HomeMy WebLinkAbout2022_06_15 Traffic Committee Minutes Town of MamaroneckNew York Traffic Committee Meeting Minutes June 15, 2022 A regular meeting of the Town of Mamaroneck Traffic Committee was held on June 15, 2022 at 7:00 pm at the Town Senior Center. MEMBERS PRESENT: OTHERS PRESENT: Chair Doris Block Shaw Block, Chair Abby Katz, Town Board Member Camille Odierna Meredith S. Robson, Town Administrator Robert Blaufarb Connie Green O'Donnell, Deputy Town Administrator Matthew Wreznewsky Lindsey M. Luft, Assistant to the Town Administrator Lt. James Maher, Mamaroneck Police Department OLD BUSINESS: Palmer Avenue and Blossom Terrace-Request for Crosswalk Chair Doris Block reviewed that last time the committee discussed and felt that a crosswalk would be too dangerous. Victor Seelall was present and reviewed his concerns about pedestrian safety. Chair Doris Block shared the Committees' feelings that a crosswalk without a stop sign or signal could increase the risk to pedestrians. Camille Odierna shared the concern of the large rock in the way. A resident commented that we're a no buss community, which means making our walking commute safe even more important. Chair Doris Block referenced New York State (NYS) regulations regarding a crosswalk near a school required a crossing guard or stop light. Matthew Wreznewsky stated he feels we have a Town-wide pedestrian safety concern in the vicinity of the schools and that he shared this with the Comprehensive Plan team. Chair Doris Block expressed she'd like to ask the Town Board to consider a sidewalk along Palmer Avenue, which would bring pedestrians to an existing crosswalk. All Traffic Committee Members were in favor of this action. NEW BUSINESS: Intersection of Howell Avenue and Weaver Street-Request for Traffic Signal: Stephen Kronenberg was present to discuss this item with the Traffic Committee. Chair Doris Block shared that Weaver Street is a NYS road and explained we would need their approval for a traffic signal. Lt. Maher advised NYS would likely not be in favor of a traffic signal at this area given its proximity to other traffic signals on Weaver Street. He further explained an alternate route which would eliminate the resident's safety concerns. Intersection of Myrtle Avenue and Lakeside Drive-Pedestrian Safety: A resident was present to discuss this item on behalf of Sonal Patel-Sheth. Chair Doris Block shared that she witnessed the concern being expressed. George Talt mentioned that currently the road is not painted because ConEd is working in that area. Town Administrator Meredith Robson expressed we'll move forward with the re-painting. Chair Doris Block suggested to increase Police presence to better enforce vehicle speed in this area. Lt. Maher acknowledged that this would be done. Colonial Avenue-Speeding and Pedestrian Safety: Chris Orth was present to discuss this item. He reported crosswalks are frequently blocked by parked cars. He suggested a stop sign at Damon Terrace going down to Colonial Avenue and is open to other improvements the Traffic Committee feels would be appropriate. Chair Doris Block explained that speed humps are not allowed by Town Board policy. She further advised he is welcome to speak with the Town Board if he is serious about speed humps. Chair Doris Block said all the crosswalks need reflective paint and noted the school speed limit. Chair Doris Block requested police enforcement and a fresh coat of paint on the current crosswalks. Resident Lance Wediner shared that he calls the Police often regarding cars parked in the crosswalk. Camille Odierna asked if he has reached out to the principal of the school to send out information to parents. Also, Councilwoman Abby Katz suggested that he work with the PTA at the Murray Avenue School. Lt. Maher shared the traffic data for the area. The residents that were present requested the speed data for specific hours. Town Administrator Meredith Robson said we will follow-up with the recommendation.
