Roll Call and Introductions CZMC Members: Dr. C. Alan Mason, Chairman Matthew Teitsch Maurizio Bertini Tara Anderson Jean-Pierre Poyet Others Present: Councilman Jeff King, Liaison to the Town of Mamaroneck Town Board Trustee Peter Fanelli, Liaison to the Village of Larchmont Board of Trustees Elizabeth Aitchison, Environmental Planner, Town of Mamaroneck James Fleming, Architect, 18 Pryer Manor Road Benedict Salanitro, Professional Engineer, 15 Holly Place 2. Approval of Minutes 2.1. July 25, 2022 The minutes of the July 25, 2022 meeting were approved as submitted. 2.2. September 19, 2022 The minutes of the September 19, 2022 meeting were approved as submitted. 3. Referrals 3.1. 18 Pryer Manor Road - Preliminary Subdivision James Fleming, the Architect on the project, presented the proposal to subdivide the property. For the subdivision approval, the applicant needs to demonstrate that a legally conforming lot can be created with access to all necessary utilities. At this time, there are no plans to construct a house on the property, however, once the subdivision is approved, the lot can be sold or developed by the current owner. Because the action is an unlisted action as defined by SEQR and the property is adjacent to a critical environmental area, the action is elevated to a Type I action under SEQR and requires a closer look at the potential environmental impacts associated with the proposed action. These potential impacts become purely hypothetical because the proposed action does not involve any physical changes to the land. If in the future, when and if the property is being considered for development, the application for Residential Site Plan will be referred to CZMC. At that time, any comments or concerns about stormwater mitigation or flooding can be addressed in the design. A motion was made to find the proposed subdivision consistent with the policies in the Local Waterfront Revitalization Program. Moved by Board Member Teitsch, seconded by Board Member Bertini Page 1 of 2 Coastal Zone Management Commission November 28, 2022 Yea Nay Abstained Absent Board Member Mason x Board Member Anderson x Board Member Bertini x Board Member Thomas x Board Member Teitsch x Board Member Poyet x 5 0 0 1 Carried 3.2. 15 Holly Place - Residential Site Plan Benedict Salanitro, the project's engineer, presented the proposal for the construction of a new single-family house at 15 Holly Place. The existing house and detached garage are being demolished and the existing driveway will be removed. As proposed, a 5-foot-high retaining wall will be constructed, and the property will be leveled. A stormwater management system will be installed, and permeable pavers will be used on the driveway and patio areas. Overall, there will be a decrease in impervious surfaces on the property. The proposed landscaping plan proposes replacement trees for those trees being removed as well as screening between the properties. Moved by Board Member Teitsch, seconded by Board Member Bertini A motion was made to find the proposed residential site plan application consistent with the policies in the Local Waterfront Revitalization Program.
