMORIAL PARK PLAYGROUND UPDATE: Enclosed for review was the Proposed Conceptual Layout of the new Memorial Park Playground. The playground will have new sidewalks, rubber surfacing, playground equipment for ages 3 — 5, 5 — 12, including a new toddler area, and benches. The Commission expressed interest in including swings at the park. Ms. Fisher informed the Commission that swings are being investigated but due to spacing issues, we might have to find an alternative to swings. Currently, the only open space that would allow for swings is on the far end of the tennis courts, which creates other issues. Commissioner Gutter suggested we investigate a large, freestanding climbing net, if swings are not feasible. A Request for Proposal for Construction Services will go out this summer and we hope to break ground this fall. Ms. Fisher will be asking the Commission to participate in selecting pieces and a color scheme. PADDLE TENNIS COURTS: Mr. Jeffrey King, Town Board Liaison has informed the Commission that he has presented to the Town Board that he would like the Town to fund 2 - 3 newly constructed Paddle Tennis Courts with a warming room and lights across the street from Memorial Park on the grass field. After a brief discussion, the Commission passed a resolution asking the Town Board to pursue this plan and to appropriate the necessary funds for this project. All in favor. 2022 SCHOLARSHIP GUIDELINES: The 2022 scholarship guidelines were reviewed. The total amount of aid to be distributed will not exceed $8,000. On a motion by Commissioner Plansky, seconded by Commissioner Sigel, the request to accept the 2022 scholarship guidelines as presented was unanimously approved. 2022 SPRING/SUMMER PROGRAM FEES: On a motion by Chairman Druker, seconded by Commissioner Plansky, the following fees were approved.
